The entire control and management of the Competitions shall be vested in the Council of the Association. The Council shall have power to formulate the Rules of the Competitions, and to alter or add to the Rules, as they, from time to time, deem expedient. It shall be the requirement that all Senior Clubs Grade A-E inclusive and Clubs of Intermediate Status shall enter and play in at least one of the Cup Competitions suitable for its best team. In accordance with Association Article 54(b) the Council shall appoint a Cup Competitions Committee to control and manage the Competitions, on their behalf, and to give decisions on matters arising out of the Competitions, which, within the Rules laid down by the Council, shall be deemed to be decisions of the Council. In any matters not specifically mentioned in these Rules, the Cup Competitions Committee shall have the power to take such action and impose such penalties as it deems necessary. All decisions of the Council and the Cup Competitions Committee shall be accepted as final with the exception of the following provisions concerning appeals: (a) A Club that is expelled from the Competition may appeal against that decision to an appeal board in accordance with the procedures for FA appeals. (b) For the avoidance of doubt, a Club may not appeal against any penalty imposed on it other than expulsion from the Competition. Any appeal must be lodged in accordance with Membership Rule 15. 3. In these Rules, the word ‘Council’ shall be construed as meaning ‘the Council’ or the ‘Cup Competitions Committee’. 4. If any member of the Council is an official, member or shareholder of a Club concerning which there is a protest, dispute or question, such member shall not be eligible to vote when such protest, dispute or question is being resolved. TROPHIES & SOUVENIRS 5. To the winners of the Competitions, they shall be presented a Cup which shall be held by that Club for the current season, and which shall not become the property of any Club. 6. (a) When the winners of the trophy shall have been ascertained, the Secretary of the Association shall hand over the Cup to such winners, on their subscribing a document to the following effect: “We, A.B., the Secretary of the Club, and C.D., E.F., and G.H., members of and representing that said Club, having been declared the winners of the . Cup, and the same having been delivered to us by J.K., the Secretary of the Association, do hereby, on behalf of the said Club, and individually and collectively, engage to return the same to J.K., or the Secretary of the Association for the time being, on or before the 1st February next, in like good order and condition, and in accordance with the Rules of the said Association; and providing the said cup is destroyed by fire, or by any other accident, or lost whilst in our possession, we agreed to refund the Association the amount of its insured value or cost of thorough repair and we agree to insure the Cup in the joint names of the Club and the Hampshire FA and to deposit the insurance policy or satisfactory written proof of insurance with the Secretary of the Association.” A Club failing to return a Cup on or before the agreed date shall be fined £60.00, plus £9.00 per day after that date and until the Cup is returned to the Secretary of the Association. (b) In the event that a Club ceases to exist after winning the Competition, the Cup will be immediately returned to the Secretary of the Association. 7. In addition to the Cup, the Association shall present medals or other suitable awards to the members of the winning teams. It may also present souvenirs to the players of the losing finalists. It shall not be permissible for the members of another team to receive from any source, medals or other awards to mark any achievement in the Competitions. When a player taking part in the final tie of a Competition is ordered to leave the field of play for misconduct, the medal or award to which he may be entitled shall be withheld at the discretion of the Council. 8. ENTRIES & ENTRANCE FEES Applications to enter the Cup Competitions must be received by the 15th June in each year, but the Council may accept late entries received prior to the draw for the first round ties, and in such cases the Council may impose a fine upon the Club making the application. A club is permitted to enter one team in each of the following competitions: Saturday Senior. Sunday Senior, Women’s Challenge and Youth Invitation Midweek Floodlit. Competing Clubs are responsible for fulfilling the First Aid requirements of their competing teams in all Hampshire FA Cup Competitions. The Association may issue instructions to competing clubs in respect of the provision of commercial agreements for cup competitions (including but not limited to broadcasting, perimeter board advertising, interview backdrops, centre circle banners, substitute boards, tickets and match programmes). Competing clubs must comply with these instructions at all times and failure to do so may be deemed as misconduct by the Cup Committee. Clubs from the Channel Islands may apply to enter the Hampshire FA Saturday Senior Cup but this will be limited to one from Jersey FA and one from Guernsey FA. In the event that more than one application is received from either Channel Island, the appropriate County FA will be asked to provide a recommendation on which team should be entered based on performance the previous year. Two teams from one Channel Island may enter only if the other Channel Island does not wish to be represented. In all cases, the Parent County FA must approve the application for entry before it is accepted by the Cup Committee. 9. The following entrance fees shall be forwarded with the application to enter the Competitions: Saturday Senior Challenge Cup £63.00 John Ward Sunday Senior Challenge Cup £44.00 Intermediate Challenge Cup (Saturday and Sunday) £28.00 Junior ‘A’ Challenge Cup (Saturday and Sunday) £18.00 Junior ‘B’ Challenge Cup (Saturday and Sunday) £18.00 Junior ‘C’ Challenge Cup (Sunday) £18.00 Veterans Challenge Cup (Saturday & Sunday) £18.00 Women’s Challenge Cup (Sunday) £21.00 Women’s Intermediate Cup (Sunday) £18.00 Russell-Cotes Benevolent Cup £47.00 Under 12-Under 16 Challenge Cup (Saturday) £15.00 Under 12-Under 18 Challenge Cup (Sunday) £15.00 Under 12-Under 16 Inter League Challenge Cup £19.00 Invitation Midweek Floodlight Cup (Youth) £34.00 Under 14 & Under 16 Girls Challenge Cups £15.00 Faith Cup £11.00 Midweek Adult Floodlight Cup £11.00 U21 Cup £11.00 10. ELIGIBILITY OF CLUBS Service Clubs stationed in Hampshire, shall be allowed to compete in any of the Cups, provided they comply with the eligibility rule and their teams consist of players who are, and have been actually serving in one Ship, Regiment of Corps only, within the County, within ten miles of the Club ground, for two weeks immediately previous to the Cup tie.

    THE FOOTBALL ASSOCIATION STEP 7 REVIEW – FINAL REPORT, JUNE 2012 The Football Association has now completed its review of the Step 7 structure of the National League System and at a meeting of the Leagues Committee held on 12 June 2012 the Report submitted by the Step 7 Review Group was considered and the recommendations contained therein fully endorsed. Set out below are the recommendations: League Structure That, as from the commencement of Season 2012/2013 Step 7 of the National League System is structured as follows: Step 7 – to be awarded to leagues where 100% of their clubs meet the Step 7 minimum ground grading requirements as at 31 March and the league complies with all other requirements for Step 7 status. Step 7A – to be awarded to leagues where 75% or more of their clubs meet the Step 7 minimum ground grading requirements as at 31 March and the league complies with all other requirements for Step 7 status. (It was noted that in Season 2011/12 these leagues had been referred to as provisional) Step 7B – to be awarded to leagues where 60% or more of their clubs meet the ground grading requirements as at 31 March and the league complies with all other requirements for Step 7 status. In all cases, there must be a minimum of 14 clubs in membership of a Step 7. Step 7A or Step 7B division with no more than 25% of Membership comprising of reserve teams of clubs competing at a higher level in the National League System. In future clubs joining a Step 7, Step 7A or Step 7B divisions will be allowed until 31 March in the year following promotion to meet the Step 7 Minimum Grading Requirements or they will be relegated.

THE CITIZENS POST FROM THE BOARDROOM Good Afternoon All, Welcome to the Simplyhealth City Ground for today’s Emirates FA Challenge Cup Third Qualifying Round fixture between Winchester City FC and Cirencester Town FC. We would like to welcome the players, officials and supporters that have made the journey from Cirencester and we hope you enjoy your afternoon with us. In the event of today’s game being a draw, it will go to a replay, which will then take place at Cirencester on Tuesday 9nd October. Tuesday was a difficult day for everyone associated with WCFC. We received the devastating news in the morning that our Life Vice President, Terry Bone, sadly passed away. Terry has been involved in the club in various capacities as well as being a dedicated supporter and he was a friendly face as well as a knowledgeable and supportive friend to us all. The club also sadly lost another one of its loyal followers, Tina Elkins, on Saturday 22nd September. Another who gave so much to the club and will never be forgotten. The club held a minute’s silence for Tina before the FA Trophy game on Tuesday night and we will be doing the same for Terry prior to today’s game. Tuesday night was, understandably so, a difficult night for all at the Simplyhealth City Ground.
