4 Year Work Plan by District for FYs 2015 - 2018 Overview Section §201.998 of the Transportation code requires that a Department Work Program report be provided to the Legislature. Under this law, the Texas Department of Transportation (TxDOT) provides the following information within this report. Consistently-formatted work program for each of TxDOT's 25 districts based on Unified Transportation Program. Covers four-year period and contains all projects that the district proposes to implement during that period. Includes progress report on major transportation projects and other district projects. Per 43 Texas Administrative Code Chapter 16 Subchapter C rule §16.106, a major transportation project is the planning, engineering, right of way acquisition, expansion, improvement, addition, or contract maintenance, other than the routine or contracted routine maintenance, of a bridge, highway, toll road, or toll road system on the state highway system that fulfills or satisfies a particular need, concern, or strategy of the department in meeting the transportation goals established under §16.105 of this subchapter (relating to Unified Transportation Program (UTP)). A project may be designated by the department as a major transportation project if it meets one or more of the criteria specified below: 1) The project has a total estimated cost of $500 million or more. All costs associated with the project from the environmental phase through final construction, including adequate contingencies and reserves for all cost elements, will be included in computing the total estimated cost regardless of the source of funding. The costs will be expressed in year of expenditure dollars. 2) There is a high level of public or legislative interest in the project. -

MESILLA VALLEY BOSQUE STATE PARK DOÑA ANA COUNTY, NEW MEXICO VEGETATION SURVEY Robert Sivinski EMNRD-Forestry Division August 2005 OVERVIEW The proposed Mesilla Valley Bosque State Park consists of west bank Rio Grande floodplain roughly between the Mesilla Dam and the State Road 538 Bridge. Several hundred acres of desert uplands occur to the east of the southern half of this river park. Substrates are mostly recent alluvial and colluvial deposits and generally consist of alkaline, sandy soils. Some of the lowest areas in the floodplain have alkaline silt and fine sand soils, and there are a few clayey outcrops in the desert uplands. The vegetation in this park area has been heavily impacted by river channelization, irrigation ditches, drains, roads and off-road vehicles, alien weeds (especially saltcedar), and centuries of livestock grazing. Nevertheless, there are some interesting remnants of the original Rio Grande floodplain in this area. The saltgrass/sacaton flat between the levee and irrigation ditch is especially noteworthy. Despite a few vague irrigation or drainage furrows, I believe this alkaline grassland (with a few scattered stands of cottonwood trees) is a small remnant piece of the natural vegetation community that dominated much of the middle Rio Grande floodplain prior to channelization and conversion to agriculture. This grassland is not especially diverse in species, but is the most interesting part of the park in terms of its historical significance. Plant association changes in composition and density occur frequently and gradually throughout the park and cannot be mapped with any accuracy. Therefore, the vegetation map of this survey only recognizes three major plant communities: floodplain grassland, mixed riparian (woody plants), and Chihuahuan Desert scrub (also woody plants). -

Newlands Project
MP Region Public Affairs, 916-978-5100, http://www.usbr.gov/mp, February 2016 Mid-Pacific Region, Newlands Project History The Newlands Project was one of the first Reclamation projects. It provides irrigation water from the Truckee and Carson Rivers for about 57,000 acres of cropland in the Lahontan Valley near Fallon and bench lands near Fernley in western Nevada. In addition, water from about 6,000 acres of project land has been transferred to the Lahontan Valley Wetlands near Fallon. Lake Tahoe Dam, a small dam at the outlet of Lake Tahoe, the source of the Truckee Lake Tahoe Dam and Reservoir River, controls releases into the river. Downstream, the Derby Diversion Dam diverts the water into the Truckee Canal and Lahontan Dam, Reservoir, carries it to the Carson River. Other features and Power Plant include Lahontan Dam and Reservoir, Carson River Diversion Dam, and Old Lahontan Dam and Reservoir on the Carson Lahontan Power Plant. The Truckee-Carson River store the natural flow of the Carson project (renamed the Newlands Project) was River along with water diverted from the authorized by the Secretary of the Interior Truckee River. The dam, completed in 1915, on March 14, 1903. Principal features is a zoned earthfill structure. The reservoir include: has a storage capacity of 289,700 acre-feet. Old Lahontan Power Plant, immediately below Lahontan Dam, has a capacity of Lake Tahoe Dam 42,000 kilowatts. The plant was completed in 1911. Lake Tahoe Dam controls the top six feet of Lake Tahoe. With the surface area of the lake, this creates a reservoir of 744,600 acre- Truckee Canal feet capacity and regulates the lake outflow into the Truckee River. -

The Leasburg Diversion Dam flows along the Rio Grande River about a mile and a half northwest of Fort Selden Historic Site. This diversion dam is vitally important to the region because water is one of New Mexico’s most important commodities. For thousands of years the Rio Grande has been a source of water for travelers, settlers, and livestock and provided water for crop irrigation.
