Kokaridas, & Charilaos Kouthouris. 5 Presentación A partir del desarrollo del deporte adaptado en la segunda mitad del siglo XX, a nivel internacional son múltiples las entidades y organizaciones gu- bernamentales, instituciones deportivas y fundaciones responsables de la atención de personas con discapacidad, interesadas en trabajar en pro de la integración social de este colectivo, a través de diferentes programas que tienen como base la participación en actividades deportivas, que pueden tener desde un carácter recreativo y lúdico hasta programas encaminados al alto rendimiento deportivo. La consolidación a nivel mundial de organismos como el Comité Para- límpico Internacional, y de otra parte el desarrollo en cada país de una estructura organizativa que da vida al deporte paralímpico, constituida por: clubes, ligas y federaciones deportivas, como entes responsables de la di- vulgación y promoción, han posibilitado el posicionamiento del deporte paralímpico en el contexto global, en las últimas décadas. Sin embargo, en cada región, y país el desarrollo del deporte adaptado y del deporte paralímpico muestran unas condiciones particulares que obedecen a factores relacionados con el nivel de desarrollo económico, sistema so- cio-político, y en general a características culturas propias de cada país. En este sentido, dichos factores determinaran el lugar que cada Nación y so- ciedad otorga a estas prácticas y por ende a las personas con discapacidad. En el contexto Latinoamericano, el deporte paralímpico, y su desarrollo, ha sido fuertemente influenciado por los modelos empleados en Europa y en los Países Anglosajones, pero siempre condicionado por las característi- cas, políticas económicas y culturales de cada país. Actualmente es posible 6 7 identificar en la región, algunos países con una amplia trayectoria en el campo del deporte paralímpico, que muestran políticas gubernamentales fuertes en materia de discapacidad e inclusión, mientras que en otros países dichos procesos son incipientes, evidenciando que tanto la discapacidad como fenómeno social y su visibilización no aparecen como tema priorita- rio en la política pública. Por ello se hace necesario fortalecer en Centro y Sur América, políticas gubernamentales que garanticen una mayor participación de las personas con discapacidad en actividades deportivas asociadas a los procesos de integración social. Diagnostic Canoeing, young sport in Algeria, has started in 2007. It is then attached to the rowing federation to form the Algerian Federation of Rowing and Canoeing Kayak (FASACK). There are currently about fifteen clubs in the country, the most important are those of Algiers, Oran and Annaba. For now, in addition to rowing, only the CSP is practiced, on sea and on artificial lakes Seventy athletes took part at the last national championships, at the continental level Algeria ranks 2nd. The national coach of the federation, Nadjib Mazar (French-Algerian) is a former international slalom athlete. On average, there are five boats for twenty athletes in each club. Former athletes have started building themselves boats. The federation wants to develop slalom on calm water. This discipline is part of the program of African Youth Games (YAG). Algeria will be the next organizing nation in July 2018. The level of practice and development of canoeing in the other two invited delegations (Mozambique and Sao Tome) is close to Algeria’s one. 2.   • Ambassador John P. Desrocher
    Ambassador John P. Desrocher John Desrocher is the U.S. Ambassador to the People’s Democratic Republic of Algeria. From September 2014 until August 2017 he served as the Deputy Assistant Secretary of State for Egypt and Maghreb Affairs. Prior to that, he served as Deputy Chief of Mission at the U.S. Embassy in Baghdad. He also served in Baghdad from 2009-2010 as Minister Counselor for Economic Coordination, responsible for U.S.-Iraq economic policy issues. In the interim he served in the Department of State as the Director of the Office of Iraq Affairs and briefly as Acting Deputy Assistant Secretary of State for Maghreb Affairs. Between 2006 and 2009 he served as the U.S. Consul General in Auckland. Ambassador Desrocher has extensive experience in international trade and in the Arab world. Immediately prior to his assignment to Auckland he served as Counselor for Economic and Political Affairs at the U.S. Embassy in Cairo. He participated in Palestinian-Israeli economic negotiations while serving at the U.S. Consulate General in Jerusalem in the late 1990s and served as State Department desk officer for Iraq in the mid-1990s. While detailed to the Office of the U.S. Trade Representative, he led portions of free trade negotiations with Chile and Singapore. He also served in the U.S. Embassies in Monrovia and Bonn as well as in the State Department Operations Center and Office of European Union Affairs. Ambassador Desrocher, a graduate of the Edmund A. Walsh School of Foreign Service at Georgetown University, is a multiple recipient of the State Department’s Superior and Meritorious Honor Awards.
