Th government of Osan City joined the field classes held on the 16th at Mulhyanggi Arboretum, Doksanseong Fortress, and Osancheon Stream with parents, teachers, principals and Hwaseong-Osan Office of Education, dividing 150 participants into three groups, and a discussion was held at the Innovation Support Center.
They agreed that experimental learning through field trips in Osan-si is the best of its kind in the country, and discussed ways to make Osan-si a happy educational city.

With the ‘Citizen Engagement School’, parents actively participate in the program as volunteers, and the Support Center for Innovative Education is playing a pivotal role.
The ‘Citizen Engagement School’ provides students with experimental learning opportunities to directly apply what they have learnt through textbooks using local culture, history, environment, and administration during outdoor classes. 10 schools are currently in operation at Osan City Hall, City Council, Mulhyanggi Arboretum, Osancheon Stream, the Traditional Market, the Sewage Treatment Plant, the Dolmen School, and the Doksanseong Fortress.
More than 13,000 students have participated since last year. The field classes are fully booked, and there is a long waiting list as of the end of last month.
The Mayor of Osan City, Sang Wook Kwak, said, “We are making a range of efforts to establish Osan-si as the best city for education in the country and a joyous location for learning and teaching. This year is the time when achievements in innovation education are needed, and I have great expectations for teachers.”

The young and attractive city, Osan, is leading changes in Korean public education and building a successful position as an innovative educational zone with joyful learning and teaching. Osan-si is the transport hub of southern Gyeonggi, where National Highway No. 1 and Gyeongbu Expressway pass by to the north and south. It forms a border between Hwaseong in the north and Pyeongtaek in the south and has a population of 200,000 with an average citizen age of 33.2 years. It is the youngest city in Gyeonggi-do and the third youngest city in Korea. It is emerging as an innovative educational zone city of education and a pilot city for childbirth and childcare programs.
- 5 - Osancheon, the lifeline of Osan and‘the heart of the city’, is very important for the development of Osan. This beautiful ecological stream that penetrates the city center is a resting place for citizens with a length of 14.67km and a basin area of 57.30㎢. In order to make Osancheon an eco-friendly ecological stream, the city has restored the upstream Yongin Giheung Reservoir water quality as well as Gwoldongcheon & Gajangcheon, which are urban streams flowing into Osancheon. In addition, the city is developing a waterfront space where people and nature coexist by creating eco-friendly streams that harmonize with the urban environment through improvement of the water quality of streamlets such as Daehocheon and construction of a lotus complex and ecological wetland. The public, the government, and corporations have formed the ‘Regional Council for the Osancheon Restoration” and consistently carried forward the preservation and restoration of freshwater ecosystems and water purification projects. With such efforts, they are being restored as beautiful ecological streams inhabited by the snakehead mullet and various migratory birds, including mallards.
The Doksanseong Fortress-Semadae Site with General Gwon Yul’s Wisdom and Loyalty The Doksanseong Fortress, designated as Historic Site #140, has a designated area of 33997㎡ with a circumference of 3,600m. There are about 400m of masonry and four gates. The date of construction is not known exactly, but it was originally built by Baekje and was a strategic point through out the Unified Silla and Koryo period up until the Imjin War. It is well-known for being the place where General Kwon Yul, who was a governor of Jeolla-do and an emissary, recruited 20,000 royal soldiers and encamped in this castle on his way to the north to defeat the Japanese invaders in 1593 (26th year of King Sunjo). The legend of General Kwon Yul's Semadae (洗馬臺) has thus been passed down. When General Kwon Yul was stationed there, Japanese invaders led by Gato thought that there would be no water on this naked mountain and mocked the General by sending a barrel of water on an A-frame carrier. However, Gwon Yul pretended to bathe a horse by taking a white horse up the mountain and pouring white rice over it to make it appear as if there was plenty of water. The Japanese invaders, who saw this, duly misjudged that there was plenty of water to wash their horses at the top of the mountain and consequently retreated. Also, King Jeongjo in the Joseon Dynasty visited the Doksanseong Fortress in 1790, asked older local adults about what happened when Prince Sado visited the place, and invited them to the palace and gave them rice and valuables, showing his filial piety towards his father. Osan-si holds the Doksanseong Cultural Festival every year in honor of KwonYul’s loyalty & wisdom and King Jeongjo’s filial piety. The city offers a place for historical study through experiential learning.

A meeting of people, water, and trees in the largest botanical garden in the country, Mulhyanggi Arboretum Mulhyanggi Arboretum, the largest botanical garden in Korea, built on an area of 330,578.51 ㎡in in Sucheong-dong, Osan-I, opened in May 2006. Mulhyanggi Arboretum has a theme of 'A Meeting of Water, Trees, and Human Beings'. There are themed parks such as wetland ecological gardens, aquatic botanical gardens, and water-wise gardens related to water-loving plants. In addition, it is composed of 1,700 species of plants and 20 themed gardens, including Korean pine tree gardens, maple tree gardens, topiary gardens, gardens of vines and climbers, gardens of fruit-bearing trees, and gardens of plants and trees native to the central region. The arboretum, unlike other parks or amusement parks, is a facility for collecting, multiplying, preserving, managing, and displaying various plant resources, and for academic and industrial research on such resources. Osan-si is using the arboretum as an experiential learning place for children to receive nature and ecology-related education through the ‘Citizen Engagement School’, a specialized regional project which is an innovative education tool.
- 7 - An innovative educational zone with joyful learning and teaching. Osan-si was a city from which, a few years ago, parents often chose to move to other areas due to lack of educational infrastructure, in the name of “Maeng Mo Sam Cheon Ji Kyo”, meaning the three moves of Mencius’s mother for her son’s education. As a result, unfortunately, the sense of local settlement fell and talented locals left their home towns. In order to address this, Osan-si aimed to transform the city into the best city for education in the country by making change to public education the core project of the city, and local communities have joined forces accordingly to bring about such change. As a result of this effort, Osan-si was designated as an innovative educational zone by the Gyeonggi-do Office of Education in February 2011 to create ‘an innovative educational zone with joyful learning and teaching’. Now, Osan-si receives visitors from other areas for benchmarking in innovative education. The city has transformed into an innovative city for public education with intensive support for innovation programs by creating a role model for innovative education in 5 Mulhyanggi schools, as well as forming an innovative public education brand designated by the city, and 3 innovative schools designated by the Gyeonggi Provincial Office of Education. In addition, the “Osan Citizen Engagement School”, a specialized regional project, uses resources throughout the city as sites for experiential learning, and provides students with direct experiences at places outside their classrooms, relating to subjects of ecology, culture, history, environment, and administration. As such, the city currently operates the ‘Citizen Engagement School’ in various fields. Citizens learn ecology in Osancheon (the ecorium) and Mulhyanggi Arboretum; they learn history at the experiential schools of Doksandeong Fortress, Dolmen, and Gwollisa. in addition, they learn about the economy and environment in traditional markets, recycling centers, and sewage treatment plants; they also learn about administration through the government of Osan City and the Osan City Council. Since its launch in May last year, the response has been great, with 21,000 people participating in the program.

- 8 - A pilot city for childbirth and childcare where parents and children are happy to live. Osan-si is the youngest city in Gyeonggi-do (3rd nationwide) with an average citizen age of 33.2 years. It is also one of the cities with the highest fertility rates. Young parents are very interested in childcare. Osan-si is focusing its administrative power on creating a city where parents and children are happy to live by making a good childcare environment. Osan-si was selected as a pilot city for childbirth and childcare programs in Gyeonggi-do in 2011 and is promoting diverse and differentiated childcare policies. The rate of expansion of national and public daycare centers is the highest in the country, with the opening of 24-7 daycare centers for 365 days/year to provide convenience for busy parents. The online community, “I LOVE MOM”, has also opened to provide varied information from childbirth to childcare as well as a cyber-playground for mothers and children to access.
The center of the beauty industry - “Beauty Osan” AMOREPACIFIC, the largest cosmetics company in Korea, is located in the Osan Industrial Complex. Osan-si has created the Beauty-Cosmetic Complex, and succeeded in bringing in the Foundation of Korea Cosmetic Industry Institute last year. The city aims to develop the beauty industry as its key industry in the local economy. Important support including funding for various quality inspection functions & human resources training at cosmetic companies, technical support & export support, selection and evaluation of R&D projects for universities and private research institutes, and project subsidization for cosmetics companies has become available since attracting the Institute to the complex, and this has in turn laid the foundation for attracting more cosmetic companies. In addition, the city holds a special industrial festival called “Beauty Fresh Fespo” in order to grow “Beauty” as a brand of Osan. Under the theme of “Healing through Beauty, the festival receives not only plenty of local citizens but also many visitors from other regions. “Oh! Beauty Festival” is an industrial festival, not a consumer festival, and representative domestic and foreign beauty companies participate. It is a leading festival in Osan that offers various attractions for the beauty industry. It includes fashion shows and hair shows from local university students.

[In-Depth Reports] A school where everybody is happy. (3) Evolution and Expansion of Progressive Education Policy
“I went to Osancheon with my classmates. I learned about the history of Osancheon from Miss Dalrae Jin. I was told that Osancheon was clean enough to swim in when she was a child, but as the water has been contaminated, creatures could not live there anymore. I will use less soap to make the Osancheon cleaner, and I will do nothing that contaminates water in the future.” These are the comments of Yun-Ha Shin, a fourth grader at Gwangseong Elementary School in Osan-si, Gyeonggi-do after coming back from an educational field trip. Miss Dalrae Jin, who taught Yun-Ha’s class, is a citizen teacher. This program is the ‘Citizen Engagement
- 10 - School’, one of the leading schemes offered by the “Education Innovation City” of Osan. Local historic sites, cultural facilities, and administrative institutions serve as educational destinations, and parents act as teachers in order to relieve the burden on the school. At present, 13 sites are in operation as experiential schools including Dolmen, Mulhyanggi Arboretum, the sewage treatment plant, the Osan traditional market, Osan City Hall, and Osan City Council.
Liberal superintendents were elected for 13 out of 17 provincial and city offices of education on the 4th, confirming the desire of people to make changes to the existing education system. Education does not take place only in schools, but it is inherent within a wide range of activities across all avenues of life. This is the background of the concept‘A community is a school.’ The dream of forming an educational community by bringing together the offices of education, local governments, schools, parents, and local communities is already being fulfilled. The Gyeonggi-do Office of Education, led by former superintendent Sang Gon Kim, is also a pioneer in the experiment of the “innovative educational zone”. The Gyeonggi-do Office of Education and Osan City signed a memorandum of understanding (MOU) on the Educational Innovation City in February 2011 and have been testing a new public education system whereby the whole community constitutes a school and a experiential site. Since previous changes made in schools alone did not lead to broader changes in local education, the government decided to introduce an innovative education program for the entire region. The budget that Osan-si and the Gyeonggi-do Office of Education invested in this project last year was about ₩3 billion and ₩1.4 billion, respectively. Now, in its third year of implementation, it is said that the project has been raising interest and satisfaction levels for public education. The innovative educational zone project has been carried out in six lower-level local governments of Gyeonggi-do such as Hwaseong, and Osan-si's achievements are particularly prominent. The Mayor of Osan City, Sang Wook Kwak, who has been pursuing this project, was successfully re-elected in the local election held on June 4th with 59.4% of votes.

The experiential school, which is a curriculum-connected course, is especially popular among parents. The experiential school of Mulhyanggi is linked to one of the textbooks for the elementary 2nd grade, “The Spring Comes Out To The Pathway” of “Happy Life 1-2”. The experiential school program involved 31,000 students from May 2011 to October last year. Note that parents do not participate as teachers without any preparation - Currently, more than 200 parents have formed 30 parent study groups, take 38-hour lectures in related fields per year, and then only go on to teach students. Local citizens are also actively involved in education. The 'Dream-Finding Mentor School', which provides guidance and counseling for taking advanced education or on career decisions, is a good example. Osan-si has established a talent bank and receives talent donations from 20 college students, 10 parent-career coaches, and 120 professionals from 40 professions, including doctors, lawyers, hair designers, and chefs. The members of First Touch FC serve as referees for the Football High League and also teach children skills. “When I think of Saturdays and vacations, I think of oversleeping, computer games, and cigarette smoke. Now, thanks to the Football High League, I think of friends, the dawn, and soccer. My mother's nagging and my dad's shouting didn't wake me up, but the Football High League did!” said Seong Cheol Yu, a senior at Sungho High School. Until a few years ago, Osan was "an isolated city", lagging behind other big cities in Gyeonggi-do such as Suwon and Yongin. Although the city was young, with a population of
- 12 - 210,000 and an average age of 33.2 years, the educational base was weak. Citizens tended to move their children to nearby big cities around grades 4-5. Many teachers applied for a transfer to a nearby new city after the minimum 2-year service obligation. Frequent movement of teachers and students caused the learning atmosphere to deteriorate.

After three years of the innovative educational zone, the situation has changed. First of all, the number of long-term teachers has increased insignificantly. Maeho Middle School and Hwaseong Elementary School recorded “0” teacher transfers last year. The students’ grade improvement and sense of local 'settlement' are also noticeable. Among the 2,600 seniors in middle schools in Osan, high scorers with scores of 190 or higher on the high school entrance exam increased from 121 in 2010 to 202 in 2013, which is a 167% increase. More than 90% of the top 100 students went to high school in the city. “I wanted to move out when my child became a middle school student, but (after the implementation of the innovative educational zone project) I decided to stay in Osan”, said Ms Young-Ah Kim, a parent in the Osan region. “Students and teachers are very satisfied.” “Osan was previously a city from which parents moved away when their child advanced to fourth grade at elementary school, but that’s no longer true”, said the Head of Lifelong Education Division of Osan City, Susa Uh on the 12th of this month. The corresponding trend of decrease in youth crimes such as school violence is particularly interesting. The number of youth crimes dropped down from 87 in 2012 to 40 last year,
- 13 - amounting to a halving of the total. There were 16 school violence cases, in which the number of students involved accounted for about 0.1% of the overall student population. An official from the Hwaseong East Police Station pointed out that, “That number will be a lot lower than elsewhere. I think this is because of the innovative educational zone project.”. The experiment of the innovative educational zone project is now spreading to other regions. In Guro-gu and Geumcheon-gu, Seoul, an experiment with the Innovative Education District was conducted with the Seoul Metropolitan Office of Education during the reign of the former superintendent, No-hyun Kwak, and achieved some positive results.

How satisfied are you with the area you are living in? When SBS and the Institute for Social Development and Policy Research at Seoul National University conducted a survey on life satisfaction, results were very different depending on the quality of the community in which respondents lived in. The darker the color of the area on the map, the higher the level of satisfaction. The measure of the quality of society consists of items that represent institutional capabilities such as welfare, education and culture, civic competency in terms of such gauges as social participation and political participation, and items expressing soundness such as childbirth, suicide, and crime rates.
In this survey, large cities scored an average of 5.6 out of 10, but regional county units scored 3.9. Compared to a survey three years ago, the gap between large and small cities on the quality of life was wider, but one interesting fact was found: even in local small and medium cities, where people participated in social management and regional politics depending on the region, life satisfaction was much higher. As citizens engage in local government policies and voluntarily participate in creating a better community, the leading indicators of quality of life in the region have increased significantly over the past two to three years. The indicators of Yecheon-gun's citizenship competency ranks 10th out of the 230 local governments in Korea, which is rare at the county level. It can be interpreted that the active participation of citizens, such as this case, has played a decisive role in elevating the soundness assessment of the region by over 100 levels. Osan-si is a small and medium-sized city in Gyeonggi-do with a population of 200,000. - 16 - Dozens of elementary school students are taking classes near a historical site. As a result, the city has been highly praised for its institutional areas such as education, culture, welfare, and medical care. Osan-si was selected as Korea's representative brand for the City of Education last year, and was also recognized as a flagship lifelong learning city. The city has focused on building the foundation for public education and lifelong education since the inauguration of Mayor Sang Wook Kwak in 2010. The Osan-si's ’Citizen Engagement School’ project has been underway since 2011, promoting the practice of lifelong learning in everyday life and spreading the local learning culture, and was held in high regard by the organizer of the awards, according to Osan-si. The ’Citizen Engagement School’ is a dynamic learning system whereby schools, parents, and students learn, experience, and teach together, transforming the whole city into a site of experiential learning. Students work with parent volunteers on-site to learn what they have previously studied in textbooks, such as subjects of history, environment, culture, and administration. To facilitate this process, the parent participants set up a study group, and the city provides support in the form of the parents preferred courses. The ’Citizen Engagement School’ currently operates 17 experiential schools and, so far, about 57,000 people have participated in 1,954 classes and there are 103 parent volunteers. The city operates a 'Run & Learn' program in conjunction with the ’Citizen Engagement School’, which provides courses at any time and any place when five or more people apply. The Korea Lifelong Learning Awards was hosted by the Ministry of Education and organized by the National Institute for Lifelong Education. These people are parents who are directly involved in children’s education, contributing towards raising trust and educational satisfaction for the ‘Citizen Engagement School’. Source: Osan Foundation of Education Osan-si in Gyeonggi-do is strengthening its status as an educational city through a Local Educational Community project that uses citizens as teachers. The Osan-si's creative ‘Citizen Engagement School’ is also attracting attention as an example of public education support that utilizes about 40 local infrastructure sites that link with the elementary school curriculum to become educational venues. The ‘Citizen Engagement School‘, which has been operated by the Osan Foundation of Education, an affiliated organization of the government of Osan City, since 2011 for elementary school students, consists of △the Curriculum-Connected Program, △the Peer-Based Program, and △the Saturday Family Program. More than 130 citizens from Osan-si are participating as teachers. Students can participate in three programs and receive guidance from citizen teachers, teamed up in groups of four or five citizens per program. - 19 - The Curriculum-Connected Program involves class-level elementary school students with the goal of helping them in their learning. Students explore community sites associated with grade-level textbooks and directly experience what they have studied in their textbooks. This program is regarded as a representative‘School Outside the School’program because it is so responsive that more than 90% of the 580 classes of 23 elementary schools have participated. The Peer-Based Program is a peer relationship improvement program for individual elementary school students, and is characterized by building relationships by carrying out collaboration-based assignments during vacations. The Saturday Family Program helps to restore the family-based community. Participating families spend the weekend exploring and learning about the attractions of Osan-si and strengthening family ties in the process. “The satisfaction levels of students participating in the ‘Citizen Engagement School‘ is high.
