Swett NUMBER OF PAGES: 300 ii Lay Abstract This investigation contributes to studies of post 1945-Europe and the Cold War by examining the culture, economics and politics surrounding the consumption of a single commodity in East Germany, coffee, from 1945-1989. Coffee was associated with many cultural virtues and traditions which became tied to the GDR‘s official image of Socialism. When the regime‘s ability to supply this good was jeopardized in 1975-77, the government sought out new sources of coffee in the developing, so-called ‗Third World.‘ East Germany entered into long- term trade and development projects with countries like Angola, Ethiopia, Laos and Vietnam, to secure sufficient beans to supply its own population. These trade deals connected East Germany to a much broader, globalizing economy, and led to some lasting effects on the world coffee trade. iii Abstract Placing coffee at the centre of its analysis, my dissertation reveals the intersections between consumption, culture, and the German Democratic Republic (GDR)‘s involvement in the developing world. State planners took steps to promote coffee as a good consumed not only for its value as a stimulant but also for enjoyment. Enjoying a warm cup of coffee represented East Germans‘ participation in socialist society, and in a global coffee culture. Moreover, by adopting and weaving the older ideals and traditions associated with coffee into its messages of a bright socialist future based on modernity, progress and culture, the ruling Socialist Unity Party (SED) used coffee as part of its long-term goals of reforming society along socialist lines. When a major frost destroyed two thirds of Brazil‘s coffee trees in July 1975, causing world prices to quadruple by 1977, GDR planners faced a genuine ‗Coffee Crisis‘ that challenged the state‘s political well-being. The regime replaced the most affordable brand ‗Kosta‟ with ‗Kaffee-Mix,‘ a blend of 51 per cent coffee and 49 per cent surrogate. Vehement public rejection of the replacement necessitated the hasty conclusion of new trade deals to solve the supply problem, deals which brought the GDR into contact with the developing world in ways it had not anticipated. My project considers four case studies – the GDR‘s coffee deals with Angola, Ethiopia, Laos and Vietnam, and I argue that these coffee deals reveal as much about the GDR‘s engagements with the global south as they do about its own self-image as a modern state in a divided, yet globalizing world. The GDR consciously approached these relationships as an industrially developed nation needing to ‗guide‘ these newly independent states toward (a socialist) modernisation. Furthermore, these trade agreements reveal the balance between pragmatism and ideology which characterized the GDR‘s pursuit of coffee; ideology often iv informed state representatives and framed the negotiations, but pragmatic concerns generally found primacy throughout the process. The GDR invested heavily in these developing countries‘ coffee industries, sending technical equipment, along with agricultural and technical experts to help these countries meet East Germans‘ import needs. In Angola and Ethiopia, the GDR provided weapons for coffee, while contracts with Laos and Vietnam led to lengthy development projects to ‗modernize‘ each country‘s coffee industry. This investment in turn helped change the balance of the world coffee trade; the most striking example of this process was the explosion of the Vietnamese coffee industry through the 1980s, which ultimately made Vietnam the world‘s second largest producer of coffee next to Brazil. The need for coffee in the GDR, then, sparked a specific expansion of its involvement in the Global South, a process that complicates scholars‘ positioning of the GDR within international relations. The example of coffee and the trade agreements it spurred suggests the need to move beyond questions about the degree to which the GDR could overcome its diplomatic isolation, or the extent of East German autonomy from the Soviets, toward questions about the nature of East Germany‘s own foreign policy agenda, how it saw itself in the world, and how it contributed to the processes of globalization. v Acknowledgements A dissertation is the product of a sole author, but it would hardly exist at all were it not for the support and encouragement of many people along the way. In my case, the journey involved some unique challenges – a learning difference, and a number of family crises, and I am extremely grateful to the community of family, friends and colleagues on whom I have been able to rely these past years. From the very start, she took seriously her role not only as a supervisor, but as a mentor, and put in clear effort to get to know me as a person, so she could better understand when she needed to push me, and when I needed some space. The assumption that the Communist dictatorship in the German Democratic Republic 11 (GDR) drove many people to suicide has persisted for decades, and it is still evident in academic 12 and public discourse. Yet, high suicide rates in eastern Germany, which can be traced back to the 13 nineteenth century, cannot be a result of a particular political system. Be it monarchy, 14 democracy, fascism, or socialism, the frequency of suicide there did not change significantly. In 15 fact, the share of politically motivated suicides in the GDR amounts to only 1–2 per cent of the 16 total. Political, economic, or socio-cultural factors did not have a significant impact on suicide 17 rates. An analysis of two subsets of GDR society that were more likely to be affected by 18 repression—prisoners and army recruits—further corroborates this: there is no evidence of a 19 higher suicide rate in either case. Complimentary to a quantitative approach “from above,” a qualitative analysis “from below” not only underlines the limited importance of repression, but 20 also points to a regional pattern of behavior linked to cultural influences and to the role of 21 religion—specifically, to Protestantism. Several factors nevertheless fostered the persistence of 22 an overly politicized interpretation of suicide in the GDR: the bereaved in the East, the media in 23 the West, and a few victims of suicide themselves blamed the regime and downplayed important 24 individual and pathological aspects.

Introduction Alexander Schalck-Golodkowski, a Stasi Oberst in besonderen Einsatz , a colonel in special capacity, passed away on June 21, 2015. He was 83 years old. Schalck -- as he was usually called by his subordinates -- spent most of the last quarter-century in an insulated Bavarian mountain retreat, his career being all over three weeks after the fall of the Wall. But his death did not pass unnoticed. All major German evening TV news services marked his death, most with a few minutes of extended commentary. The most popular one, Tagesschau , painted a picture of his life in colors appropriately dark for one of the most influential and enigmatic figures of the Honecker regime. True, Mielke or Honecker usually had the last word, yet Schalck's aura of power appears unparalleled precisely because the strings he pulled remained almost always behind the scenes.     JOCHEN STELKENS MACHTWECHSEL IN OST-BERLIN Der Sturz Walter Ulbrichts 1971 „Nach reiflicher Überlegung habe ich mich entschlossen, das Zentralkomitee auf seiner heutigen Tagung zu bitten, mich von der Funktion des Ersten Sekretärs des Zentralko­ mitees der SED zu entbinden. Die Jahre fordern ihr Recht und gestatten es mir nicht län­ ger, eine solche anstrengende Tätigkeit wie die des Ersten Sekretärs des Zentralkomitees auszuüben. Ich erachte daher die Zeit für gekommen, diese Funktion in jüngere Hände zu geben, und schlage vor, Genossen Erich Honecker zum Ersten Sekretär des Zentral­ komitees zu wählen."1 Eher nüchtern und scheinbar auch gefaßt verabschiedete sich Walter Ulbricht am 3. Mai 1971 auf der 16. ZK-Tagung der SED von der großen Weltpo­ litik, und man hätte auf den ersten Blick vermuten können, daß es sich - hauptsächlich wegen seines fortgeschrittenen Alters - um einen reibungslosen Übergang zu seinem Nachfolger Erich Honecker handelte. Hermann Axen, schon damals und noch bis 1989 Mitglied des Politbüros sowie Sekretär des ZK für internationale Verbindungen, nährte nach dem Fall der Mauer solche Mutmaßungen2: „Die Ablösung war kein Coup, kein Komplott. Es war nicht gemanagt. Hätten wir das nicht getan, wäre Walter Ulbricht frü­ her gestorben; wir haben sein Leben verlängert. Leicht ist ihm die Korrektur, die der VIII. Parteitag vornahm, und die Tatsache, daß er nicht mehr Erster Sekretär der Partei war, natürlich nicht gefallen. Schon auf dem 16. Plenum hatte er die Entscheidung ehrlich akzeptiert und Erich Honecker als seinen Nachfolger umarmt und beglückwünscht. Wir müssen Hochachtung vor Walter empfinden, der die Partei über alles stellte."3 Allerdings war schon ziemlich bald für DDR-Forscher im Westen klar, daß der Machtwechsel von Ulbricht zu seinem politischen Ziehsohn Honecker nicht so rei­ bungslos verlaufen war, wie ihn die SED nach außen darstellen wollte.

In this peculiar setting, differences in tastes, language, and institutions will be largely marginalized, leaving only the market to answer the question: Can Ludwig Erhards postwar Wirtschaftswunder be repeated in a country that has not known capitalism for almost a half-century? According to Irene Girtner (aka Elli Schmidt), her comrades opened lectures to female audiences with the question: 'Is it not a fact that Hitler came to power only because a high proportion of women succumbed to the poison of Nazi propaganda?'l A year later, Schmidt rued, Communists continued to make the 'error' of expounding on the guilt women bore for the fascist seizure of power.2 As late as May 1947, another woman in the party felt the need to point out that, infact, women had voted at a lower rate for Hitler in I928, only catching up to the male vote in I93I-2.3 For her part, Elli Schmidt did not question the accuracy of the charge but its political acumen.
