The North African conflict has widened in recent months after Turkey began supporting the UN-recognized Government of National Accord in their fight against Haftar, the leader of the Russia-backed Libyan National Army. Haftar controls large swaths of eastern Libya and is trying to dislodge the GNA from the capital city, Tripoli. In addition to releasing images of what are being called disguised Russian MiG-29 warplanes and other aircraft in southern Libya, U.S. sources also claim that Wagner, a Russian mercenary outfit that has gained notoriety for its activities in Ukraine and Syria, has deployed personnel to assist Haftar and his forces. Russia also appears to be providing Haftar and his men with advanced anti-aircraft systems. When Turkish-backed Libyan forces recently captured the al-Watiyah airbase in the country's west, they discovered a disabled unit of the Pantsir-S1 anti-aircraft missile system.     Decision of the IOC Executive Board The IOC Executive Board (EB) today deliberated on the findings of the Schmid Commission addressing the systematic manipulation of the anti-doping system in Russia prior to this decision. The Commission’s report also addresses the manipulation of the anti-doping laboratory at the Olympic Winter Games Sochi 2014, which targeted the Olympic Games directly. The EB approved the Commission’s report. Now that due process has been followed, and the right to be heard has been granted, the EB, following the recommendations of the Schmid Commission, took the following decisions: I. To suspend the Russian Olympic Committee (ROC) with immediate effect. II. To invite individual Russian athletes to the Olympic Winter Games PyeongChang 2018 according to the following guidelines: 1. The invitation list will be determined, at its absolute discretion, by a panel chaired by Valerie Fourneyron, Chair of the ITA. This panel will be guided in its decisions by the following principles: a) It can only consider athletes who have qualified according to the qualification standards of their respective sports. b) Athletes must be considered clean to the satisfaction of this panel: - Athletes must not have been disqualified or declared ineligible for any Anti-Doping Rule Violation. - Athletes must have undergone all the pre-Games targeted tests recommended by the Pre-Games Testing Task Force. - Athletes must have undergone any other testing requirements specified by the panel to ensure a level playing field.

SIBUR’s contribution to reaching the UN Sustainable Development Goals With every year that passes, SIBUR has been increasingly paying very close attention to various aspects of sustainable development. The Company sets great store on continuously improving the quality of its products and on strengthening the loyalty of its customers, both direct and indirect alike. We want to keep them abreast of our progress, whether it is how we perform financially, or what we do to help preserve our environment and to enhance the social fabric of our communities. To that end, the Company has been publishing, since 2016, its annual sustainability reports that aim to address those relevant trends that affect both our industry and our society at large. The focus of the 2017 Report was on industry digitalization, a very visible trend that has risen to prominence over the last several years. Digital transition is, indeed, an essential factor of the so-called “new economy”, but it is not the only one. Arguably, a general outline of today’s world and its development course were set out in the United Nations’ framework of what is traditionally perceived as the underpinnings of sustainable development – economic efficiency, social welfare, and environmental security, and concisely summarized as the 2030 Sustainable Development Goals (SDGs) . The thrust of the SDGs is to eliminate existing inequalities in various areas, while preserving the environmental and social equilibrium, and creating new opportunities for all social groups. Governments, private businesses, NGOs, and other national and international actors have been actively pursuing the SDGs since 2015.
