Background

Gorkha district is situated in in the Western Development Region of . It covers a total area of 3610 sq km, this is the fourth largest district in Nepal ADVISORY TEAM and is located from the Latitude of 27° 15’ to 28° 15’ and Longitude of 84° 27’ to 84° Mr. Bal Dev Gautam - 58’. It has two municipalities and sixty VDCs. Chief District Officer According to Census 2011 the total population of is 271,061, which Mr. Prem Raj Giri - represents 1.02% of the total population of Nepal, which consists of 150,020 Female Local Development Officer and 121,041 Male. The annual population growth rate is 0.66% and the population density is 80 persons per square kilometers. The urban population is 12.49% Mr. Sahadev Bhandari – whereas in the rural is 87.51%. The languages – Nepali - 72.92%, Gurung - 13.29%, Chief District Engineer Magar - 4.67%, Tamang - 3.92%, Ghale - 1.14% are widely spoken in the district. Gorkha is known as the agro based economy where more than 80% of the workers ------are engaged in agriculture, forestry and fishery, 4.9% are involved in craft and 4.1% in service and sales. EDITORIAL TEAM Earthquake On April 25th, 2015, Barpak, a VDC in Gorkha district was hit with a magnitude of 7.6 Mr. Satish Kumar Bhattarai earthquake, also known as the ‘Gorkha Earthquake’. It shook the country, - Planning Officer, DDC significantly 13 other districts were heavily affected. The total economic damage Mr. Madhav Dhakal - caused by the earthquake was approximately USD 10 billion. As a result of the Care Nepal earthquake and subsequent aftershocks, the GDP of Nepal 2014-2015 was underestimated to 0.8% from predicted 3.8% (source: Asian Development Bank), it Mr. Dol Raj Bhusal - UNDP has caused damage worth NRs. 513.38 billion to physical infrastructure and assets, and inflicted income loss of another NRs 187.08 billion. The total need of NRs. ------666.31 billion is required in order to build back better 23 different damaged sectors in Nepal. Casualties: The earthquake killed more than 8,857 people in Nepal. In Gorkha, 470

deaths were recorded including 20 missing, where 217 Male and 233 Female lost their lives. Total 1,348 were injured, where 587 were Male and 761 were Female.

Damage: Physical Infrastructure: In Gorkha, total 67,364 houses has been reported damaged, where 81.7% is heavily damaged, 12.6% is partially damaged and 5.7% is slightly damaged. Total 4317 classrooms were reported damaged, where 63.1% are fully damaged, 11.9% are major damaged, 17.2% are minor damaged. About 100 public building have been fully damaged, 53.2% of Public Offices, 42.7% of Health Post, and 4.2% of Agriculture and Livestock service center (Source: PDNA).

Agriculture: In Gorkha, a total loss of 10,127.1 metric ton of food items such as rice, millet, corns, barley etc. has been received.

Economic: The total cost of NRs. 27,315 million has been estimated for recovery and rehabilitation by each sector, such as 49.4% in Building Settlement, 14.7% in education, 7.5% in Community Infrastructure, 6.9% in transportation, 6.2% in Agriculture,, 4.6% in Livelihood, 3.7% in Sanitation and Drinking Water, 2% in Health, 0.8% Trade and 0.3% in Irrigation.

The Coordination Mechanism for Non-State Actors after Cluster Phase Out

After 25 April 2015, all together 98 national and international agencies were engaged for the humanitarian response (rescue, relief) and early recovery activities. It was a challenging task for District Disaster Relief Committee (DDRC) to manage agencies/ support group for effective mobilization in need based approach. UN OCHA supported DDRC for information management and overall coordination in the district until at the end of September, 2015. For the specific period, there was a humanitarian forum initiated to collaborate and coordinate with different agencies. Realizing the importance of inclusive and integrated coordination system to all government, Non- Government and UN agencies, DDRC suggested to create formal coordination mechanism that brings together all agencies working in the district for recovery and reconstruction period. With aim to support DDRC and DDC as well as efficient and effective operation of agencies activities in the field level, Recovery and Reconstruction Coordination Forum has been established. Chief District Officer and Local Development Officer perform advisory role where the communication and coordination with upcoming NRA Gorkha Office is shaped. ECO-Nepal has been running the earthquake recovery program in 7 VDCs of Gorkha District: , Dhawa, Tanglichowk, Makaisingh, Ghyalchowk, Bhumlichowk and Chhekampar. We have successfully completed the first phase (emergency period) and the second phase of early recovery. Now we are in third phase of the project and are some specific activities (area of intervention) covered during January, 2016;

WASH: (updated: January end; VDCs: - Baguwa, Dhawa, & Tanglichowk)

Renovation of Water Supply Schemes: 4 Water Supply Schemes completed out of 15 targeted schemes. Household Toilet Construction: 605 competed out of 841 targeted constructions. Institutional WASH Activities: Institutional WASH activities involve:  Construction of Toilets  Water Supply and Hand Washing Works

Hygiene Promotion: Toilet constructed at Pashupati PS of Tanglichowk VDC Hygiene promotion activity in Household Level, Community Based Group Discussion, Mother’s Group Discussion and hygiene promotion activity for Students in Schools is the highlight of January with programs focusing on hand washing traits, menstrual hygiene, water purification methods, communicable diseases etc.

Psychosocial Support:  Community Mediation Training: A 5 Day Learning Event  Drama Competition about disaster in six schools of six project VDCs for recreation of students and awareness raising  Orientation at Schools for PSS  Community Based Psychosocial Support (CBPS)

Livelihood Promotion Fodder & Horticulture Nursery Training: Eco-Nepal in collaboration with HEADS Nepal began six months long Fodder & Horticulture Nursery Training for restoring livelihood options of people with the program first implemented in Baguwa VDC in January.

Shelter Support Fodder & Horticulture Nursery Training in Baguwa Provide technical Support on safe Shelter; 2 Mason Trainings were conducted out of 6 in Ghyalchowk and Bhumlichowk VDCs. Total 44 participants were participated and were trained on earthquake resistant building construction techniques and method is using local construction materials and technologies. Raised awareness to them on its important and use of National Building Codes and disaster risk reduction during safe building construction.

The Project on Rehabilitation and Recovery from Nepal Earthquake (RRNE) Gorkha District Rehabilitation and Recovery plan JICA will prepare a Rehabilitation and Recovery Plan (RRP) in Gorkha district. Gorkha DDC and JICA, with support from central authorities, will prepare a Periodic District Development Plan (PDDP).

Grant Aid Projects Japanese Gov. signed the agreement of USD 35million Grant Aid Projects. One of the projects is the Bridge Construction of Barhakilo-Barpak Road, which is supposed to realize smoother access to Barpak and Saurupani even in rainy season, promoting economic development in the northern part of the district.

Quick Impact Projects (QIPS) JICA will implement projects related to women and children, health, road, water supply, peace and security, social welfare and livelihood (e.g. Amppipal Hospital) to enhance the pace of reconstruction and rehabilitation in the earthquake affected areas. (Bungkot, , Barpak, , , , Muchok, , Barpak)

The Transitional Project Implementation Support for Emergency Reconstruction Projects (TPIS-ERP) Financial Assistance for Emergency Housing and School Reconstruction Projects USD96million for Emergency Housing Reconstruction Project and USD112million for Emergency School Reconstruction Project will be loaned by Japanese Government.

Training for Masons and House Owners JICA will conduct the training for construction of safer and resilient buildings against earthquake from February 2016. The target VDC Clusters are Barpak and Bungkot Clusters1 where JICA plans to build the Resource Centers.

Reconstruction of Schools

Area Activities Supporting materials i. 17,295 NFI kits distributed. ii. 2,262 received cash for shelter assistance. iii. 3,000 received Safer Shelter Construction Orientation in 11 VDCs. iv. Cash voucher distribution (under winterization program) has covered (530 HHs), (488 HHs), Swanra (919 HHs) & VDCs (1,728 HHs). A total of NRs. 47,541,000 worth cash vouchers have been redeemed. Education Panchkhuwa Deurali i. 9 Child Friendly Safe Spaces (CFSS) reaching out to 2,045 children.

ii. 60 child clubs formed benefitting 3,426 children. iii. Constructed 3 Fun Parks for children. iv. 2 CFSS have been converted to CSS (Community Safe Space for Children) centres in Panchkhuwa Deurali and Masel. v. Altogether 19 vulnerable children have received cash assistance of NRs 5,000 in Masel & CFSS of Pandrung VDC

Child Protection Panchkuwa Deurali VDCs. i. Supported 11 health facilities with medical tents, various health kits and infection prevention kits. ii. 2,072 children beneficiaries of psychosocial counselling. iii. 9 health posts2 (that have birthing centres) have been supported with 2 adult blankets, 4 baby blankets, 1 halogen heater, 1 electric kettle and 1 thermos. iv. Food Security and Livelihood (FSL) Swanra VDC i. 7.314 metric tons of Plumpy Doz was distributed in 21 VDCs reaching more than 2,370 children. ii. 11 Outpatient Therapeutic Care Center for the treatment of severely acute malnourished children have been established in 10 VDCs and one in district hospital.

iii. 384 Baby Kits have been distributed in 4 VDCs – Pandrung, Takukot, Masel and Panchukhuwa Deurali. Baby Kits Distribution in iv. 36 FCHV kits have been distributed to FCHVs of 4 VDCs and have been planned to distribute Pandrung VDC Nutrition to all the FCHVs of the district.

United Nation World Food Programme (UN WFP)

Organizational Activities information

Background: The World Food Programme (WFP) is the food assistance programme of the United Nations and the world's largest humanitarian organization addressing hunger and promoting food security. UNWFP- Nepal has mounted a massive response to meet the needs of the survivors of the recent devastating earthquake occurred in 25th April and 12th May, 2015. It is an immensely challenging operation due to the mountainous terrain and remoteness of the affected communities. The focus is on a more long-term recovery. Some of WFP’s response contributes to the country’s resilient recovery. WFP’s main goals under its Nepal earthquake response are:

 To deliver food and other immediate relief to survivors, focusing on Nepal’s hardest-hit areas which are also the hardest to reach.  To ensure that vulnerable people affected by the earthquake have adequate access to food supply.  To provide logistics services to the wider humanitarian communities to help the people of Nepal. For materializing the objectives in the district, WFP has performed Emergency Operation Project (EMOP) activities in Gorkha district which are as follows;

EMOP I Phase Distribution (From Baishakh 16 to Jestha 19, 2072): WFP Nepal provided emergency food assistance to the most earthquake affected people and distributed a total of Rice: 620.52 Metric Tonnage (MT), High Energy Biscuit (HEB): 45.02 MT, veg oil: 11.50, Sugar: 6.12 to 63,471 Households (HHs) covering 60 VDC’s and 2 Municipalities of the Gorkha district.

EMOP II Phase Distribution (Jestha 20, Shrawan 32, 2072): During this Phase, WFP Nepal assisted emergency food support for 30 VDCs namely; Aaru Arbang, Pancha kuwa Deurali, Pandrung, Saurpani, Hansapur, Srinathkot, Semjong, Swara, Takukot, Kerabari, Lakuribot, Muuchok, , Keruja, , Lho, Prok, Samagaun, , Uhiya, Kashigaun, Lapu, , Manbu, Barpak, Bihi, Chhekampar, , and Kharibot of Gorkha district. Distributed a total of Rice: 884.68 MT, Pulse; 110.43 MT, Veg oil: 44.41 MT, Plumpy doze: 10.98 MT,Covering a total of 22,117 HHs in the aforementioned VDCs.

EMOP III Phase – Food for Assets (FFA): EMOP III Phase started from Bhadra 15, 2072 and will continue till Chaitra 18, 2072. A total of 13,021 HHs from 20 VDCs namely; SamaGaun, Lho, Bihi, Prok, Chumchet, Chhekampar, Sirdibas, Kashigaun, Keruja, Lapu, Laprak, Manbu, Gumda, Thumi, Uhiya, Barpak, Saurpani, Swara, Kharibot, and Ghyachok of Gorkha district has been covered under this phase. All the working VDCs were prioritized by District Food Security Network (DFSN) as highly food insecure VDCs due to earthquake. UN WFP Nepal through its Asset creation activities (FFA) assisted in implementations of a total of 139 different types of community assets (i.e. Road: 12, Mule/Foot trail: 81, Drinking Water Supply: 12, Wooden Bridge: 8, Green house: 1, Health facility: 1, Micro Hydro Power canal support: 4, River Banking: 1, Community facilities: 9 and School facilities: 10) endorsed by District Disaster Risk Reduction Committee (DDRC). These all assets were selected by the beneficiaries themselves through participatory approach. For completing the assets, UN WFP assisted a total of 2,304.717 MT food commodity, NPR 91,491,460 cash for transporting the foods from Extended Delivery Point (EDP) to Final distribution Points (FDPs) and Other Directional Operational Cost (ODOC) NPR 22,193,084. Support Activities for Poor Producers of Nepal (SAPPROS-Nepal) a National Non-governmental Organization (NGO) has been working as a Cooperating Partner (CP) for the EMOP III phase and all the aforementioned resources has been utilized and delivered to the beneficiaries through CP.  The supported ration is 150 kg rice and 27 kg pulses per HH for 40 working days over a period of 8 months for light asset creative work.  The food ration will cover an estimated 69% of daily food basket of a family of five.

Asal Chimekee Nepal is an organization which was registered as NGO in 2059 and was started by Christian Community, Pokhara Kaski. Asal Chimekee Nepal works close coordination with DDRC, and related district government offices in Gorkha.

Involvement of ACN: 1. Relief distributions in January, 2016: According to agreement between DDRC Gorkha, Asal Chhimekee Nepal were able to distribute warm clothes to 3491 households from Barpak, Gumda, Bhumlichowk, Makaising, Tanglichowk, Ghyalchowk, Borlang, Panchkuwa Deurali and Pandrung VDC's of Gorkha in January, 2016. 2. Reconstructions: Asal Chhimekee Nepal is working on rebuilding of five Health Post, five school buildings and VDC building of Shreenathkot VDC's Gorkha as well as 100 private houses.

UN Women

UN Women: Providing Humanitarian response to extremely vulnerable population in Gorkha

To respond to the immediate protection needs of women and girls after the devastating earthquake of 25 April 2015, UN Women Nepal Country Office, as part of the Humanitarian Country Team, contributed to the humanitarian response by distributing Non Foods Items (NFIs), establishing an Information Centre (IC) and a Multipurpose Women’s Centre (MPWC) in Gorkha

UN Women distributed Non Foods Items (NFIs) - 700 dignity kits, 800 sanitary napkins and 416 radio sets through women’s groups at the MPWCs with support from the Women and Children Office (WCO) in Gorkha. Women for Human Rights (WHR) constructed a MPWC in Dandidada 5, with the financial support of UN Women and provided multi sectorial services (including psychosocial counselling and trauma assistance, awareness raising and information dissemination, integration into early recovery and social groups and referral mechanisms) to a total of 1,842 women beneficiaries. In addition, one IC was established immediately after the earthquake by supporting the district administration office for collection and dissemination of information related to humanitarian response among different stakeholders including the affected population. A total of 1,939 persons benefitted from the relevant information from the Centre.

Interventions in Gorkha district during response phase4 UNICEF Gorkha emergency site office has mainly worked in six areas: a) Child Protection; b) Education; c) WASH; d) Nutrition; e) Health; and f) Social Protection and Communication for Development (C4D) is cross cutting component of UNICEF. Following is the description of each:

*Child Protection/*Social Protection: 637 most vulnerable children provided with emergency support out of 4,190 registered as vulnerable under family preservation. 329 children were benefitted through 7 Child friendly Spaces, provided 41 recreational kits for ECD centers and CFS run by other agencies; social mobilization for awareness raising on Anti trafficking campaign outreached 44 VDCs; >9,000 women and children were provided psychosocial support in 11 VDCs and Gorkha District Headquarter 600 lactating women were benefitted from the Blanket distribution. NPR 3000 per person provided to social protection grant scheme members (marginalized groups) 28,362 people benefitted from social protection grant.

*Education: ECD Kits were provided to all 375 centers of which 8,072 children were benefitted and Recreation Kits and School Kits were also provided to all 457 government schools that reached among 80,805 school children (Source: DEO Gorkha-EMIS); 89 TLCs were constructed and each were supported with Latrine/Hand Washing Stands that benefitted to 8,900 school children.

*Water and Sanitation and Hygiene (WASH): With the partnership of Nepal Red cross Society 6602 sustainable water supply were supported. Similarly 4,141 households’ and 28 institutional latrines were constructed. 15,365 set of hygiene kits were distributed.

Nutrition: 21,902 children aged 6-59 months have been screened during national vitamin A campaign in November 2015 for acute malnutrition, Severe Acute Malnutrition (SAM) identified 21 and moderate acute malnutrition (MAM) 364 children were admitted to 11 outpatient therapeutic center (OTC). 17,639 children aged 6-59 months have been reached with micronutrient powder; 21,157 (90%) of children have been reached with Vitamin A supplementation; 1,316 Child of pregnant and lactating women reached with Iron Folic Acid tablets. Recovery plan: Enhance capacity of FCHVs, health Workers and other GHAN staff comprehensive nutrition interventions for 1,092; Promote, protect and support for Infant and Young Child Feeding for 10,552; Manage MAM of children and pregnant and lactating women for 8,704; Manage 986 for SAM of children 6-59 months age. Prevent micro-nutrient deficiencies of children and women 55,487; Promote 8,064 household based food handling techniques and cooking mechanism along with hygiene and sanitation practice for 1000 golden day’s families.

*Health: Support for maintaining cold chain system and regular EPI Program with 80% of overage; promotion of health hygiene behavioral practice reached among 26,993 beneficiaries of 42 VDCs through trained social mobilisers in each VDCs; Support through the winterization of three Shelter homes and 18 birthing center operating under tents benefitted to ANC, PNC and New born 1,433 (1,068 in SH & 365 Birthing Centers operating under tents). 335 Blankets were distributed to PNC mothers; 7 VDCs were supported for strengthening the outreach clinics on reproductive health and child health by providing support of 21 medical tents, 10 Interagency Emergency Health Kits, 10 sets of surgical instruments, 45 sets of basic health kits, 15 first aid kits, 20 clean delivery kits and approximately 50 baby suits to clothe for newborns; To treat 100 severe and 400 moderate cases A Diarrheal Disease Kit under the Strengthening of Private Sector Approaches for Improving Coverage and Quality of Diarrhea and Pneumonia Management.

*Communication for Development (C4D): IEC materials were distributed as part of awareness to community for behavior change. Counseling from distance and exchange of information through Bhandai sundai radio program in Radio Nepal and Bhandai Sundai Gaun Gaunma with the mobilization of popular national artist (comedy and music). Psychosocial counseling and community mobilization through Yuwalaya for 10 VDCs.

CARE Nepal is working in Gorkha District doing different interventions in various sectors like Food Security and Livelihood, Water Sanitation and Hygiene, Shelter, Green Recovery, Sexual maternal and Reproductive Health, Gender Based Violence and protection. Shelter

 Winterization packages (Blankets, quilt, solar lamp and tarps and cash voucher for warm clothes) were distributed to 6683 HHs to increase the resilient capacity of the people to cope up from cold in seven VDCs Barpak, Laprak, Gumda, Saurpani, , Kerauja and Muchchok.  11 PASSA (participatory approach for safe shelter awareness) groups were formed among 6 VDCs. Practical Action is an international non-governmental organization that uses technology to challenge poverty in developing countries. We find out what people are doing and help them to do it better.

In Gorkha, Practical Action is working with local partner Goreto Gorkha since 2008. Major Intervention areas in Earthquake affected areas in Gorkha and Dhading are as follows  Shelter  Water Sanitation and Hygiene (WASH)  Early Recovery  Food and livelihood

Progress against interventions: 1. Shelter: Total 416 temporary shelters had been constructed in Asrang VDC of Gorkha and 1451 temporary shelter had been constructed in Jaymrung and Agyinchowk VDC of Dhading district. One emergency shelter is under construction in Borlang and it is for multipurpose use. 2. WASH: Total 2299 hygiene kits distributed in Asrang and Borlang VDCs. Similarly twenty five drinking water schemes renovated in the same area covering 1500 households and twenty scheme in Chainpur and Jayamrung VDC of Dhading district. Total 1118 toilet constructed in two VDCs of Gorkha and 210 toilets in Chainpur VDC of Dhading. Hygiene promotion training in both Gorkha and Dhading district provided to 36 Female Community Health Volunteers (FCHVs) 3. Early Recovery: Supported to demolish and debris management of total 14 schools (5 from Asrang and 9 from Borlang) in Gorkha. This activity was part of cash for work. 4. Food and Livelihood: In relief phase, total eight VDCs were covered in Gorkha and distributed 3325 shelter set and 2380 households covered for food material distribution. Similarly in Dhading, eight VDCs were selected and distributed 2665 shelter set and covered 4323 households for food item distribution. Similarly cash for work activities conducted in Gorkha covering 3 irrigation schemes, trail improvement in 10 places, 24 drinking water renovations, road maintenance in 26 places and 14 schools demolition and debris management. Conducted trainings on poultry farming, goat raising, vegetable farming, plumbing and house wiring in Gorkha. Total 90 members from target community benefited from the training. One irrigation scheme work is going on in Borlang-8 which will give direct benefit to 74 households and covering more than 50 hectare of land.

Good Neighbors Nepal (Gorkha Community Development Project) has been working since May, 2014 in four VDCs namely Phinam, Aaruarbang, Thumi and Lapu. After Earth quake, we also started working in Manbu VDC. As per this bulletin publication, we have enlisted area wise intervention which was done during January, 2016.

WASH: (updated: January end; VDCs: - (Phinam, Aaruarbang, Thumi, Lapu and Manbu)

Permanent Water Construction: We have successfully completed 32 Water schemes in Five VDCs. In which, around 3600 HH benefitted. Temporary toilet materials support: We have supported individual Pan, Cement, CGI sheet, Plain sheet etc supported to 41 HH of two VDCs namely Lapu and Thumi of resettled area.

Education: Sponsor Children Enrolment: We have successfully enrolled 600 sponsor children from Manbu VDC especially from School children grade 1 to 5 as of doing Child Intake form filling up with sponsor family.

Livelihood: Vocational Training: We have successfully conducted sewing training for two persons from two VDCs namely Thumi and Aaruarbang as of 3 month of course.

. On the 25th of April and 12th of May 2015 Nepal experienced a devastating earthquake resulting in widespread damage and loss of life over 80 million peoples of the country. Damage to the agriculture sector heavily affected the life of the people. They lost house, livestock shelter, livestock, standing crops, food stocks and agricultural inputs resulting the social, economic, cultural and somewhat spiritual harmony of the society. Caritas Nepal/Catholic Relief Services (CRS)

Emergency Response CRS and Caritas Nepal responded to the 2015 earthquakes with multiple programs to assist earthquake-affected communities and people in Gorkha and nearby districts recover. We distributed:  Emergency WASH and shelter materials to 12,496 households  Transitional shelter cash and/or items to 10,419 households  Transitional WASH items to 4,481 households  Multi-purpose cash grants to 16,775 households  Winterization materials and cash to 4754 households  Market recovery grants to 404 vendors whose shops were destroyed We also addressed the needs for trauma healing in communities through theater group presentations at distribution sites.

Emergency Recovery & Disaster Risk Management From 2016 to 2019, working with the Government of Nepal, local partners and communities, Catholic Relief Services will assist earthquake-affected families in 13 VDCs and 1 Municipality in Gorkha District with support in livelihoods, WASH and shelter. CRS will integrate disaster risk management throughout all activities.

SHELTER CRS with PBSK, SSICDC and Caritas Nepal will provide technical reconstruction support, skills training, and other support in line with guidance from the

Government of Nepal and NRA. CRS will also support efforts to introduce new techniques and materials Emergency Recovery & Disaster Risk Management supported by the government guidelines to help families

and communities to build back safer homes. LIVELIHOODS Supporting communities to

recover livelihoods that have been interrupted due to the WASH CRS with PBSK, SSICDC and Caritas earthquake and improving livelihoods to support stronger Nepal will integrate WASH into all work in communities and capacity to respond to future emergen cies is a core support communities to repair damaged water system, component of CRS recovery strategy. CRS with PBSK, latrines and support hygiene promotion activities. SSICDC and Caritas Nepal will prioritize asset recovery, technical inputs and training as part of livelihoods activities.

UNDP is assisting the Government of Nepal to respond to the devastating earthquakes and help Nepal recover. With a comprehensive programme spanning three years, under the leadership of the Government of Nepal, UNDP focuses on four main areas of work: support for national planning and implementation of recovery, livelihoods and economic recovery of communities, restoring governance systems and public service delivery, and helping to build a disaster-resilient Nepal. UNDP links early recovery work with long- term development under the leadership of the Ministry of Federal Affairs and Local Development and the Ministry of Urban Development.

UNDP is working through its established networks to deliver assistance where it matters most. Emphasis will be put on accountability and transparency throughout the recovery period, ensuring that existing vulnerabilities and inequalities, gender issues and environmental concerns are addressed.
