New Directions in Cultural Diplomacy
This is an advance copy of an essay to be published in 2010 by Real Instituto Elcano, Madrid, in a collection entitled “Cultura y Proyección Exterior: Nuevos Valores y Estrategias de Acción”. It is not to be reproduced or circulated without the approval of the author. New Directions Steve Green1 William Gibson’s frequently quoted statement “the future is already here; it’s just not evenly distributed”, applies to cultural diplomacy. The new directions promise to usher in a transformation of cultural diplomacy. They will add new strands of activity, lead to a re-assessment of existing ways of operating and introduce new items to the cultural diplomacy toolkit. This essay surveys the new directions in global cultural diplomacy. A standard difficulty in surveys is the lack of an agreed terminology. Is the field to be referred to as “cultural diplomacy”, “cultural PR”, “public diplomacy”, “nation branding”? Different countries, different organizations, different authors use the terms almost interchangeably. This essay uses “cultural diplomacy” and returns to the terminology issue in its final section. It will be useful to start with a set of opening parameters in mind. Rod Fisher has a seven point list of the principal objectives of a country’s foreign cultural policy. They are: • to promote cultural diplomacy • to develop cultural relations • to support the export of a nation’s cultural products and creative industries • to underpin the development of beneficial new trading arrangements • to attract tourism and perhaps inward investment • to enhance programme aid in developing countries and • To create an informed and primarily favourable picture of a country to the “outside world”.2 1 Steve Green is Team Leader for the EUNIC presidency. -

KSIC adalah institusi yang bergerak dibidang pendidikan bahasa dan budaya. Kehadirannya di Indonesia sebagai respon atas minat publik Indonesia yang gemar akan budaya Korea Selatan, khususnya budaya populer (Hallyu) yang mendorong keingintahuan mereka untuk lebih mengenal Korea Selatan. Dengan menggunakan metode penelitian kualitatif dan eksploratif dalam mengidentifikasi data pelaksanaan diplomasi publik di lapangan dengan menggunakan kerangka konseptual dimensi strategis diplomasi publik, untuk mengidentifikasi keberadaan elemen-elemennya, yaitu: listening, advocacy, cultural diplomacy, exchange diplomacy dan international broadcasting. Validasi penelitian ini dengan metoda triangulasi: studi literatur dan wawancara terhadap narasumber signifikan dan khalayak peserta. Hasil penelitian menunjukkan bahwa KSIC Indonesia telah melaksanakan diplomasi publik dan menerapkan beberapa elemen- elemennya dalam kegiatan di setiap dimensi strategis. Walaupun demikian tidak semua elemen dapat dicakup dalam setiap dimensi pelaksanaannya. Melalui diplomasi publik yang dilaksanakan, KSIC Indonesia dalam waktu singkat telah dapat menarik perhatian masyarakat Indonesia terutama masyarakat Jakarta di mana tempat KSIC Indonesia berada. Hasil identifikasi terhadap hierarki penerimaan publik Indonesia yang merupakan hasil dari diplomasi publik KSIC Indonesia menandai bahwa KSIC Indonesia telah melaksanakan tugasnya sebagai perwakilan resmi Negara Korea Selatan. -

DOI 10.26773/smj.201003 ORIGINAL SCIENTIFIC PAPER Differences in an Organization’s Cultural Functions between High and Low-Performance University Soccer Teams Kang-Won You1 1Jeonju University, Department of Sports Coaching, Jeonju, Korea Abstract The purpose of this study was to analyse the differences in cultural functions between high- and low-performance university soccer teams in South Korea. First, this study focused on the cultural functions of university soccer teams, such as managing change, achieving goals, coordinated teamwork, and cultural strength. Second, each cultural function of university soccer teams was investigated in relation to team performance. Using random cluster sampling, 316 players from four high- and four low-performing university soccer teams registered with the Korean Football Association (KFA) participated in the study. The Organizational Culture Assessment Questionnaire (OCAQ, Sashkin, 2001) was used as an instrument to measure the organization’s cultural functions. The results of the study showed that there were significant differences in cultural functions between high- and low-performance teams. High-performance teams were good at adapting changes in their environment, were effective in achieving goals, had coherent and aligned goals and shared values, and agreed on those values. It can be concluded that cultural functions are strong factors that make a difference in team performance. In order to promote communicative competence in the public schools, in 1992, the Ministry of Education mandated that English teachers use a communicative approach in class. They envisioned communi- cative language teaching (CLT) replacing the traditional audio-lingual method in middle school English teaching and the dominant grammar-translation method of high school teaching. The new approach was supposed to start in the schools in 1995. Six years have passed since the policy was adopted. Sustainable development and intangible cultural heritage: a youthful new cohort in the Republic of Korea Capacity-Building Workshop on ICH Safeguarding Plan for Sustainable Development, Jeonju, July 1 to 5, 2019 Perhaps the next generation of ICH enthusiasts in the Republic of Korea, this group of primary schoolchildren looked around them wide-eyed at the exhibits in the Gijisi Juldarigi museum for the tugging ritual near Dangjin city. Our workshop participants visited this unique museum during the field visit day of the training workshop. Overview Like the hero in the classical novel, 'The Tale of Yu Chungyol', who must undergo a series of tribulations and tests before his meritorious deeds are recognised and rewarded, so it seems is also the fate of ICH when it comes to sustainable development. The great tales of Korea's Joseon dynasty era are set in sweeping landscapes and encompass the range of human frailties and foibles, and our efforts are set in no less extensive a landscape, nor are they less beset by questions and interpretations both difficult and promising. The two subjects - ICH and sustainable development - were brought together firmly when the operational directives of the Unesco 2003 ICH Convention were expanded with the addition of chapter six (adopted by the Convention's General Assembly at its sixth session during May-June 1 2016). In the little over three years since, there has in the field been scant activity to connect ICH with sustainable development - or to place ICH more firmly in the set of core materials that development must employ in order to qualify as being sustainable. -

Turkish youth compare Korean culture and music to their own culture. Domestic relations, gender perception, pressures against women, exist in both Turkish culture and Korean culture. This sense of closeness has also affected the passion for music.
