Public Service Broadcasting in Transition: A Documentary Reader Abstract This is a book of documents, comments, and cases that has been prepared, at the request of the European Institute for the Media, for the use of government officials and citizens interested in strengthening public service broadcasting in transition societies. In this book we try to provide a small chest of tools and background information that will be of assistance. We start, in Chapter 1, with an overview of some of the general principles of public service broadcasting, and include pertinent comments on each of them. Here, as throughout the book, we concentrate on issues of governance and financing, with some attention as well ot issues surrounding programming.     EUROPEAN PARLIAMENT EU-RUSSIA PCC WORKING GROUP 17-19 March 2008 Moscow REPORT Ria OOMEN-RUIJTEN, Chairperson DIRECTORATE-GENERAL FOR EXTERNAL POLICIES OF THE UNION 1 Preparatory meeting The preparatory meeting took place on Wednesday, 12 March in Strasbourg. Ms OOMEN-RUIJTEN introduced the agenda and the programme of the planned visit. Mr Michael WEBB, representing the European Commission, provided the Members with a briefing on the state of the EU-Russia relations, in particular on the progress towards a new framework agreement, the post-electoral situation, and issues of common concern and understanding. Interventions by Members followed on specific proposals for meetings and topics of discussion during the visit of the working group to Moscow. Development of the mission The final composition of the working group was the following: Ms Ria OOMEN- RUIJTEN, Chair, Mr Reino PAASILINNA, 1st Vice-Chair, Mr Esko SEPPÄNEN, 2nd Vice-Chair, Mr Emmanouil ANGELAKAS, Mr Bastiaan BELDER, Ms Rebecca HARMS, Mr Metin KAZAK, Mr Henrik LAX, Ms Eluned MORGAN, Mr Justas PALECKIS, Mr Rihards PIKS, Ms Gabriele STAUNER, Mr Csaba TABAJDI, Ms Inese VAIDERE, Mr Janusz ONYSZKIEWICZ (rapporteur). The Working Group held meetings with Members of the Russian State Duma and Federation Council, notably with Mr Andrey KLIMOV, recently appointed Deputy Head of the Committee on Foreign Affairs and new PCC Co-Chair, as well as Mr Gennady GORBUNOV, the first Vice-Chair of Foreign Affairs Committee of the Federal Council and Co-Chair of the EU-Russia PCC. The delegation spent the first day visiting the border facilities of both Finland and the Russian Federation, whereas the next 2 days included meetings with the Russian State authorities, EC Delegation representatives, and NGOs in Moscow. The Parliament's delegation was led by Mr Camiel EURLINGS (EPP-ED, NL), the Chairperson of the EU-Russia PCC, and consisted altogether of 10 Members of the European Parliament. Sunday, 17 April 2005 The Working Group started with a briefing and working dinner hosted by the Chairperson at the restaurant ROYAL of the Hotel Crowne Plaza in Helsinki. The dinner was opened by Mr Reino PAASILINNA, 1st Vice-Chair of the delegation (PES, FI), who passed after a short introduction the floor to Mrs Ritva VILJANEN, the Secretary of State of the Finnish Ministry of the Interior. The Minister shared with the MEPs the Finnish experience of border management, including a short overview of the management of the Finnish-Russian border and the ongoing Finnish border reform. Mrs VILJANEN pointed out that the Finnish Border Agency, which employs 3,000 people, is one of the biggest public organisations in Finland. She talked also of immigration, which in her words is not a major problem in Finland.

Arnaud Amouroux The OSCE Media Freedom Representative Turns Ten: Current and Future Challenges to Press Freedom in the 1 OSCE Region Together with its corollary, freedom of the media, freedom of expression is one of the most basic human rights. In order to ensure a high level of compli- ance with the norms and standards accepted by the OSCE participating States, the Office of the OSCE Representative on Freedom of the Media (RFOM) was established in November 1997 by Permanent Council Decision No. 193. The RFOM, the youngest of the three independent OSCE institutions,2 is tasked with both monitoring the relevant media developments in the OSCE area and assisting OSCE participating States in implementing their media freedom commitments. It has often been referred to as the “the only intergov- ernmental media freedom watchdog in the world”. In January 1998, Freimut Duve of Germany took office as the first RFOM; he was succeeded in this capacity by Miklós Haraszti of Hungary in March 2004. Under the auspices of the 2008 Finnish OSCE Chairmanship, the Office of the RFOM organized a special event to mark the 10th anniversary of his mandate. This took place on 29 February 2008 in Vienna and was dedicated to “Present and future challenges to media freedom and free expression in the OSCE region”.3 A Unique Insight into Media Freedom in the OSCE Area The anniversary event featured an impressive array of speakers, who outlined the challenges that journalists face every day. At the sitting of 15 March 2001 the President of Parliament announced that she had referred this report to the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy as the committee responsible (C5-0111/2001). The Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy appointed Gary Titley rapporteur at its meeting of 20 March 2001. The committee considered the Annual Report and the draft report at its meetings of 19 June and 11 September 2001. At the latter meeting it adopted the motion for a resolution by 42 votes to 0, with 3 abstentions.
