JOPLIN REGIONAL AIRPORT February 2021 Essential Air Service Bid Comparison FEBRUARY 2021 JOPLIN 2020 EAS BID CONTEXT ▪ American Airlines had provided air service at Joplin since 2011; - Service was supported by the EAS program until March of 2019, when American saw no further need for subsidy - American traffic grew 76% from 2011 (54,146 passengers) to 2019 (95,148 passengers) - American placed dual class 76-seat RJs in the market beginning in 2017 - American and Joplin executed a separate MRG agreement to facilitate Chicago ORD service as of June of 2019. ▪ The Covid-19 pandemic caused the suspension of ORD service in March of 2020. American filed notice of intent to terminate all Joplin service on 8/28/2020, which triggered Joplin’s reentry into the EAS program. ▪ On 9/24/2020 the DOT issued Order 2020-9-23, holding American to provide basic EAS service at Joplin until a EAS bid proceeding results in the selection of and placement of an EAS designated carrier at Joplin. The Hold-in Order has now been extended to March 1, 2021 1, 2021. ▪ Order 2020-9-23 also called for carrier proposals to provide EAS service at Joplin, with or without subsidy, with proposals due on 10/26/2020. ▪ EAS proposals were received from three airlines, American, Boutique and SkyWest (United) and the DOT requested community comments on the three proposals by November 30, 2020. ▪ Joplin submitted the recommendation of SkyWest bid to DOT on November 23, 2020. 22 COMPARISON OF EAS PROPOSAL METRICS • American Airlines has submitted a proposal to provide Joplin air service, with subsidy • American Airlines proposed service to DFW hub, with annual subsidy of $1,528,913 for 12 round trips per week with 50-seat ERJ aircraft. -

The City’s plan for 2000, as documented in the accompanying report, provides information regarding the availability of passenger terminal facilities, the use of passenger facility charge (PFC) revenues to fund terminal facilities, airline leasing arrangements, patterns of airline service, and average airfares for passengers originating their journeys at the Airport. The plan also sets forth the City’s current and planned initiatives to encourage competitive airline service at the Airport, construct terminal facilities needed to accommodate additional airline service, and ensure that access is provided to airlines wishing to serve the Airport on fair, reasonable, and nondiscriminatory terms. These initiatives are summarized in the following paragraphs. Encourage New Airline Service Airlines that have recently started scheduled domestic service at Philadelphia International Airport include AirTran Airways, America West Airlines, American Trans Air, Midway Airlines, Midwest Express Airlines, and National Airlines. Airlines that have recently started scheduled international service at the Airport include Air France and Lufthansa. The City intends to continue its programs to encourage airlines to begin or increase service at the Airport. -

CONTINUATION OF CERTAIN AIR SERVICE PURSUANT TO PUBLIC LAW NO. 116-136 §§ 4005 AND 4114(b) Docket DOT-OST-2020-0037 NOTICE OF ADJUSTMENTS TO SERVICE OBLIGATIONS Summary By this notice, the U.S. Department of Transportation (the Department) announces an opportunity for incremental adjustments to service obligations under Order 2020-4-2, issued April 7, 2020, in light of ongoing challenges faced by U.S. airlines due to the Coronavirus (COVID-19) public health emergency. With this notice as the initial step, the Department will use a systematic process to allow covered carriers1 to reduce the number of points they must serve as a proportion of their total service obligation, subject to certain restrictions explained below.2 Covered carriers must submit prioritized lists of points to which they wish to suspend service no later than 5:00 PM (EDT), May 18, 2020. DOT will adjudicate these requests simultaneously and publish its tentative decisions for public comment before finalizing the point exemptions. As explained further below, every community that was served by a covered carrier prior to March 1, 2020, will continue to receive service from at least one covered carrier. The exemption process in Order 2020-4-2 will continue to be available to air carriers to address other facts and circumstances. Background On March 27, 2020, the President signed the Coronavirus Aid, Recovery, and Economic Security Act (the CARES Act) into law. Sections 4005 and 4114(b) of the CARES Act authorize the Secretary to require, “to the extent reasonable and practicable,” an air carrier receiving financial assistance under the Act to maintain scheduled air transportation service as the Secretary deems necessary to ensure services to any point served by that air carrier before March 1, 2020. -

As you know, by Order 2004-1- 10, January 13, 2004, the Department solicited proposals from all interested air carriers to provide service at Alamosa, Cortez, and Pueblo. In response to that order, we received 27 proposal options from Great Lakes Aviation, Ltd., and Mesa Air Group, Inc. d/b/a Air Midwest. While we would normally write up a brief summary of all of the proposals, that is not practical in this case given the number of options. Moreover, each carrier applicant was directed to serve its proposal(s) on you; in addition, copies of the proposals may be accessed online through the Department's Dockets Management System at: http://dms.dot.gov/ by doing a simple search on Docket Number 2960. My purpose in writing to you at this time is to request any final comments you might have on the carriers' service and subsidy proposals before we submit a recommendation on the carrier selection issue to the Assistant Secretary for Aviation and International Affairs. National Transportation Safety Board Aviation Accident Final Report Location: West Gardiner, ME Accident Number: MIA08MA051 Date & Time: 02/01/2008, 1748 EST Registration: N102PT Aircraft: CESSNA 525 Aircraft Damage: Destroyed Defining Event: Loss of control in flight Injuries: 2 Fatal Flight Conducted Under: Part 91: General Aviation - Personal Analysis The instrument-rated private pilot departed on an instrument flight rules (IFR) cross-country flight plan in near-zero visibility with mist, light freezing rain, and moderate mixed and clear icing. After departure, and as the airplane entered a climbing right turn to a track of about 260 degrees, the pilot reported to air traffic control that she was at 1,000 feet, climbing to 10,000 feet. The flight remained on a track of about 260 degrees and continued to accelerate and climb for 38 seconds. The pilot then declared an emergency, stating that she had an attitude indicator failure. At that moment, radar data depicted the airplane at 3,500 feet and 267 knots. Thirteen seconds later, the pilot radioed she wasn't sure which way she was turning. The transmission ended abruptly. Radar data indicated that at the time the transmission ended the airplane was in a steep, rapidly descending left turn. The fragmented airplane wreckage, due to impact and subsequent explosive forces, was located in a wooded area about 6 miles south-southwest of the departure airport. Examination of the accident site revealed a near vertical high-speed impact consistent with an in-flight loss of control. The on-site examination of the airframe remnants did not show evidence of preimpact malfunction.
