Nepal Earthquake District Profile - Gorkha OSOCC Assessment Cell 09.05.2015 This report is produced by the OSOCC Assessment Cell based on secondary data from multiple sources, including the Government of Nepal, UNDAC, United Nations Agencies, non-governmental organisation and media sources. I. Situation Overview Gorkha, with a population of more than 271,000, is one of the worst-affected districts.1 The epicenter of the earthquake was in Brapok, 15km from Gorkha town. As of 6 May, 412 people have been reported killed and 1,034 injured. In the southern part of the district, food has been provided, but field observations indicate that the food supplied might not be enough for the actual population in the area. Several VDCs in the mountainous areas of Gorkha are yet to be reached by humanitarian assistance. There are no roads in these northern areas, only footpaths. The level of destruction within the district and even within VDCs varies widely, as does the availability of food. A humanitarian hub has been set up at the Chief District Officer’s (CDO) premises in Gorkha town. (Unofficial Translation) Government of Nepal Ministry of Population and Environment Renewable Energy Subsidy Policy, 2073 BS May 2016 1. Background Nepal is endowed with good renewable energy potential. The major sources of renewable energy are mini and micro hydropower, solar energy, various forms of biomass energy, biogas and wind energy etc. Despite huge renewable energy potential, still around 85% of the total final energy consumption in Nepal is met by traditional biomass energy and around 28% of households (HHs) in Nepal do not have access to electricity. It is not possible to significantly improve the living standard of the low income population living in the rural areas if their renewable energy demand is not met. Extension of national grid to reach those areas is not possible in many years to come due to difficult terrain, high cost and existing energy crisis in the country. Therefore, clean and sustainable energy such as Renewable Energy Technologies (RETs) needs to be developed as immediate and long-term solutions. The economic hardship of people living in the rural areas and the high initial cost of the RETs justifies the need of subsidy and concessional credit facilities to increase access to cleaner energy. 2. Past Efforts The Government of Nepal (GoN) has been supporting promotion and development of RETs since more than past two decades with support from Development Partners (DPs), private sector and non- governmental organizations. These initiatives have resulted in significant fruitful achievements in the development of renewable energy in the country. The GoN and DPs have been providing financial and technical support to increase energy access in the rural areas both for household's consumption and productive end uses. -

The World Factbook South Asia :: Nepal Introduction :: Nepal Background: In 1951, the Nepali monarch ended the century-old system of rule by hereditary premiers and instituted a cabinet system of government. Reforms in 1990 established a multiparty democracy within the framework of a constitutional monarchy. An insurgency led by Maoists broke out in 1996. The ensuing 10-year civil war between Maoist and government forces witnessed the dissolution of the cabinet and parliament and assumption of absolute power by the king in 2002. Several weeks of mass protests in April 2006 were followed by several months of peace negotiations between the Maoists and government officials, and culminated in a late 2006 peace accord and the promulgation of an interim constitution. Following a nationwide election in April 2008, the newly formed Constituent Assembly (CA) declared Nepal a federal democratic republic and abolished the monarchy at its first meeting the following month. The CA elected the country's first president in July. Between 2008 and 2011 there were four different coalition governments, led twice by the United Communist Party of Nepal-Maoist, which received a plurality of votes in the 2008 CA election, and twice by the Communist Party of Nepal-United Marxist-Leninist (UML). After the CA failed to draft a constitution by the May 2012 deadline set by the Supreme Court, then Prime Minister Baburam BHATTARAI dissolved the CA. Months of negotiations ensued until March 2013 when the major political parties agreed to create an interim government headed by then Chief Justice Khil Raj REGMI with a mandate to hold elections for a new CA. -

Nine Years On: The 1999 eLection and Nepalese politics since the 1990 janandoLan' John Whelpton Introduction In May 1999 Nepal held its th ird general election since the re-establishment of parliamentary democracy through the 'People's Movement' (janandolan) of spring 1990. it was in one way a return to the start ing point si nce, as in the first (1991) electio n, the Nepali Congress achieved an absolute majority, whilst the party's choice in 1999 for Prime Minister, Krishna Prasad Bhat tami, had led the \990-9\ interim government and would have conti nued in otTi ce had it not been for his personal defeat in Kathmandu-i constituency. Whilst the leading figu re was the same, the circumstances and expectations we re, of course, ve ry different. Set against the high hopes of 1990, the nine years of democracy in praclice had been a disill us ioning ex perience for mosl Ne palese, as cynical manoeuvring for power seemed to have replaced any attempt 10 solve the deep economic and social problems bequeathed by the Panchayat regime.
