Summary During a relatively short period, bridge technology in Korea has recognized outstanding development. Owing to the governmental policy aiming to achieve balanced regional development, unprecedented bridge construction activities are conducted in the peninsula, especially in the southwestern coast to link some of the 3,000 islands with the mainland. Korean bridge engineers are now designing and constructing bridges using domestic technology, which has today reached a level enabling to realize the erection of numerous sea-crossing bridges counting among the longest in the world like Incheon cable-stayed bridge (main span 800m) and Gwangyang suspension bridge (main span 1545m). This paper reviews the evolution of modern bridge construction in Korea and presents major bridges recently erected or to be built. R&D programs dedicated to the advancement of bridge technology are also introduced. Keywords: bridge technology; sea-crossing bridges; cable-supported bridges; R&D programs. 1. My enquiries coincided with similar work by the Minister of State for Trade and Investment, Lord Green. The findings from UK Trade and Investment are too detailed to include in my report1 but I believe the evidence from our research should be available. One observation. It is interesting how little awareness exists in this country of just what our companies are up against. One caveat. In the time and with the resource available to me I do not claim – and nor would officials – that this is a comprehensive or detailed survey of the full picture. It is an interesting and revealing snapshot. I hope this paper helps stimulate an informed debate about how best to use chambers of commerce to create a strong and sustainable business support environment, drawing on international best practice. The story has proved to be a major boon for the opponents of a neoclassical approach to trade and investment policy. Proponents of the notion of “Japanese-style capitalism” in the Japanese government can argue that they did their part for liberalization and cannot be held responsible for private-sector outcomes. Meanwhile, pro- ponents of results-oriented policies (ROPs) can point to yet another example of how the removal of one barrier led to the formation of a second barrier.

Inje Cho1, Eung-Hyun Lee2, Hoonje Cho3* 1 CEO of Actnerlab 2 Researcher of World Technopolis Association 3 Invited Professor of Chungnam National University Abstract In 1995, the Republic of Korea started to establish Techno Park (TP) in order to develop the regional industry while promoting the balanced development of the land. By 2008, 18TPs were established nationwide and have become cradles for developing local industries. And recently evolved forms of TP such as Daedeok Techno Valley and Pangyo Techno Valley emerged. In addition, 19 Centers for Creative Economy and Innovation (CCEI) were established nationwide and Tech-Incubator Program for start-ups (TIPS) was introduced to support and mentor start-ups. TPs in Korea become bureaucratic in course of time, and the new trial of innovation of TP is needed. In Korea, professional TIPS-accelerators mentoring and investing start-ups have a history of only five years. But they support and mentor start-ups efficiently, and have obtained good results. In this paper, we propose that TP attract TIPS-accelerators actively and collaborate with each other to support and mentor start-ups and SMEs effectively. Chinese-owned businesses in East Asia, the United States, Canada, and even farther afield are increasingly becoming part of what I call the Chinese commonwealth (Kao, 1993: 24; original italics). In his widely-read Harvard Business Review article, Professor John Kao (1993) concluded that Chinese business and its "worldwide web" will become a major force in the global economy in the next millennium. Similarly, Joel Kotkin argued in Tribes: How Race, Religion and Identity Determine Success in the New Global Economy that by the early twenty-first century, "the Chinese global tribe likely will rank with the British-Americans and the Japanese as a driving force in transnational commerce" (Kotkin, 1992: 9). Despite the 1997/1998 Asian economic crisis, it appears that current thinking in global business reveals a serious reappraisal of the economic potential of Chinese business and its associated organisations and institutions. The Weberian thesis on the inherent limits to the growth of Chinese business and societies has been subject to fundamental challenges by recent studies (e.g. Hamilton, 1996a; Whyte, 1996; Olds and Yeung, 1999). Received: 2 May 2017; Accepted: 19 June 2017; Published: 24 June 2017 Abstract: The purpose of this study was to develop a Korean climate change vulnerability assessment tool, the Vulnerability Assessment Tool to build Climate Change Adaptation Plan (VESTAP). Based on Intergovernmental Panel on Climate Change methodology, VESTAP can be used to evaluate Korea’s vulnerability to major climate impacts (including 32 conditions in 8 categories). VESTAP is based on RCP 4.5/8.5 scenarios and can provide evaluation results in 10-year intervals from the 2010s to 2040s. In addition, this paper presents the results of a case study using VESTAP for targeted assessment of health vulnerability to heat waves under the RCP 8.5 scenario for the 2040s. Through vulnerability assessment at the province level in South Korea, Daegu Metropolitan City was identified as the most vulnerable region. The municipality and submunicipality levels of Daegu were also assessed in separate stages. The results indicated that Pyeongni 3-Dong in Seo-Gu was most vulnerable.
