The study advances an „urbanism from below‟ by considering how residents of Harlow, one of the first built New Towns, experience their everyday environment and the impact it has upon their perceptions of crime, fear and disorder. By focusing upon the „lived experiences‟ of a whole urban environment and its compatibility with human need, the study offers a „Humanistic‟ approach to Environmental Criminology. It should, therefore, interest not only those responsible for current and future urban development but also those hoping to move Environmental Criminology beyond a narrow concern with risk reduction. The thesis suggests that the New Town Idea, as manifest in Harlow, is a weak foundation for establishing a strong urban public realm. This is probably a major reason why the town has a crime rate incommensurate with the idea‟s original utopian aspirations. Nevertheless, the same idea succeeds in enhancing a „sense of place‟ which residents of Harlow experience in a way that reduces fear of crime. Especially important is the experience of „mystery‟ and local familiarity within a context of environmental legibility and coherence that simultaneously satisfies ontological and bio-psychological human needs for security and risk. Thus, the study concludes that the New Town Idea, contrary to the claims of its many detractors, does retain a partial viability. Some important modifications to the Idea, however, are necessary. The study finishes, therefore, by suggesting that the New Town Idea may successfully combine with the principles of New Urbanism in the development of towns with both „safe‟ and pleasurable environments. 4 Acknowledgements I thank, first and foremost, my wife Catherine who has put up with my prevarications and frustrations with saintly patience while always offering support and the occasional kick on the posterior during times of lapse. Given the government‟s recent announcement to begin building a series of „Eco-Towns‟ – distinct and autonomous „new‟ urban settlements - such a research project appears highly pertinent. In particular, the research examines the compatibility of the New Town Idea with current models of „Crime Prevention through Environmental Design‟ (CPTED). However, in pursuing this objective, I provide a critical assessment of both the original New Town Idea and more recent town-planning initiatives that fully embrace and prioritise crime prevention imperatives. Another key objective of the research, as indicated by the dissertation‟s subtitle, is to introduce a humanistic approach to Environmental Criminology. Partially, this objective arose from a suspicion that much Environmental Criminology and the policy initiatives that derive from it, continues to suffer from an overly „positivistic‟ methodology and strict adherence to forms of „causal‟ analysis. Although such approaches can yield valuable knowledge and contribute towards the design of „safe‟ urban environments I contend that they will often overlook important aspects of how people directly experience their surroundings.

Th e Catholic Church in Liverpool also responded to urban redevelopment with ambition and innovation. As architectural expert Charles Reilly announced to readers of the New York Times in 1930, ‘ Liverpool is starting to build a second and even greater cathedral. Her new project, indeed, calls for the greatest cathedral in the world next to St Peter ’ s at Rome. ’1 Designed by Edwin Lutyens, ‘ arguably the greatest British architect of the twentieth century, ’ the planned Catholic cathedral, named the Metropolitan Cathedral of Christ, was intended to be second largest in the world and expected to cost £ 3 million.2 Th e impact of the cathedral on the city and beyond was highly anticipated: ‘ I see the cathedral then, like a rainbow across the skies radiating the true and the good ’ , wrote one prominent member of Liverpool Archdiocese.3 For the Archdiocese and, in particular for the cathedral ’ s pioneer, Archbishop of Liverpool Richard Downey (1881 – 1953), it represented an opportunity to transform the way in which Catholicism was seen both in Britain and beyond.

    Conservation Areas Project Potential Conservation Areas Short Reports December 2017 CONTENTS 1.0 Introduction Section 10.3.2 of the Brief for the Twentieth Century Society Conservation Areas Project requires the research consultants ‘to prepare summaries of around 50 areas that have potential for future conservation area status, providing information on their location, the architect, date of construction, borough, one or two images and a short paragraph about the site’. These short reports are listed in Section 2.0 below, and the full reports follow, in numerical order. All the short reports follow a standard format which was agreed by the Steering Group for the Project (see appendix 3 of the Scoping Report). The reports are intended principally as identifiers not as full descriptions. In line with the research strategy, they are the result of a desk-based assessment.     Understanding Post-War Architecture The Twentieth Century Key Events 1916-20. Inflation pushes up the cost of building materials. Additionally shortages of materials encourage the use of new materials such as Crittall windows, sand-lime bricks, and prefabrication (steel and concrete systems) for council housing. These experiments were to be developed further after the Second World War, eg. No Fines housing, first tried in Britain in 1924 was widely used by (especially) Wimpeys (builders) after WWII. 1919. Housing (Addison) Act promises ‘homes for heroes’. 1921. Cut backs in public expenditure (Geddes Axe) as post-war boom turns to depression. It can be argued that the general economic malaise of the 1920s had a greater effect on British building than the Great Depression of 1929-33 which was devastating in localised areas, notably the NE and Wales. 1924. Empire Exhibition, Wembley (stadium opened the previous year). 1925. New Ways, Northampton, by Peter Behrens is first Modern Movement house, for W. Bassett Loake, who had previously commissioned C. R. Mackintosh to modernise a house in Northampton. 1926. General Strike. 1927. Le Corbusier’s Vers Une Architecture is translated into English as Towards a New Architecture. With his houses for the Weissenhofseidlung exhibition in Stuttgart, Le Corbusier defines ‘five points’ of modern architecture: free plan, free façade, flat roof, strip windows and pilotis. 1928. The first talkies in Britain (Al Jolson in The Singing Fool the first wide release here). Cinematograph Act requires cinemas to show a quota of British films. This is more important today than it has ever been since ECDP was established. ECDP is now an Arts Council National Portfolio Organisation (NPO) with a key role to play across Essex and the East of England in continuing to support diversity in arts and cultural practice. Our key strategy to achieve this is through a programme of exciting but challenging place-based commissions for artists to work in areas of Essex where there are opportunities to explore diversity through their practice. For 2018-19 we are focusing on five towns/places where community engagement in the arts has been traditionally low – Canvey Island, Harlow, Basildon, Grays and Jaywick Sands. Harlow is the focus of this commission. The Harlow Commission is being undertaken in partnership with Essex County Council and Harlow Art Trust. Harlow Town Introduction Harlow is a large town in the north west of Essex close to Hertfordshire border with a population of over 80,000, built as one of a number of New Towns after World War II to ease overcrowding in London. The masterplan for the new town was drawn up by Sir Frederick Gibberd and included housing for around 60,000 people to the west of an existing Essex village called Harlow.

    Queens Gardens Heritage Appraisal Prepared for Hull City Council July 2019 Executive Summary A Brief Overview of the Report Queens Gardens was constructed in 1935 as a new park at the heart of the city. The park was built on the site of Queens Dock, once the largest dock in Britain. The site has provided a focal point for the people of Hull for over 230 years since the dock opened in 1778. The gardens were built to provide refuge from the noise, smell, grime and bustle of business life. Queens Gardens was refurbished and lowered by architect Frederick Gibberd in 1950 to create a dock like character. Located within the city centre, Queens Gardens is sited adjacent to Hull College and enjoyed by hundreds of thousands of visitors a year. This report has been prepared to support and guide proposed improvement and enhancement works to Queens Gardens. It documents Queens Gardens’ heritage assets, analysing hard and soft landscape elements, existing features and historic map information. The Heritage Appraisal brings together Fiona Green’s historic landscape research with our own site analysis, presenting the findings through appropriate illustrations, diagrams and written text.
