Our funded build continues across our Phase 3 and 4 contracts in addition to our own commercial investment in the county as part of our Fibre First programme.

We continue to invest in our network to expand it into ‘not-spots’ – more than any other private sector company, but with the increased rurality of build, we are seeing a higher degree of civils work, many of which require lengthy road closures and complex traffic management to complete. This unfortunately does lead to delays with the completion of the project, but we are working through a joint plan with Essex County Council to help keep these delays to a minimum.

We’re continuing to work with industry and government departments to understand how we can support the government's ambition to a fully fibred nation and in turn have recently announced a £12 billion investment to bring Full Fibre to 20 million homes and businesses by the mid-late 2020s, and this is in addition to the work we currently do with Government-funded programmes. Our commercial programmes We continue to invest in full fibre across the county through our Fibre First programme • We’ve announced a £12 billion investment to bring Full Fibre to 20 million homes and businesses by the mid-late 2020s and this is in addition to the work we currently do with Commercial Rural Build Locations Government-funded programmes. This is in addition to our Fibre Cities programme delivering to , Brentwood North Weald and . Great Hullbridge Wakering • This includes 11 exchange areas within the county and Rayleigh Burnham On covers tens of thousands of premises. Crouch • We’ve already successfully built to 3.5m and in July this year Latchingdon announced that we’ll build to a further 3.2m premises in “harder-to-reach” areas to ensure we get a balanced build across rural and urban areas.

• This is in addition to our commercial investments on CFP schemes. Superfast Essex Programme – Phase 3 Status Update Phase 3 & 4a - Maldon, Rochford, , and Tendring. Basildon and Braintree districts.

Our Phase 3 and Phase 4a programmes have faced challenges through their delivery. These involved delivering to harder to reach rural locations, most of which was through full fibre FTTP, which has become increasingly difficult with the impacts of the Covid-19 Pandemic. We have introduced new ways of working to keep our engineers and the public safe in line with the current UK Government guidelines.

We also faced a number of data challenges, where improvements to our datasets and mapping with Ordinance Survey caused a number of data challenges as to which properties were eligible for state aid intervention in the programme. This led to a reduction in the overall number of premises delivered within this programme, but still covers more than 12,500 premises.

We have seen increased requirements for civils work, traffic management and permits to work in the road which naturally brings with it longer lead times to complete.

We have also completed a number of build to MDU’s (flats etc) which have presented their own sets of challenges, particularly during COVID with gaining access and permissions to work internally. We are now ahead of the curve and leading the way with MDU delivery in Essex.

We are working hard to close out these contracts and only have 2,013 address left to deliver, which we’re expecting to complete by March 2021. Superfast Essex Programme – Phase 4 b

Phase 4b

Our Phase 4b programme started earlier this year and involves delivering to our next stage of rural build across Brentwood, Chelmsford, , , Castlepoint, , Maldon, Rochford, Tendring and .

This represents over 3,500 premises in total.

This includes delivery to premises which are DEFRA eligible, many of which are remote businesses, farm units and harder to reach areas.

We have undertaken extensive pre-work to understand and mitigate any potential delays through our build by the use of intrusive surveys, these allow us to plan up front for any items which may not have been found until build work commenced.

The completion date for this work has been extended by 3 months due to the complexity of the build and will push the date out to June 2021.

We are also working with Essex County Council to understand the feasibility of extending this coverage further.
