KONSEP JEJARING DESTINASI PARIWISATA METROPOLITAN KEPULAUAN DI BATAM, BINTAN, DAN KARIMUN Nurul Nadjmi, Wiendu Nuryanti, Budi Prayitno, Nindyo Soewarno Jurusan Arsitektur, Fakultas Teknik Universitas Gadjah Mada Jl. Grafika No. 2 Kampus UGM , Yogyakarta 55281 e-mail: [email protected] Kondisi makro perairan Indonesia yang merupakan Negara kepulauan (Archipelagic State) yang terbesar di dunia. Dengan jumlah pulau yang mencapai 17.508 buah, serta garis pantai terpanjang kedua yaitu sepanjang 81.000 km. Berdasarkan paradigma perancangan, tata ruang berbasis kepulauan "archipelascape", maka model arsitektur penataan ruang publik tepian air diarahkan pada pemograman spasial dan kegiatan yang mendukung sistem jejaring lintas pulau (trans-island network) serta dalam keterkaitan hulu hilir perkotaan setempat (urban ecoscape linkages). Sehingga apapun kegiatan yang melingkupi serta yang akan dikembangkan dalam ruang publik tepian air perkotaan harus ditempatkan pada posisi dan sistem tersebut secara tepat. Kawasan ini memiliki potensi wisata terutama wisata metropolitan kepulauan. Gugusan kepulauan dalam hal ini Pulau Batam, Pulau Bintan dan Pulau Karimun (BBK) memiliki karakteristik yang berbeda-beda untuk dijadikan kawasan destinasi pariwisata, diantaranya wisata alam atau bahari, wisata religi, wisata belanja, wisata agro, wisata MICE, wisata kuliner, wisata olahraga,dan wisata sejarah. Penelitian ini difokuskan pada konsep jejaring yang tepat dalam pengembangan destinasi pariwisata metropolitan kepulauan dalam hal ini Batam, Bintan dan Karimun. Sebagai lokasi amatan adalah Kawasan BBK sebagai kawasan destinasi pariwisata metropolitan kepulauan. Penelitian ini bertujuan untuk mengetahui bagaimana konsep jejaring yang tepat dalam pengembangan destinasi pariwisata metropolitan kepulauan dalam hal ini Batam, Bintan dan Karimun sehingga bisa menjadi pariwisata metropolitan kepulauan yang dapat di jadikan percontohan dalam pengembangan daerah kepulauan di Indonesia. -

By shutting its nostrils and eyes, the Sunda Pangolin is able to protect its vulnerable parts from the powerful bites of this ant speces. Biological Parameters 2.1 Distribution Manis crassicaudata occurs in the Indian sub-continent from eastern Pakistan, through much of India (south of the Himalayas), Bangladesh, and Sri Lanka, and, possibly, Myanmar and extreme western China (IUCN 1996, WCMC et al. 1999). Additional details on the distribution of this species are provided in Appendix A. Manis javanica occurs in tropical Southeast Asia. Although the northern and western limits of its range are very poorly defined, it has been recorded in much of Indonesia, Malaysia, the Philippines (Palawan Province), the southern half of Indo-China, much of Thailand and southern Myanmar (Nowak 1991, WCMC et al. 1999). No subspecies are recognised. Assessment Rationale The charismatic and poorly known Temminck’s Ground Pangolin, while widely distributed across the savannah regions of the assessment region, are severely threatened by electrified fences (an estimated 377–1,028 individuals electrocuted / year), local and international bushmeat and traditional medicine trades (since 2010, the number of Darren Pietersen confiscations at ports / year has increased exponentially), road collisions (an estimated 280 killed / year) and incidental mortalities in gin traps. SC65 Doc. 27.1 Annex 4 (English only / Únicamente en inglés / Seulement en anglais) Analysis of seizure data for Manis spp. submitted by Member States of the European Union to the European Commission January 2012 - December 2013 Prepared by TRAFFIC for the European Commission (April 2014) Overview This analysis of seizures involving pangolin Manis spp. (App. II/Annex B) is based on reports of significant seizures1 submitted by Member States of the European Union (EU) to the European Commission (EC) for the period January 2012 to December 2013, inclusive. Five EU Member States submitted data to the EC on significant seizures involving pangolin for the period January 2012 to December 2013: Belgium (4 records), France (9 records), Germany (30 records), the Netherlands (2 records) and the UK (2 records). The 47 seizure records reported for this two-year period involved a total of 1682 kg of pangolin parts and products, with medicinal items2 (pangolin scales/products derived from pangolin) accounting for over 99% of the total mass of parts/products in reported seizures (and 40 of the 47 reported seizure records). The remaining seizure records involved bushmeat – a total of 14.5 kg and 8 “specimens” (meat [MEA] or whole dead animals [BOD]) reported as seized, primarily from the luggage of passengers arriving in France and Belgium from Cameroon and the Central African Republic. With the exception of two seizure records reported by France, EU Member State reports of significant seizures involving pangolin (for 2012-2013) generally did not provide information on the species of pangolin concerned (reporting taxa as “Manis spp.”). -

Email: [email protected] ABSTRACT The development of Batam as a special economic zone (SEZ) has been initiated for more than four decades ago. Despite its success, there has been limited study to analyze the impact of the SEZ to its peripheral. The Spatial Plan of Batam Bintan Karimun (BBK) is the only policy that regulating how the SEZ could benefit the peripheral area, the Bintan and Karimun regencies, and Tanjung Pinang city. The spatial plan (Rencana Tata Ruang) of BBK serves as the operationalization of the National Spatial Plan (Rencana Tata Ruang Wilayah Nasional/RTRWN) and as a coordination tool for development in the BBK area. In this regulation, the City Government can utilize the existing land in the BP Batam working area, although it must obey the existing scheme and get the permission of BP Batam as the manager of the Batam Area KPBPB. This study examines the current economic role of Batam in the BBK area. By using descriptive statistics and analysis of regulatory content, this study emphasizes the continuing importance of the role of Batam economically. This can be seen by utilizing international IT connections and encouraging investment attractions through diversification of new industrial subsectors, for example shipping, creative industries, ICT and FinTech. -

Piracy and Political Economy in Malaya, 1824- 1874
ABSTRACT A COVERT WAR AT SEA: PIRACY AND POLITICAL ECONOMY IN MALAYA, 1824- 1874 Scott C. Abel, PhD Department of History Northern Illinois University, 2016 Eric A. Jones, Director Piracy around the Malay Peninsula during the 19th century was extraordinarily prevalent and resulted in the death and loss of liberty for an untold number of people. This dissertation examines the connections between the piracy of this era and the political economies of the Straits Settlements and the Malay states in the region. Malays pirates often had the support of local rulers who required the goods and slaves brought back by pirates to reinforce their own political and socio-economic positions. The piratical system supported by the rulers was a component of the overall Malay economic system known as kerajaan economics, which helped maintain the status quo for Malay states. This system came under threat once Great Britain and the Netherlands worked to suppress piracy in the region and helped persuade the Malay elite to phase out state-sanctioned piracy. Some people living in Malaya took advantage of the characteristics of British and Malay political economies to engage in acts of piracy regardless of the policies of the British and Malay governments. This study of piracy enables us to understand better the experiences of people of various backgrounds living in 19th-century Malaya, along with how piracy influenced their worldviews. (PLEASE TYPE) Small-scale mariculture has been formally recognised as one of the main strategic economic developments for small- island communities. However, mariculture, especially for carnivorous fish species, is threatened by sustainability issues, that not only affect the livelihood of marginalised small-island communities, but also ecosystems in marine protected area (MPA). These issues include the lack of adequate regulation, unclear site selection criteria and unknown carrying capacity of MPA mariculture zones. This study evaluated the complex regulations that govern development of mariculture in Indonesia and assessed the sustainability of small-scale mariculture in multi-use MPAs using a sustainable livelihood analysis framework. Furthermore, it developed an integrated site selection and carrying capacity framework for better decision-making for MPA mariculture zones using environmental data and modelling. The designation of mariculture zones, local government and community approval-based permits, and third-party environmental impact assessment could substantially improve the sustainability of small-scale mariculture in MPAs.
