Kolawole Samuel Adeyemo is Senior Lecturer in the Department of Education Management & Policy Studies, University of Pretoria, South Africa. He holds a PhD in Educational Management from the Cavite State University and a postdoctoral training in TQM in Higher Education from Centro Escolar University, both from the Philippines. He has received a University of Pretoria postdoctoral fellowship, grant award for Young Professors and Researchers in African Universities from Coimbra Group and is visiting scholar to Indiana University. Katja Aleksandriyskaya is a doctoral student at the Chair of Policy Analysis at the Goethe University of Frankfurt, Germany. In her doctoral thesis she is concentrating on school education reforms in Central and Eastern Europe. Her main areas of research are second- ary education policy and post-communist transformation processes. In her research she is particularly focusing on the influence of local actors and interest groups on education policies and with issues of governance. Alberto Amaral is an Honorary Professor, , Portugal, and a researcher, Centre for Research in Higher Education Policies (CIPES). He was Rector of the University of Porto, 1985–98, and former chair of the Consortium of Higher Education Researchers (CHER). He is a life member of IAUP. At present he is the chair of the executive board of the Portuguese Assessment and Accreditation Agency for Higher Education. Sandra Archer is an education data researcher, specializing in both quantitative and qualitative research to support informed national, state and institutional decision making. She previously served as Director for University Analysis and Planning Support at the University of Central Florida, USA, with primary responsibility for developing analytics to support university planning. She has a PhD in industrial with specializa- tion in operations research and an MS in statistics from the University of Central Florida. Ian Austin is Deputy Director, Continuing and Professional Education, University of the West Indies Open Campus, Barbados, and recently served as Principal, Barbados Community College. His primary area of research interest is the governance of higher education and he has co-authored a book entitled: Governance of Higher Education: Theories, Global Perspectives and Practices (Routledge, 2016). Elizabeth Bell is a doctoral student in Political Science, University of Oklahoma, USA, studying higher education policy and public administration. Her research explores the implications of higher education policy for institutional accountability, bureaucratic implementation and student outcomes. As such, she interacts with the scholarly com- munity in public policy and public administration as well as routinely producing work that is relevant to policymakers. Christian Blanco is the Academic Director, Council of Rectors of Chilean Universities (CRUCH). His research interests include civil society, school choice, higher education, universities, scientific research, internationalization, quality assurance, agent-based modelling and analytical sociology. Victor Borden is Professor of Higher Education, Indiana University Bloomington, USA, where he also directs the Carnegie Classification of Institutions of Higher Education. Previously he directed the institutional research operations of four higher education institutions. His general area of scholarship is on the assessment of higher education institutional and program performance. He was a Fulbright Specialist in South Africa and is Past President of the Association for Institutional Research. Robert Bringle is Chancellor’s Professor Emeritus of and Philanthropic Studies and Senior Scholar, Center for Service and Learning, Indiana University-Purdue University Indianapolis, USA. From 2012 to 2015 he was the Kulynych/Cline Visiting Distinguished Professor of Psychology, Appalachian State University. He served as Executive Director of the Indiana University-Purdue University Indianapolis Center for Service and Learning, 1994–2012. He has a PhD and PhilD. Roger Brown is the former Vice Chancellor of Southampton Solent University, UK. He has been a professor, visiting professor or equivalent at twelve universities. He is an international authority on the application of market-based policies to higher education. In 2013 he received Times Higher Education’s Lifetime Achievement Award. His latest book, The Inequality Crisis: The Facts and What We Can Do About it, was published by Policy Press in September 2017. Gwilym Croucher is a visiting Research Fellow, University of California Berkeley, USA, Center for Studies in Higher Education. A Fulbright Scholar, he is a Senior Lecturer in the Melbourne Centre for the Study of Higher Education, University of Melbourne, as well as Principal Policy Adviser in the University of Melbourne’s Chancellery. David D. Dill is Professor Emeritus of Public Policy, University of North Carolina at Chapel Hill, USA. He has been a Visiting Professor at: the University of Manchester; Wolfson College, Cambridge University; the University of Twente; and the European University Institute, Florence. His research interests include public policy analysis, the regulation of academic quality, and research policy. He directs the Research Program on Public Policy for Academic Quality. Michael Dobbins is Assistant Professor for Policy Analysis, Goethe University, Frankfurt, Germany. His doctoral thesis dealt with higher education in Central and Eastern Europe. His main areas of research are higher and secondary education policy, policymaking in the EU, and post-communist transformation processes. Daniel Edwards is Research Director, Tertiary Education Research Program, Australian Council for Educational Research, Australia. His research encompasses a range of edu- cational issues, with particular emphasis on higher education. The work explores issues relating to graduate and alumni outcomes, supply of and demand for higher education, student achievement, student aspirations and pathways, selection policies for entrance to university, assessment development and educational ‘choice’ theories. He has a BA (Hons) and PhD from Monash University. Alisa Hicklin Fryar is Associate Professor of Political Science, University of Oklahoma, USA, where she also directs the programmes in public administration, public policy and nonprofit organizational studies. Her research focuses primarily on issues related to higher education policy, public management, organizational leadership and account- ability. She received her PhD from Texas A&M University and her BS from Lamar University. Satoko Fukahori is Director, Department for Higher Education Research, National Institute for Educational Policy Research (NIER), Japan, the research arm of the Japanese Ministry of Education. She is also Director of the Tuning National Center housed at NIER. Her research focuses on quality assurance of higher education and learning outcomes assessment in particular. She was Japan’s national coordinator of the OECD-AHELO Feasibility Study, and based on this experience, leads its spin-off project, the ‘Tuning Test Item Bank’ in mechanical engineering. Andrew Gibson is a PhD candidate with the Cultures, Academic Values in Education (CAVE) Research Centre, Trinity College Dublin, researching sociology of the military, professionalisation and higher education. He was previously a researcher with the Higher Education Policy Research Unit (HEPRU), Dublin , Ireland, and the HEFCE/ESRC-funded Centre for Global Higher Education (CGHE), London, UK. Fei Guo is an Assistant Professor, Institute of Education, Tsinghua University, Beijing, China. She holds a PhD in Economics and Education from Teachers College, Columbia University. Her research interests include student development in higher education, economic returns to higher education, and educational equity in China. Martin Hanlon is Director, Planning and Quality Unit, University of Technology Sydney (UTS), Australia. He is also the current Chair of the Australian Network of University Planners (ANUP). Martin has co-authored various international publications and presented at conferences in the field of institutional research. He also chaired the 2012 annual forum of the Australasian Association for Institutional Research (AAIR). Martin serves as a non-Executive Director on a non-profit Board. Lee Harvey is founder and editor of Quality in Higher Education. He was previously Professor, Copenhagen Business School, Denmark, and founder-Director, Centre for Research into Quality, University of Central England, and Centre for Research and Evaluation, Sheffield Hallam University, UK. Martin Hicks is Executive Director, Data and Statistics, Higher Education Quality Council of Ontario (HEQCO), Canada. He is responsible for building HEQCO’s data infrastructure and capacity. Previously he served in the Ontario Cabinet Office and as a senior administrator at Durham College. He received his BA and LLB from the University of Toronto. Nicholas Hillman is an Associate Professor of Educational Leadership and Policy Analysis, University of Wisconsin-Madison, USA. His research focuses on postsecond- ary finance and financial aid policy, primarily as they relate to college access and equity. This work includes research on student loan debt, performance-based funding and college affordability. Angela Yung-chi Hou is Professor of Higher Education, Fu Jen Catholic University, Taiwan. She now serves as Executive Director, Higher Education Evaluation & Accreditation Council as well as the Vice President of APQN. She was recognized by Springer as one of the top 24 Asian researchers in the higher education field. Over the past five years, she has been awarded ‘Outstanding Researcher’ by the Ministry of Science and Technology, Taiwan. Futao Huang is Professor at the Research Institute for Higher Education, Hiroshima University, Japan. He is mainly concerned with research into the internationalization of higher education, academic profession, university and college curriculum, and East Asian higher education. Jeroen Huisman is Professor of Higher Education, Centre for Higher Education Governance Ghent (CHEGG), , Belgium. He holds a PhD in Public Administration, University of Twente. From 2005 to 2013 he was Professor of Higher Education Management, University of Bath. Yusnidah Ibrahim is Professor of Finance, School of Economics, Finance and Banking (SEFB), Universiti Utara Malaysia (UUM). She has a BA and MA from the University of Iowa, USA and a PhD from De Montfort University. Her research areas are in capital structure, corporate and business finance and higher education finance. She also serves as editorial board member of several international journals and is a member of UUM’s Investment Committee. Russayani Ismail is Associate Professor, School of Economics, Finance and Banking, Universiti Utara Malaysia (UUM). She served as the Director at the Centre for Testing, Measurement and Appraisal (CeTMA) UUM from 2012 to 2017 and the Director of Institute for Economic Research, UUM from 2007 to 2008. Jones is Professor of Higher Education and Dean of the Ontario Institute for Studies in Education, University of Toronto, Canada. His research focuses on higher education systems, governance and academic work. His current projects include an edited volume focusing on academic career pathways in the context of national systems (with Martin Finkelstein) and a national study of university governance in Canada. Ben Jongbloed is a Senior Research Associate, Center for Higher Education Policy Studies (CHEPS), University of Twente, the Netherlands. His research is on issues of governance and resource allocation in higher education. He has been involved in several national and international research projects for clients such as the European Commission and national ministries. His recent work is on performance agreements in higher education, university rankings (U-Multirank) and entrepreneurship in higher education (HEInnovate). Jens Jungblut is a Postdoctoral Research Fellow, Scandinavian Consortium for Organizational Research (SCANCOR) and the Graduate School of Education, Stanford University, and a Postdoctoral Researcher, International Centre for Higher Education Research (INCHER), University of Kassel, Germany. He received his PhD from the Department of Education, University of Oslo. His research interests include higher education policy, policymaking and governance, party politics, and organizational change in higher education. Roger King was previously Vice Chancellor, University of Lincoln, UK, and is currently a Visiting Professor, University of Bath, UK, a Research Associate at the London School of Economics, and a member of the UK Parliamentary Higher Education Commission. He is Chair of the Board of Governors, UK College of Business and Computing, London. He has published on regulation, governance and globalization. Kevin Kinser is Professor and Department Head of Education Policy Studies and Senior Scientist, Center for the Study of Higher Education, Pennsylvania State University, USA. He is also a Senior Fellow for Internationalization at NAFSA: Association of International Educators and co-director of the Cross-Border Education Research Team. Mary Catharine Lennon has an academic and professional background in higher educa- tion research, policy development and advice. The majority of her work is in system-level issues such as accountability, quality assurance and assessment. She has worked in institutions, provincial, inter-provincial and international higher education agencies, and is currently with the Postsecondary Education Quality Assessment Board in Ontario, Canada. She is also a Visiting Scholar at the University of Toronto, where she received her PhD. Stein Erik Lid is a senior adviser at NOKUT (Norwegian Agency for Quality Assurance in Education), Norway, where he primarily works with analyses to identify what constitutes good quality in higher education, using both quantitative and qualitative data. He has a background as an academic researcher in Molecular Biology and Genetics, and holds a PhD from the Norwegian University of Life Sciences. Nian Cai Liu is Professor and Director, Center for World-Class Universities, and Dean of Graduate School of Education, Shanghai Jiao Tong University, China. Marian Mahat has more than twenty years of professional and academic experience, spanning several Australian universities, the Australian Federal and local governments, as well as the private sector. She has worked on collaborative projects, written numerous publications and presented at conferences in education. She is currently a Senior Research Fellow and Research Manager on an international linkage project. Her research interests are in student learning and outcomes in different learning and teaching contexts. Julián P. Mariño directs the Evaluation Center of the School of Education, Los Andes University, Bogotá, Colombia. From 2007 to 2015 he headed the Evaluation Department at ICFES, the Colombian national agency for education quality evaluation. His focus of interest is assessment development. Michaela Martin works as a programme specialist at the UNESCO Institute for Educational Planning, France. She has a track record of more than 25 years in research and teaching in higher education policy, governance and planning. She specializes in resource management in higher education, the management of university–industry partnerships, indicator systems for the monitoring of higher education systems and governance reform in higher education. Over the years she has published some 50 single or co-authored books, articles and several series of training modules. William F. Massy is a consultant, Emeritus Professor, and former Vice President for Business and Finance at Stanford University, USA. He co-directed the U.S. National Center for Postsecondary Improvement, served on Hong Kong’s University Grants Committee, and is an Honorary Faculty Fellow at the University of Melbourne (AU). His most recent book is Reengineering the University: How to Be Mission Centered, Market Smart, and Margin Conscious. He holds a PhD from MIT, and a BS from Yale University. Kenneth Moore is a PhD candidate, Melbourne Centre for the Study of Higher Education, Australia, researching productivity in higher education. He holds a BS in Pure Mathematics and an EdM in International Educational Development. He is a Fulbright Scholar and a Kentucky Colonel. He has many years’ experience working in the USA, Australia and Indonesia within secondary education, tertiary education, the not-for- profit sector, and small business. Sibusiso Moyo holds a PhD in Mathematics from the University of Natal, Durban, South Africa, and a Master’s in Tertiary Education Management from the LH Martin Institute, University of Melbourne. She has published widely in the Mathematical Sciences with a focus on differential equations and optimization problems. She served as Director for Research and Postgraduate Support until 2017 when she was appointed as Deputy Vice- Chancellor (Research, Innovation and Engagement), Durban University of Technology. Currently he is senior researcher at FiBS-Research Institute in Berlin. Richard J. Shavelson is Margaret Jacks Professor of Education and Professor of Psychology, and I. James Quillen Dean of the Graduate School of Education, Stanford University (Emeritus), USA. He was president of AERA; is a fellow of AAAS, AERA, APA, APS, and the Humboldt Society, and member of the National Academy of Education and the International Academy of Education. His research focuses on the measurement of student learning in higher education. Jinghuan Shi is Professor and Executive Dean, Institute of Education (IOE), Director, Center for the Assessment of College and Student Development, Tsinghua University, China. Her research interests focus on higher education, assessment of college students’ learning and development, history and comparative study of higher education. She received her PhD from Beijing Normal University. Ole-Jacob Skodvin is educated in economics and human geography. Since 2010 he has been Director of Analysis and Development at NOKUT (Department of Analysis and Development), Norway. Before that, he was a Deputy Director, Ministry of Education and Research (Department of Higher Education, 2005–10) and a researcher II (senior researcher) at Norwegian Institute for Studies in Research and Higher Education (NIFU). He has published nationally and internationally on various topics related to higher education, including issues focusing on mergers, organizational development and evaluations of different higher education reforms. Bjørn Stensaker is Professor of Higher Education, University of Oslo, Norway. He has a special interest in issues related to governance, organizational change and management in higher education. He has written extensively on these themes in a range of international journals and books. Francois Strydom is Director, Centre for Teaching and Learning, University of the Free State, Bloemfontein, South Africa. Chang Da Wan is Senior Lecturer, National Higher Education Research Institute (IPPTN), Universiti Sains Malaysia. He holds a DPhil. from the University of Oxford, and his main research interests are higher education and economics. He is also an Affiliate Member of the Young Scientists Network Academy of Sciences Malaysia. Everard Weber studied at the University of Cape Town and Harvard University. He has worked at Crestway High School in Cape Town, the University of the Witwatersrand, and the University of Johannnesburg. Weingarten is President and CEO, Higher Education Quality Council of Ontario (HEQCO), Canada, an independent agency of the Ontario government with the legislated mandate to improve the accessibility, quality and accountability of the province’s colleges and universities. He is the former president and vice-chancellor of the University of Calgary, and provost at McMaster University. He received his BSc from McGill University, and his MSc, MPhil and PhD from Yale University. Wen Wen is Associate Professor in Higher Education, Tsinghua University, China. Her research interests include sociology of education, comparative higher education and educational policy. Her recent book, The Formulation and Transition of China’s Education Policy from 1978 to 2007: A Policy Discourse Analysis, was published in 2012. She received her PhD from Oxford University in 2010. Don F. Westerheijden is Senior Research Associate, Center for Higher Education Policy Studies (CHEPS), University of Twente, the Netherlands, where he coordinates research on quality management. He studies quality assurance and accreditation, their impacts, as well as university rankings. He edited and contributed to books on quality assurance in higher education, and (co-)authored a large number of articles on the topic. Evaluation of higher education policies is another of his research interests. Ross Williams is Emeritus Professor, Melbourne Institute of Applied Economic and Social Research, University of Melbourne, Australia. He was formerly Professor of Econometrics and Dean. He is currently the lead investigator in the Universitas 21 project, which ranks national systems of higher education. Li Zhang is the US–Taiwan PIRE Project manager, University at Albany, State University of New York (SUNY), USA, and Director of the Cross-Border Education Research Team’s (C-BERT) China Project. She received her PhD in international higher education from the Department of Education Policy and Leadership, University at Albany, SUNY. Her research interests include international branch campuses and their operation and governance. Olga Zlatkin-Troitschanskaia is the Professor of Business and Economics Education, Johannes Gutenberg University Mainz, Germany. She has directed numerous externally funded national and international research projects and has been coordinating the national research program ‘Modeling and Measuring Competencies in Higher Education (KoKoHs)’ since 2011. She has published widely on empirical educational research in higher education. She is a fellow of the Gutenberg Research College, and member of the International Academy of Education.
