IEDs IEDs Unexploded Ordnance (UXO): Unexploded Ordnance (UXO): Project Challenges:

Explosive Threats - Iraq faces the full spectrum of explosive threats including IEDs, UXO, ADW all of which are in Ramadi. Separate RFP for threat impact survey

Security - history of ISIS and other armed groups (AQ, Shia and Sunni militia groups),

Infrastructure – lack of water, electrical supply, medical facilities, all non-existent

Project Challenges:

Routes – Limited number of routes into/out of Ramadi to possible secure accommodation locations

Secure locations – Use of Al Taqaddum Airbase- Coalition and Iraq compounds

Less-Secure Locations – Use of Al-Anbar University, current location of Tac HQ 18 Bde;ISF and other locations in Habbaniyah

Project Challenges:

Liabilities – Damage to personal property liable for recompense? Example of Gaza

Operational Limitations – Currently ONLY ISF allowed to carry out explosive EOD action on suspect IEDs: UNMAS training of and use of ISF LO’s. Semi-remote EOD actions by contractor currently acceptable

Political Environment – Role of National Operations Centre (NOC), Prime Ministers’ Office (PMO), Directorate of Mine Action (DMA) and Governor of Anbar

Project Challenges:

Licencing and Accreditation – DMA have been traditionally slow in awarding operational accreditation

Operational Accreditation – Verbal agreement by NOC and PMO that winning bidder will have fast-tracked Licencing, Visas and Operational Accreditation
