Letter of Agreement To guide multi-purpose cash interventions in earthquake affected VDCs in

Background: The multi-purpose or unconditional cash grant (MPG) is based on the understanding that in the emergency period following the 26 April and 12 May earthquakes, the majority of affected households are struggling to meet their basic daily needs. The MPG is understood here as a one-off financial assistance with no conditions to receive and no restrictions to be spent by earthquake affected households. The value of the MPG has been agreed at 7,500 NRs (approximately 75 US$) for one month for one household.1

Parties: This document constitutes an agreement between the national/international non-governmental organization (I/NGO) ______and the local authority ______regarding the provision of multi-purpose cash assistance by the I/NGO to ______(no.) earthquake affected households in ______VDC in Gorkha Districts.

Cash-assistance can be provided as follows:

1. To damaged and destroyed households in the nine hard-to-reach northern VDCs2 ______(no.) households in the following northern VDCs will receive multi-purpose grant in the amount of ______per household for the duration of ______months: ______

2. To households included in the Government of Nepal’s Social Protection Program ______(no.) households belonging to the Government Social Protection Program in the following VDCs will receive multi-purpose grant in the amount of ______per household for the duration of ______months: ______

3. To people rendered vulnerable by the earthquake and not included in the categories above ______(no.) people who are not on the social welfare lists but who have become vulnerable as a result of the earthquake in the following VDCs will receive multi-purpose grant in the amount of ______per household for the duration of ______months: ______

In line with the current coordination structures, national and local policies, and the joint decisions of the Gorkha Cash Coordination Group and DDRC, parties agree to:

1) The DDRC/VDC Secretary will provide the list of families whose homes were damaged and destroyed in the nine northern VDCs (Bihi, Chekampar, Chumchet, Kerauja, Lho, Prok, Samagaun, Sirdibas, Uhiya) to humanitarian partners providing cash assistance. 2) The DDRC/VDC Secretary will provide the list of social welfare recipients at household level in all earthquake affected VDCs to humanitarian partners providing cash-assistance. 3) The DDRC/VDC Secretary will provide the final list of people who have been rendered vulnerable by the earthquake and are not on the social welfare lists to humanitarian partners providing cash-assistance. 4) The INGO and VDC will work together as per the attached criteria table to select additional beneficiaries within their VDC when they exist. These are people who have been rendered vulnerable by the earthquake and not covered by social protection welfare. 5) Collectively the I/NGOs commit to provide multi-purpose cash-assistance to all families in the northern nine VDCs whose houses were damaged and destroyed by the earthquake. 6) The (I)NGO will inform the DDRC/VDCs immediately and provide a justification should it not be in the position to uphold commitments specified in this letter. 7) The cash distribution should be carried out in coordination with the VDC Secretary and the DDRC.

This letter shall be in effect upon the signature of the VDC Secretary and the (I)NGO, as well as the DDRC.
