VISION QUALLA FINAL REPORT N OVEMBER, 2004 Prepared by: John Weiser, Brody Weiser Burns Ben Sherman, Medicine Root, Inc. VISION QUALLA FINAL REPORT PAGE 1 EXECUTIVE SUMMARY This report presents the results of the Vision Qualla planning process. The planning process chose three areas for focus: cultural and heritage tourism, knowledge industries, and entrepreneurial development. The goal of the planning process was to provide the Cherokee Preservation Foundation with a clear understanding of the key issues in economic development for the Qualla Boundary and the surrounding communities in these areas, and to create action plans that will help improve economic development in these areas in the near future. A total of six Vision Qualla meetings were held, one per month, beginning in May 2004. The committee was composed of local and regional constituencies, including representatives from the EBCI Executive Branch and Tribal Council, Cherokee cultural organizations, hoteliers and merchants, Harrah’s, community groups, banks, artists and regional organizations. The Vision Qualla planning processes were conducted in a manner that attempted to define and incorporate Cherokee values. The committee approved statements of: · Cherokee Core Values, · Cherokee Business Principles, and · Cherokee Tourism Principles. These sets of values and guiding principles were used to help the committee know whether and how new business initiatives will support and enhance Cherokee culture. THESE HILLS, THIS TRAIL: CHEROKEE OUTDOOR HISTORICAL DRAMA AND THE POWER OF CHANGE/CHANGE OF POWER by CHARLES ADRON FARRIS III (Under the Direction of Marla Carlson and Jace Weaver) ABSTRACT This dissertation compares the historical development of the Cherokee Historical Association’s (CHA) Unto These Hills (1950) in Cherokee, North Carolina, and the Cherokee Heritage Center’s (CHC) The Trail of Tears (1968) in Tahlequah, Oklahoma. Unto These Hills and The Trail of Tears were originally commissioned to commemorate the survivability of the Eastern Band of Cherokee Indians (EBCI) and the Cherokee Nation (CN) in light of nineteenth- century Euramerican acts of deracination and transculturation. Kermit Hunter, a white southern American playwright, wrote both dramas to attract tourists to the locations of two of America’s greatest events. Hunter’s scripts are littered, however, with misleading historical narratives that tend to indulge Euramerican jingoistic sympathies rather than commemorate the Cherokees’ survivability. It wasn’t until 2006/1995 that the CHA in North Carolina and the CHC in Oklahoma proactively shelved Hunter’s dramas, replacing them with historically “accurate” and culturally sensitive versions. Since the initial shelving of Hunter’s scripts, Unto These Hills and The Trail of Tears have undergone substantial changes, almost on a yearly basis. Artists have worked to correct the romanticized notions of Cherokee-Euramerican history in the dramas, replacing problematic information with more accurate and culturally specific material. Such modification has been and continues to be a tricky endeavor: the process of improvement has triggered mixed reviews from touristic audiences and from within Cherokee communities themselves. -

The Cherokees of western North Carolina in the mid-eighteenth century were part of a mighty nation, with a population of 36,000 controlling more than 140,000 square miles across the Southeast. That population was reduced to 7,000 by the 1770s as the native people felt the full impact of European settlers and ceded [2] their lands through a series of treaties. In 1776, at the outset of the American Revolution, the two cultures clashed. The conflict came one year after the Treaty of Sycamore Shoals whereby much of present-day Kentucky was opened to white settlement. Demands increased for further land cessions [3]. Fighting to protect their society, Cherokee warriors elected to ignore the overwhelming odds against them and made an alliance with the British, trading partners who had promised to protect the native people from encroaching [4] settlements. By 1770 settlers, mostly European immigrants or first generation colonists, were moving onto lands previously designated by treaty as Indian. The Cherokees in the North Carolina mountains were primarily farmers who raised livestock, hunted for game, and traded with white men for supplies. In May 1776 village councils discussed going to war against the colonists. The younger warriors moved to unite in defense of the Cherokee boundaries. Though aware that the ultimatum [5] would not be met, Cherokees demanded the withdrawal of settlers from the western settlements within twenty days and made plans for an attack. -

Past Governors Tennessee Blue Book Past Governors and Constitutional Officers of Tennessee Past Governors William Blount 1790-1795, Democratic-Republican (territorial governor) Born in North Carolina in 1749, Blount served in the Continental Congress 1782-1783 and 1786-1787. In 1790 President Washington appointed him governor of the newly formed Territory South of the River Ohio, formerly part of North Carolina. While governor, Blount was also Indian affairs superintendent and negotiated, among others, the Treaty of the Holston with the Cherokees. His new government faced formidable problems, intensified by conflicts created by European/ Indian contact. In 1795 Blount called a constitutional convention to organize the state, and Tennessee entered the Union the next year. Blount represented the new state in the U.S. Senate, and after expul- sion from that body on a conspiracy charge, served in the state Senate. He died in 1800. John Sevier 1796-1801; 1803-1809, Democratic-Republican Born in Virginia in 1745, Sevier as a young man was a successful merchant. Coming to a new settlement on the Holston River in 1773, he was one of the first white settlers of Tennessee. He was elected governor State of Tennessee of the state of Franklin at the end of the Revolutionary War and as such became the first governor in what would be Tennessee. When statehood was attained in 1796, Sevier was elected its first governor. He served six terms totaling 12 years. While governor, he negotiated with the Indian tribes to secure additional lands for the new state and opened new roads into the area to encourage settlement. -

His career as a music educator spans three decades and he is very active as a composer, clinician and conductor throughout the United States and Canada. His compositions for young ensembles display a practical, erudite approach which has firmly established him as a leader in the field.
