Dear Sirs,

Zabrze is a city of science, medicine, culture, sport and industrial tourism where for the last years the industry has been replaced by innovative technologies.

Thanks to recognized scientific, research and medical centres we are proud of highly specialized and qualified staff working for the benefits of the medical, biomedical, mining, chemical, automoti- ve industries as well as environmental engineering, mechanics and robotics. As our great potential one can perceive the achie- vements of Polish Academy of Science Branches as well as the achievements of Zabrze higher education's institutions and the Institute for Chemical Processing of Coal. We are building a creati- ve model in innovative biomedical technologies sector. This model demands strict cooperation between universities (the Medical University of Silesia, The Faculty of Biomedical Engineering of the Silesian University of Technology), The Silesian Centre for Heart Diseases, scientific institutes (The Prof. Zbigniew Religa Foundation for the Development of Cardiac Surgery, The Institute of Medical Technology and Equipment ITAM) and Kardio-Med Silesia LLC. The cooperation is aimed at creating new ideas and implementing them practically in the market conditions. Perfect location of the city at the place where A1 and A4 Motorways cross with the direct link to the Central Expressway results in perceiving huge invest- ment areas and Special Economic Zone as important assets of the city.

Also a rich offer of the Music and Dance Hall, Zabrze Philharmonic, Nowy Theatre, sport facilities and unique industrial tourism route attract tourists to the city.

The vision of a modern city is strongly linked to the investment development which is also confirmed by Zabrze expenses amounting to over 1,2 billion PLN incurred in the years 2008-2012 and European Union funds absorption level. A common market of energy and innovations should be the driving factor of Europe. There are experts and specialists outstandingly prepared to work almost any fields in Silesia and Zabrze. The world’s necessity to shift from services to production returns nowadays and Silesia has always been the region with the largest and best production.

1 The City of Zabrze Numerous times in its history Zabrze was a border city divided territo- rially. As a result of that the city has become a unique place whose inhabitants respect traditions and values. The industrial history of the city resulted in the ethos of work recognized and appreciated in Europe and constituting a basis for the dynamic development of the city.

1.2 Travelling into the Past

The first reference to the city was made in the “Register of Ujazd”, a document that dates back to the end of the 13th century. For over 700 years the history of Zabrze has been created by about fourteen or fifteen generations, whose acts cannot be narrated from the beginning to the end. All this is reflected in the numerous historical monuments and buildings preserved from previous epochs. Zabrze is my homeland, the city I truly recommend to everybody who likes walking and discovering new fascinating places.

The city has appropriate economic infrastructure, it is financially stable and successful in winning EU funds for investment projects. Additionally, its local authorities have a favourable attitude towards business development and the city offers individual support to key investors.

The E75 road runs from Vardø, Norway through Finland, Poland, Czechs, Slovakia, Hungary, Serbia, Macedonia, to the town of Sitía on Crete, Greece. In terms of domestic transportation connections there are three trunk roads of key importance, namely the Trunk Road No. 88 (former Trunk Road No. 4) running from the Polish-German border through Zabrze to the European Union border with Ukraine in Korczowa and the Trunk Roads No. 94 and 78.

The main road system of the city consists of 3 trunk roads, 2 regional roads, 30 district roads, and 499 local roads. The cultural offer of the theatre and other cultural institutions increased from 183 activities in 2009 to 311 activities in 2011 thus ranking Zabrze on the second place in Silesia. Another exhibit the Museum can be proud of is the memory book “Skarboferm” containing autographs of Polish Presidents: Wojciechowski and Mościcki. Since 2nd April 2013 the Museum has constituted one entity established after the merger of the Historic Guido Mine and the hitherto Coal Mining Museum. Consequently, it has become one of the largest and most important tourist and cultural institutions in the city. The newly established institution has also been enriched by the “Queen Louse” Adit Complex that will soon become – next to Guido Mine – one of the most interesting tourist attractions of the city. This complex consists of post-mining pits of “Queen Louise” Mine and the Main Adit.

The Art Department of the Municipal Museum keeps track of the artistic activity of local visual art. The History Department has exhibits related to the history of Zabrze and its present districts. They represent vario- us manifestations of professional and social activity of the city inhabi- tants. The Culture Department is related to the territory of Zabrze and its nearest surroundings. Its first items date back to 1935 and come from the collections of the then Städtische Heimatstube Hindenburg. Both in Poland and abroad Zabrze is known for its titled football club, high quality sports infrastructure and football fans devoted to Górnik Zabrze. Sport constitutes a part of life in Zabrze. It means fulfilment of life passions, interests, sponsorship activity, promotion as well as work with children and adolescents, and support to disabled sportsmen. This legendary Górnik Zabrze Stadium was designed by Prof. Gustav The Ernest Pohl Stadium Allinger, a Berlin landscape architect. The stadium at 81 Roosevelt Street was launched in 1934. The very first competition took place on 24th March 1935. It was a match between teams representing German and Polish parts of Silesia. In the 80’s and 90’s of the 20th century Polish national team played seven international matches there, inter alia against Germany, the Netherlands and France. In June 2005 pursu- ant to the decision of the Municipal Council in Zabrze the stadium was given the name of Ernest Pohl, a legendary goal-scoring striker of Górnik Zabrze. Presently, the stadium undergoes a major development. After implementation of the project the stadium will offer 31 871 roof- covered seats, a VIP club and indispensable sports infrastructure and mass media facilities.

The imaging lab for polymer and carbon materials established in 2012 is a unique institution not only on the domestic level as it specializes in imaging techniques for soft matter, the field with growing scientific and technological importance, although not given much attention by the Polish science so far. Despite the supra-regional impact the Centre exerts, it is worth emphasising that Zabrze is the place where most of its scientific research potential is located.

I am of the opinion that the city of Zabrze has a sufficient backup for scientific and higher education development. Both the infrastructure and the positive attitude of the city authorities should not only contribute to the maintenance of positive image of Zabrze as the city of large development potential but should also encourage potential investors to locate their projects and business here. In 2011 Zabrze was awarded by the Foundation Institute for Regional Development and the Regional Centre for Social Policy in Kraków, Self-Government of Equal Chances in the category of “Self-Government of Equal Chances” for the project entitled “Innovative solutions supporting mobility and access to information to disabled inhabitants of the City of Zabrze – phase 1 Accessibility Audit”. This project is implemented in cooperation with the Zabrze Department of Organization and Management of the Silesian University of Technology in Gliwice aimed at adopting‘‘ the urban space to the needs of the disabled, with the use of innovative, indiscrimina- tive methods and solutions allowing increased activity and access to a complete and independent functioning in the environment.

In 2011 Zabrze was among 10 Polish cities best developing in the Internet. Google Inc. awarded the cities that recorded the highest increase in the activity of local firms in the network. In the Rzeczpospolita Self-Government Ranking 2011 Zabrze came 9th in Poland. His work and life became an inspiration for a movie "Silesia accor- ding to Bieniasz” directed by Krzysztof Karwat i Wojciech Sarnowicz.

He graduated from the Katowice Branch of the Academy of Art in Kraków (the Graphics Department). He also deals with designing churches’ interiors – among which it is necessary to mention: a complex design of the interior, altars, paintings of St. Paul Apostle Church in Zabrze, the interior of St. Urban church in Paniówki or the interior of chapel of the Retired Priests in Katowice.

Horst Eckert, penname Janosch (born in 1931) – a German-speaking writer, author of books for children, inter alia of a very popular cycle of Culture: Janosch fairy tales about adventures of a Bear and a Tiger, an honoured citizen A German-Speaking writer, author of Zabrze since 2011. He wrote and illustrated more than 300 books for “Oh, wie schön ist Panama” (“Oh, children and they were translated into about 70 languages and sold how wonderful Panama is”) and “Cholonek der liebe Gott aus in 12 millions of copies. Natural persons residing in Poland are obliged to pay PIT on total income regardless of where the source of income is located. All-Poland trends regarding labour cost attractiveness are also reflect- ed in Zabrze. According to EUROSTAT data in 2012 the cost of working hour in Poland amounted to EUR 7.4. In 2008-2012 labour costs in Poland increased by 2.6%. Non-wage labour costs amounted to 16.7% of total remuneration.

In 2011 the average gross monthly remuneration in Zabrze amount- ed to PLN 3,572.02 (about EUR 890) constituting 98.5% of the average gross monthly remuneration in Poland during the analysed period. The City of Zabrze is the owner of 3,295 ha of land, i.e. about 2/5 of the total area of the city. Investment areas in Zabrze amount to 770 ha. The area of 260 ha is reserved for production, industry, storehouses, wareho- uses, logistics, of which 97 ha are located in Zabrze part of the Katowice Special Economic Zone. About 50 ha of investment area in the city is zoned as a commercial area and about 460 ha of investment area is dedicated to single and multi housing development.

The final score of Poland is 71 points according to the report. Costs of life were assessed on the level of 51 points, leisure and cultu- re were given 74 points, economy – 52 points, environment – 71 points, freedom index – 100 points, health – 80 points, infrastructure – 64 points, risk and safety – 86 points, climate – 76 points. As far as the quality of life presented in the report Poland came 35th in the world outrivaling such countries as Brazil, Ireland, Japan and South Korea.

Medicine is one of the key domains of Zabrze economy. It ensures high quality of life in the city. The Prof. Stanisław Szyszko Independent Public Clinical Hospital no. 1 in Zabrze is the facility of the Medical University of Silesia. Medical services provided by this facility are based on the team of physicians being at the same time academic teachers as well as on numerous diagnostic laboratories used for both treatment and scientific research.

Medical rescue is provided by the Province Emergency Service in Political stability and safety Katowice – Emergency Service branch in Zabrze. Every year the Mayor of the City, through the Healthcare and Social Policy Department, supports implementation of healthcare programmes designed for Zabrze inhabitants. Preventive actions are consulted with the Silesian Health Employers’ Association.

In accordance with the Organisation for Economic Co-operation and Development (OECD) Yearbook 2011, Poland indicates one of the best macroeconomic situations among OECD states in the era of the finan- cial crisis. Significant internal demand, weakening of Polish zloty as well as stable financial sector and EU funds have contributed to this result. Integration of Zabrze inhabitants is supported by the activity of a non-profit sector. Investment Memorandum of the City of Zabrze 87 Zabrze is located in the area of the Silesian Upland and the Raciborz Basin. The northern part of the city is located in the area of the Bytom Plateau Geography and climate constituting a western part of the Silesian Upland; whereas, the southern part is located in the area of Gliwice Mountain Range being a primary part of the Raciborz Basin. Zabrze includes areas deeply transformed by industrial activity. Its central part is a basin hollow – “the Upper Silesian Subsidence” created by Palaeozoic rocks the so-called “productive carbon” layers with hard coal deposits. Centuries long excavation of coal left its trace on the landscape of Zabrze. Characteristic features of the landscape include elevations – pit heaps and subsidences resulting from rock bursts. The highest elevations in Zabrze are 30 m above sea level. Kłodawa and Bytomka Rivers run through the city.

In Zabrze there are 8 walking and recreational parks with the total area of 41.8 ha. There are also 182 green squares with total area of 76.4 ha. Green areas in Zabrze Street greenery in Zabrze amounts to 105.4 ha while residential greene- ry occupies 146.9 ha. The area of parks, green squares and residential greenery takes up in total 265.1 ha. The area of municipal forests is 181.5 ha.

Thanks to the European Funds Zabrze has been implementing the project entitled „Improvement of the water supply and sewage Water supply and sewage mana- management within the Municipality of Zabrze”. Nearly EUR 200 million gement designated to water and sewage management will help to increase the percentage of connected households to 99,9%, decrease pollu- tion of surface water, and fulfil requirements specified in the Urban Wastewater Directive no. 91/271/EEC. Pursuant to the European Union directives after completion of Phase II of water&sewage management reorganisation, 100% of wastewater generated by the Zabrze agglo- meration should be collected by the wastewater treatment plant. In Zabrze there are two mechanical and biological wastewater treat- ment plants with total capacity of 38,400 m3/d. In Zabrze there is one landfill with the area of 2.3 ha where total of 49,946.30 tons of municipal waste is being collected annually, of which 36,959.42 tons constitute household waste. In Zabrze 7,453 residential buildings participate in the process of household waste collection. The annual waste production is 204.4 kg per inhabitant. There are 16 entities collecting municipal waste in Zabrze.

In 2012 the total population of Zabrze was 179,452 of which 92,716 were women. The pre-working age population was 23,561 people (16%), of Zabrze inhabitants and population density which 11,334 were women. The working-age population (15-59-year-old females, 15-64-year-old males) was in total 122,209 people (65.2%), of which 58,996 were women. The post-working population was 33.682 (18.8%), of which 22,386 were women. The population density in Zabrze is 2.232 people per 1 km2. There are 107 females per every 100 males in Zabrze.

In 2012 the highest demand for workers in Zabrze related to construction workers with nearly 4% of all job offers dedicated to them in the referen- Ranking of professions ce period. We try to support all kinds of initiatives and solutions that may result in new workplaces. When performing such tasks we cooperate closely with the city self-government. Our cooperation is based on mutual exchange of informa- tion concerning planned courses of actions and joint efforts to harmonize them. We make use of financial support offered by the Labour Fund and the European Social Fund. More enterprises stand for new workplaces, more competitive market, tax revenues and a wider range of products and services.

In 2011 the number of higher education graduates per 10 thousand Zabrze inhabitants was 139 people (125.22% of the index for the Silesia Province and 108.59% of the index for Poland). The number evidenced availability of highly qualified human resources for the needs of enter- prises. The highest number of graduates represented higher schools of engineering and technology. There were 42 graduates from this type of schools per 10 thousand Zabrze inhabitants and that was six times more than in case of the Silesia Province and Poland where this index amounted to 7 graduates per 10 thousand inhabitants.

The specialist training system of Zabrze responds to the needs and expectations of entrepreneurs operating in the city. Cooperation between business, science and educational system is being implemen- ted on all levels of education.

In 2011 there were 401 job offers in Zabrze amounting to 8.45% of all Labour market and buying power job offers in the Silesia Province, of which 35 were dedicated to the disabled. In 2012 the number of job offers in Zabrze exceeded the total number of all job offers available e.g. in the Podlasie Province or Świętokrzyskie Province.

In 2011 the total number of working inhabitants was 41,077 people which constituted 3.19% of all people working in the Silesia Province. Zabrze inhabitants were most frequently employed in industry and construction sector (15,939 people) as well as in other services (14,546 people).

The potential of Zabrze human capital is also reflected in the buying power of the city inhabitants. According to the indices calculated for the Silesia Province the gross income per person amounted to PLN 26,219 (ca. EUR 6,500) in 2010 and was higher than the average for Poland amounting to PLN 23,180 (ca. EUR 5,795).

The Silesian Centre for Heart Diseases is the most modern cardiac and cardiac surgical hospital in Poland. The Municipal Office in Zabrze implements numerous ICT projects, such as construction of broadband network, construction of wireless network ICT investment in WIMAX technology, implementation of the Complex Document Circulation System in Zabrze Municipality connected to SEKAP platform, activation of the Public Internet Access Points (PIAPs), development of the geographical information system of Zabrze. The number of e-servi- ces provided to inhabitants and enterprises is increasing.

In 2013 the information and communications industry in Poland reached the level of EUR 20 billion, which accounts for 4% GDP. Zabrze obtained nearly PLN 129 million (more than EUR 30 million) of EU funding for the projects implemented in the city within the Regional 129 30 Operational Programme of the Silesia Province in 2007-2013. The project value exceeds‘‘ PLN 800 million (ca. EUR 200 million). The project entitled “Reconstruction of Śródmieście Wastewater Treatment Plant” took second place in the category “Environment Protection and Industrial-Engineering Structures” during the 13th Edition of the Polish Contest “Modernisation of the Year 2008”.

In May 2013 a construction of a modern hospital for women and child- ren started. Mother and Child Health Centre will be located in Biskupice Mother and Child Health Centre on the area of city hospital. The new building will settle gynaecological, obstetric, neonatological and a new pathological pregnancy depart- ments. There will be 78 places and surgical room there. Also a birth school will find its place there. Investment cost is estimated over 40 million PLN (around 10 million EUR). It will be finished in 2014.

CARBON ART – architecture concept of Cultural Centre in Zabrze

The Central Mining Institute and the Guido Mine will implement a scientific research project entitled „Innovational technologies and methods of geo-engineering and environmental protection of urbanized areas” within the framework of the key project of the Regional Operational Programme.

Silesian Park of Medical Technologies Kardio-Med Silesia. Within the framework of this project will be developed research laboratories transferring technologies implementing new methods and medical equipment. Kardio-Med Silesia will be the place where scientists design, construct and test new surgical tools. The laboratories will carry out the heart failure treatment methods researches based on medicines and tissues grown in vitro. It will be a place where Silesian Institute of Geriatrics, Environmental and Lifestyle Diseases will be established.

The Cultural Centre CARBON ART is to link tradition and herita- ge based on mining and creative industries. The building will be located near the Main Adit which will result in spatial connection of both of them into one complex. The four main functions of the Cultural Centre are: Creativity Centre, Municipal Public Library and entertainment hall for 320 people.

As the time passes far-reaching changes in attitude towards economy and social issues may be observed in our city. New conditions for business, culture and sport development has become a symbol of modernity and maturity of our city.
