At present, the laying of the rigid 8" pipe is nearing completion at Q8, after which we will trench the pipe.

Then lay and trench of the umbillical and we expect to finish work completely in about 9 days after which the vessel sails into IJmuiden for demobilisation and mobilisation of the next job which will be off the British coast, North of Great Yarmouth.

Shipowner Atle Jebsen has lashed out with some harsh words for Norwegian investigators and their conclusions. Atle Jebsen has started a row over the Norwegian Maritime Directorate (NMD) report into the Rocknes disaster, which claimed 18 seafarers' lives when it grounded in a Bergen fjord in January.

The Norwegian shipowner has blasted the report, issued last week after a seven-month investigation, as "too narrow" and "speculative". He has also accused investigators of using the master, who died in the accident, as a scapegoat. Jebsen has called on the Norwegian fishing and industry authorities to open a more thorough investigation. He told TradeWinds: "The report is too limited and narrow and the conclusions do not go much further than speculation and opinion. The public deserves to be told what really happened in this accident." According to the NMD report, improper loading was a main reason the 26,000-dwt bulker Rocknes (built 2001) sank so rapidly. It found the cargo's centre of gravity was too high as the cargo-to-ballast ratio was incorrect. "The ship would not have capsized so fast if it had been loaded according to the rules," the report concluded. However, Jebsen says the report is looking to lay blame with the master and structure of the ship but pays little attention to the problems with charts that caused the initial grounding. He says investigators used the report to fulfil a political agenda to "prove that Solas is insufficient" on technical grounds. One retired master who has seen the report is also angered by the spotlight on the master. He said: "So it's the master's fault as usual. And the stability that was designed so critically that ballast was necessary, whose fault is that?" Jebsen defends the Rocknes master. "The last published chart was dated February 2003 but there was nothing on the chart which shows the rock. The pilot and master knew nothing about it. If they had known, they would not have gone to port there is no reason to take that chance," he said. The Rocknes collided with a rock at 12 knots and ripped an 80-metre gash down the hull over three ballast tanks, an event which the ship was not designed to withstand.

The Norwegian Maritime Directorate's Rune Teisrud staunchly defends the work of his office. He says investigators worked within a limited mandate and budget and that he was only authorised to look at technical matters and possible solutions. He adds that the navigational questions will be addressed by an upcoming report from the Bergen Maritime authorities.

Teisrud says that at the time of the accident, he wrote to the appropriate government minister asking for a full investigation but that his plea was rejected.

Teisrud points out that he was limited to a budget of NOK 1m ($141,000) and that NOK 600,000 of that amount was spent on loading simulation alone. He adds that accident investigation is a flag-state matter and the authorities of the Antigua and Barbuda flag (under which the Rocknes was registered) have done nothing. "If this was a Norwegian- flag ship, there would have been a full investigation," he said. Jebsen is promising to make a review of the ship's stability as it undergoes repair. "We want to do something so that if there is more than one tank punctured the ship will stay afloat," he said Seatrade Groningen snaps up Unique Shipping's last reefers Seatrade Groningen is said to have bought two reefers from Hong Kong owner Unique Shipping. The deal will see Unique exit the sector. The 527,000-cbf French Bay and Roman Bay (built 1992) are said to have been sold for about $14.5m each. They will stay in the Seatrade pool.

Pool executive Michael Schaap confirms pool participants bought the ships but does not disclose any names. But brokers say Seatrade Groningen chartered in the reefers with purchase options. The Roman Bay has been renamed Hawk Bay and the French Bay is working as the Buzzard Bay . They were Unique's last reefers. In September it sold the 564,000-cbf Costa Rican Star (built 1998) and 565,000-cbf Caribbean Star (built 1997) to Star Reefers for $39.8m en bloc.

Unique had been earning $0.64 per cbf or around $12,000 per day for each ship. Market observers say Seatrade probably chartered in the two Bay-class reefers at a similar level. Meanwhile, Lagoa Shipping of Greece is said to have bought the 325,000-cbf reefer White Mountain (built 1983) from the Sammy Ofer group. No price has been revealed.

Target Marine of Greece has sold two reefers under its management to Russian interests. Baltic Shipping of St Petersburg confirms Russian investors bought the 389,900-cbf Kirki (built 1979) and Kalypso (built 1980). Company executive Gregoryi Keshishan says Baltic is expecting to get management of the reefers. Brokers say they went for between $2.7m and $2.75m each. Target would not confirm this. In July 2003 Target took over management of the reefers along with three others from Costas

Comninos-controlled Millenium Enterprises of Greece. Target is controlled by Costas's brother, Anthony Comninos. Baltic Shipping says it now manages between 20 and 24 reefers on behalf of Russian interests. Clipper Group in talks with Vinashin over 10-ship deal

Denmark's Clipper Group is pressing ahead with its plan to order up to 10 boxships of 332 teu at Vietnam Shipbuilding (Vinashin) but says recent reports of a letter of intent having been signed are premature. Clipper boss Soren Halsted confirms his company is in talks with Vinashin but says no deal has been agreed. "We have not signed any contracts at this stage but we have recently held discussions related to a potential order for a series of vessels," he said.

Vinashin says it hopes to sign a contract for an undisclosed number of firm orders and options by the end of the third quarter. No price details have been revealed. Should it win the order, the yard plans to build the ships at its Ben Kien and Song Cam facilities.

Halsted says that if the project goes ahead, Clipper will appoint GTR Campbell Marine Consultants to handle newbuilding supervision. The company has been Clipper's advisor and supervisor of the vast majority of its newbuildings over the past 10 years. Halsted believes that Vinashin will have no problem in carrying out the potential contracts even though it is a relative newcomer to international shipbuilding. "With the right supervision, delays or production issues are not really our concern," he said.

Clipper has been a regular customer at Chinese yards over the past decade but decided to look into building ships in Vietnam for two main reasons. "Many Chinese yards have no interest in the smaller segments and seem to concentrate their efforts on larger vessels. Some also seem to be seeking to re- negotiate their contracts or dump their clients an attitude that causes great concern for Clipper Group as a potential customer," Halsted said.

He adds that should the dialogue with Clipper and Vinashin lead to a firm project, the ships will be earmarked for management by Clipper Elite Carriers. The group already operates more than 60 multipurpose and project vessels ranging in size from 5,000 dwt to 17,000 dwt.

Two accidents highlight alcohol concern Two separate incidents have highlighted the problem of alcohol abuse at sea in European waters. The master of the German chemical carrier ENA-2 faces losing his papers for endangering shipping after the vessel capsized while his blood alcohol allegedly measured 2.1 pro mille. The double-hull ENA-2 capsized last Monday after a collision with the 4,545-teu containership Pudong Senator (built 1997).

The local Harburger Anzeigen und Nachrichten reports that the unnamed, 36-year-old master will be charged with endangering shipping and could face up to five years in prison or a fine. The 960-tonne-capacity vessel was righted Saturday by local salvors Harms Bergung and is bound for the local Julius Grube Werft repair yard. Owners Norddeutsche Affinerie (NA), a copper producer, have pledged to institute regular checks for alcohol abuse among officers.

NA acknowledges that nearly the entire cargo of 916 tonnes of sulphuric acid was dumped into the Elbe. NA officials claim none of the 22 people taken to hospitals suffered injury. Fish were killed in the area near the wreck but the acid is said to have dispersed quickly.

In another alcohol-related incident, the French first officer who crashed the 6,200-gt cross-Channel ro- ro/passenger ferry MV Dieppe (built 1981) into a harbour wall at Dieppe was three times above the legal limit for blood-alcohol content, it has been found. The collision caused a two-foot hole in the hull of the ship, which was carrying 150 passengers at the time, but there were no injuries. Tsavliris calls for oil-spill response pacts George Tsavliris has proposed that salvage companies should participate in formal co-operation agreements on oil-pollution response with the European Union (EU). The Greek owner of Tsavliris Salvage wants to see EU member states strike up stand-by agreements with salvage companies to have tugs located in strategic positions.

Tsavliris made his proposal at a two-day workshop organised by the European Maritime Safety Agency (EMSA) on oil-pollution response. He told EU maritime safety agents there that co-operation pacts offer the most cost-efficient way to tackle oil pollution. "Working arrangements can be effective if there is a positive commitment by all parties and official organisations on a regional as well as international level," he said. The workshop was arranged to seek solutions to shortfalls in the oil-pollution response system within Europe exposed by the Prestige tanker accident. He also urged EMSA to share information on oil-response preparedness and make the provision of places of refuge a legal requirement. The reports say the Malta-flagged CSCL Qing Dao sustained damage to its port side shell that extends below the waterline and measures about 6 metres. A total of nine containers were lost overboard, but seven are said to have subsequently been retrieved. Substantial damage to cargo is anticipated. The Panama-flagged Hyundai Harmony is said to have sustained damage to its bulbous bow and the surrounding deck area and has returned to port for repairs. The CSCL Qing Dao is chartered from the Ofer Brothers while HMM has the Hyundai Harmony on charter from Cido Shipping. P&I coverage for the CSCL Qing Dao is provided by the London Club, while that for the Hyundai Harmony comes from the Japan Ship Owners’ P&I Association. There are no reports of any injuries to crewmembers aboard either ship.

Seventeen sailors on the Chinese ship were rescued. Another Chinese sailor is still missing, according to Zhang Zhixin, an official with the Liaoning Maritime Safety Administration.

The collision, which occurred at 38.21 degree north latitude and 121.23 degree east longitude, caused the Chinese ship to sink, with its crew of 19 falling overboard, according to the Maritime Rescue Centre of Liaoning Province. Search-and-rescue work for the missing sailor was under way Thursday with the help of a helicopter from China's north sea rescue squadron and a warship dispatched by the Lushun naval base. The 17 rescued sailors received medical treatment in Lushun and Dalian, a major port in Liaoning, according to the rescue centre there. The South Korean Saehan Galaxy ship, carrying liquefied gas, collided with the Chinese ship Jingan No 6 around 6:30 am, according to the rescue centre. The South Korean's were headed to Dalian. The Chinese ship had a crew of 19 and carried 60 tons of heavy oil, 20 tons of machine oil and four tons of lubricating oil, according to the rescue centre. SHIPYARD NEWS

AKER YARDS BORROWS US$44M AS part of its refinancing programme Norway’s Aker Yards group has concluded a three-year syndicated bank-loan facility of NKr300m (US$44m). It has also issued the first tranche of NKr 200 million in a subordinated bond with a fixed interest of 8.6%. The total frame for this four year bond is NKr600m.

Since March, the port has handled a record one million TEU each month. And in June another record was set with a throughput of 1.14 million TEU. The port authority also reported that Shenzhen handled a total of 63.321 million tons of cargo in the first half of 2004, up 24.32 per cent year-on-year.

During the six-month period, the Yantian port area handled 2.768 million TEU, up 19.73 per cent; Chiwan handled 1.173 million TEU, up 63.7 per cent; and Shekou 1.006 million TEU, up 58.26 per cent. The authority said a growing number of container lines have increased their capacities and have decided to launch new services from Shenzhen. Maersk, Cosco, APL, Zim and member lines of the New World Alliance have launched 10 new services from Shenzhen, boosting the number of international container services from the port to 116.

Shipping analysts estimate that Shenzhen will handle a total of 13 million TEU and 130 million tons of cargo this year GulfMark sells to buy US operator GulfMark Offshore has revealed it will sell $155m of new bonds to buy back an older issue of notes.

The new bonds are due in 2014 and will give GulfMark the cash to buy out holders of its $130m, 8.75% 2008 issue, with the remainder going on debt repayment and general corporate expenses. The 2014 paper will not be guaranteed by subsidiaries and will be sold to institutional buyers. It did not reveal further details. Gulfmark operates a fleet of 52 offshore support vessels in the North Sea, southereast Asia, Brazil, India and West Africa. MSC upgrades Europe fleet and eyes Sydney terminal

MSC is set to upgrade its Australia/Europe services once a 15-ship newbuilding program starts delivering in September, Captain Michele Bordiga, director of the line's Australian and South African box services, said. MSC is also flagging interest in its own terminal on Sydney's planned Port Botany expansion, as well as its proposal for dedicated berths at its Fremantle hub.

The delivery of MSC's new construction, which ranges from 4,300 teu to 6,700 teu, will see a cascade of vessel redeployments out of the trunk east-west routes into the line's other services, Capt Bordiga said.

The Australasia/Europe fleet is likely to be upgraded, he said, with an initial five 3,500 teu ships replacing the same number of 2,500 teu ships currently operating in the 15 ship operation. The string will stay at 15 vessels in order to maintain weekly frequency on the very long rotation around Australia, New Zealand and the Indian Ocean islands. But the scaling-up of ships used would be kept gradual rather than sudden, Capt Bordiga said. The exact timing and number of moves will not be decided until the new ships are in delivery.

The move is based on a continuing strong outlook for Australian and other major trades, he said. One 3,200 teu vessel ready for delivery from Shanghai Shipyard has already been named the MSC Queensland , although Capt Bordiga said this ship has now been assigned to another trade. MSC is ready to upgrade to 4,000 teu or even 5,000 teu ships on its Australian trades as volumes justify it, in order to keep on offering economies of scale to shippers, Capt Bordiga said.

HONG KONG's Dragonair has taken delivery of a Boeing 747-200 with a capacity of 110 tonnes, the fourth freighter purchased since 2000. It joins three B747-300s and a wet-leased Airbus 300B4 that make up the carrier's fleet. "We've now added a freighter to our fleet every year since 2000, in a reflection of the growth of the air cargo market in the mainland," said chief executive officer Stanley Hui. The new plane arrived in Hong Kong from Xiamen, where it underwent an extensive maintenance check. "The addition of the freighter to our fleet will allow us to enhance Hong Kong's position as a cargo hub for the mainland at a time when the market there is still at an early stage of development. We see even greater growth opportunities going forward," Mr Hui said.

Dragonair added it will add five B747-400 freighter aircraft to its fleet between 2006 and 2008. "China's airfreight market is booming as a result of the country's entry to the World Trade Organisation and its development into the manufacturing base for the world. In the first five months of this year we have seen a 22 per cent increase in cargo volumes compared with the same period last year," said Mr Hui.

Meanwhile the airline is to operate a charter service to Sendai in Japan every Sunday between July 25 and August 29. Dragonair launched services to Tokyo on April 2 this year, and flies there seven times a week. Korean Air boosts flights to US during high season KOREAN Air has added 16 more flights each week to six of its 11 North American gateway cities to cope with increased traffic during the busy summer season. During the high season, which runs from June to August, the airline will fly nearly 62 flights each week between North America and Seoul.

The increased services during the week comprise three extra flights to Los Angeles, two extra ones to both New York JFK and Atlanta, and three additional flights to Chicago O Hare, San Francisco and Washington, DC. At the same time, the airline has launched connecting service from its nine US gateways into Shanghai, China, through Incheon. It started operating daily morning flights plus additional afternoon flights on Monday, Wednesday and Saturday between the two cities. The daily flight departs from Incheon at 0840 hrs arriving in Shanghai at 0930 hrs local time while the daily return flight from Shanghai leaves at 1100 hrs and arrives at Incheon at 1340 hrs.

The three weekly afternoon flights leave Incheon at 1400 hrs and arrive in Shanghai at 1550 hrs local time, while the return flights depart from Shanghai at 1700 hrs, arriving at Incheon at 1940 hrs. Korean Air is using a B777-300 for the daily flight and an A330-300 for the weekly flights.

Boeing announces first European orders for 7E7 US$1.2b 10-jet order shows plane is gaining appeal

Boeing Co on Wednesday announced the first European orders for its 7E7 Dreamliner passenger jet. Two small charter airlines agreed to buy a total of 10 planes for a list-price value of US$1.2 billion. The purchase price is usually discounted, and Boeing did not disclose the actual value of the deals. First Choice Airways of London agreed to buy six of the planes and Blue Panorama Airlines of Italy signed up for four. While they are small deals with minor carriers, Boeing said the agreements showed the broadening appeal of its newest jet, production of which is to begin in 2006. The only other orders for the plane are from the Japanese airline ANA, which agreed in April to buy 50, and from Air New Zealand, which said it would take two.

'We really like the customer mix that's starting to develop,' Michael Bair, Boeing's senior vice-president for the 7E7 programme, said on Tuesday. 'That was clearly one of our goals, to have lots of interest from everybody - big carriers, little carriers, long-haul, low-cost, charter - and we're clearly seeing that kind of interest in the airplane.' Boeing has largely staked its commercial future on the 7E7, a 200- to 300-seat jet designed to be more fuel-efficient and cheaper to operate than current planes. European rival Airbus SA, which has edged out Boeing to become the world's top maker of passenger jets, has gone in a different direction. Its new product, the A380, is a 550-seat jet designed to take over globe-hopping routes from the ageing Boeing 747. While the audacious A380 has gotten more attention than Boeing's more modest 7E7, orders for the giant European plane have stalled at 129, said Richard Aboulafia, an aviation consultant with Teal Group Corp.

It could be that Airbus' challenge has awakened Boeing from years of complacency as the world leader in commercial aviation, he said. 'I think they'd forgotten that everyone needs to be a salesperson, and they were relying on grand-slam home runs' in the form of big orders from major carriers, Mr Aboulafia said. 'They lost sight of the little players that can really do a whole lot. These new orders are not home runs, by any means, but they represent the start of some impressive organic demand.' Mr Bair said Boeing has sent proposals to more than 30 airlines involving more than 600 planes, and that 24 of those carriers have accepted the proposals and made security deposits. The next step would be to sign contracts, and Mr Bair said he expects to have roughly 200 planes ordered by year-end.
