The City’s plan for 2000, as documented in the accompanying report, provides information regarding the availability of passenger terminal facilities, the use of passenger facility charge (PFC) revenues to fund terminal facilities, airline leasing arrangements, patterns of airline service, and average airfares for passengers originating their journeys at the Airport. The plan also sets forth the City’s current and planned initiatives to encourage competitive airline service at the Airport, construct terminal facilities needed to accommodate additional airline service, and ensure that access is provided to airlines wishing to serve the Airport on fair, reasonable, and nondiscriminatory terms. These initiatives are summarized in the following paragraphs. Encourage New Airline Service Airlines that have recently started scheduled domestic service at Philadelphia International Airport include AirTran Airways, America West Airlines, American Trans Air, Midway Airlines, Midwest Express Airlines, and National Airlines. Airlines that have recently started scheduled international service at the Airport include Air France and Lufthansa.     FAA Runway Safety Report Runway Incursion Trends and Initiatives at Towered Airports in the United States, FY 2000 – FY 2003 August 2004 Preface THE 2004 RUNWAY SAFETY REPORT1 presents an assessment of runway safety in the United States for fiscal years FY 2000 through FY 2003. The report also highlights runway safety initiatives intended to reduce the severity, number, and rate of runway incursions. Both current progress and historical data regarding the reduction of runway incursions can be found on the Federal Aviation Administration’s (FAA) web site (http://www.faa.gov). Effective February 8, 2004, the FAA implemented an organizational change that created an Air Traffic Organization (ATO) in addition to its Regulatory functions. Safety Services, within the ATO, has assumed the responsibilities of the former Office of Runway Safety. ASSISTANT DIRECTOR = No. 9 September, 1969 3so95 AVIATION EDUCATION WORKSHOP Twenty-nine public school teachers were awarded certificates upon completion of the seventeenth annual Aviation Education Workshop. The Workshop was held at the University of South Carolina, School of Education, and was sponsored by the S.c. Aeronautics Commission. 2 Scholarships for the course were awarded by the sponsor. The course, which was directed by John F. Barry, Assistant Director of the Aeronautics Commission is designed to give the teachers an orientation in all phases of Aviation and carries three semester hours credit at the University. Three field trips were conducted during the three week Workshop . The first was a visit to Wings & Wheels Museum at Santee, where the teachers got a first-hand picture of the history of aviation. Aircraft for the flight to Santee were provided by VIP Aviation, Miller Aviation, Midland Aviation, Earle Kirkwood, John Owen, the S.C. Wildlife Department, S.C. Law Enforcement Division, and the S.C. Aeronautics Commission. A visit to the Beaufort Marine Corps Air Station in Marine C 47's afforded the teachers their first opportunity to fly in a military aircraft. The final field trip was a tour of the Aerospace facilities at Cape Kennedy. Transportation for this trip was furnished by the u.s. Air Force, Washington, D.C. The trip was made more memorable because he and fellow Piedmont Captain Ricky Snyder — who was also retiring — were operating the company’s last revenue ight of the de Havilland Canada “Dash 8.” At exactly 6:33 p.m., Flight 4927 departed Charlotte Douglas International Airport (CLT) bound for Salisbury, Maryland (SBY), the headquarters of Piedmont, one of American’s wholly owned subsidiaries. The nal ight marked the end of an era in American Airlines history. It’s hard to overestimate the inuence the Dash 8 had on the U.S. aviation industry over the last three decades. Gary Blevins, Piedmont’s director of Operational Control, summed up the importance of the reliable aircraft, explaining that the Dash had one job to do and it performed it well: Provide frequent, quality air service to small communities that otherwise would have little or none. In its heyday, prior to Sept. 11, Piedmont and Allegheny operated a combined eet of 109 Dash 8 airplanes. The aircraft performed well in all weather conditions, sipped fuel through every oil crisis and helped American remain protable during a dicult time in the airline industry. It had an incredible safety record and was appreciated systemwide. Air trac controllers loved the Dash because it could take o and land on short runways in congested cities.
