Ezen célkitűzések megvalósítását hagyta ránk a Kutatóközpont első vezetője, dr. Soós Kálmán. A kárpátaljai magyarság a határon túli régiók közül a legkisebb létszámú közösség, de ennek ellenére felvállaltuk múltunk inkább tragikus, mint dicsőséges eseményeinek a tudományos feldolgozását. Jelen kötetünk éppen a kárpátaljai magyarság legvészesebb korszakára hivatott rámutatni. 2016. november 17–20. között Hadifogság, málenkij robot, Gulág. Kárpát-medencei magyarok és németek elhurcolása a Szovjetunió hadifogoly- és kényszermunkatáboraiba 1944-1953 címmel konferenciát szerveztünk, amelynek tanulmányait tárjuk az olvasók elé. Az egész Kárpát-medencéből, érkeztek kutatók, akik beszámoltak legújabb kutatásaikról a II. világháború befejezése előtti lakossági megtorlásokról és deportálásokról. Képviseltette magát többek között az Emberi Erőforrás Támogatáskezelő, a Gulág Programiroda, a Nemzeti Emlékezet Bizottságának képviselője, az MTA Történettudományi Intézetének képviselője, valamint jelen volt dr. Bocskor Andrea EP-képviselő. Ezenkívül megemlítendők a helytörténészek, akik előadásaikkal és hozzászólásaikkal hozzájárultak az értekezés sikeréhez. Az előadások révén a résztvevők mélyebben megismerkedhettek az 1944. évi sztálini elhurcolások, a történelmi egyházak képviselői ellen levezényelt koncepciós perek, a kuláktalanítás, a donbászi munkaszolgálat történetével. A sztálinista éra embertelen megtorlásai elsősorban a Kárpát-medence magyar–német lakosságát sújtották, akik a korabeli államhatalmi túlkapások áldozatai lettek. A Szovjetunióban a háborús évek során kialakult a nagy tömegű deportálások menetrendje, és amikor a front elérte Kárpátalját, már egy jól kidolgozott séma alapján, kimunkált módszerekkel szedték össze a megbélyegzett lakosságot. A sztálinisták evvel újabb hadifoglyokat nyertek a kényszermunkatáborok részére, egyúttal etnikai tisztogatást hajtottak végre, eltávolítva a szovjet rendszer számára nemkívánatos személyeket, és nem utolsósorban megfélemlítették a lakosságot. Az elhurcolások időszakát megidézve válhat láthatóvá és mérhetővé az út, amelyet megtettünk azóta, de még mindig kérdés, hogy mennyire maradtak meg az emberi fejekben a régi gondolkodás kódjai. A tisztán látáshoz erre az időszakra vonatkozóan ez a tanulmánykötet is hozzájárul, hiszen szinte minden egyes dolgozatban megjelennek a számadatok, amelyek mögött valójában az emberi életek sokasága tanúskodik egy totalitárius államrend törvénytelen tetteiről. A történészek előtt ma is hatalmas feladat áll, mivel annak ellenére, hogy már Ukrajnában is immár negyedszázada elhangzott az igazság a deportálásokról, a téma kutatásakor a kérdőívezés és az interjúkészítés idején az elhurcoltak hozzátartozói részéről még mindig tapasztalható félelem. Ezeknek a félelmeknek 7 az eloszlatása ma sem fejeződött be. Meggyőződésünk, hogy az újabb kutatások eredményeinek a közkinccsé tétele hozzájárul az évtizedes trauma feloldásához, múltunk tragédiákba torkolló részleteinek a megismeréséhez, ami megerősítheti az igazságba és magyarságba vetett hitünket. Basing on historical research we can state that the most severe crimes against humanity were committed by totalitarian regimes: the Communizm, the Naczi and the Fascist regimes. These crimes are still not investigated completely and even the victims are not rehabilitated in many countries. Since the enlarging of the European Union by Central-European countries the issue of the minority rights and their protection is constantly on the agenda. In the 1990th the EU seemed to have the political will to find solutions and to define the minimum standards of the minority rights, e.g. by formulating the Coppenhagen Criterias, but the experience showes that it is not enough. Crimes of totalitarian regimes, especially of the Communizm, against humanity, including those commited against minority communities are still "swept under the carpet" in the EU, as there is no legal framework for dealing with it. Since 2008 Prague Declaration there are initiatives of some member states or politicians, members of the Europian and National Parliaments to raise the issue on the EU level, and there are some achievemnts, e.g. proclamation of 23 August as European Day of Remembrance for Victims of Stalinism and Nazism, but we have to do more efforts in order to reach reconciliation. No other European country suffered as much as TUkraine, whose currency was devalued by more than 60 percent since its peak of 4.95 hrv per $1 in August 2008. In addition, the country’s industrial production fell by 31 percent in 2009. Prime Minister Yulia Tymoshenko con- fronted the challenge of minimizing the crisis fallout, while at the same time campaigning for the 2010 presi- dential elections. Her critics attacked her for pursuing populist policies, such as increasing wages and hiring more government staff, when the state treasury was broke as early as the spring. Ms. Tymoshenko herself admitted that her gov- ernment would not have been able to make all its pay- ments without the help of three tranches of loans, worth approximately $10.6 billion, provided by the International Monetary Fund. Her critics believe that instead of borrowing money, Ms. Tymoshenko should have been introducing radical reforms to the Ukrainian economy, reducing government waste, eliminating out- dated Soviet-era benefits and trimming the bureaucracy. In the late 1980s, a new movement was born in many different countries, a movement which added a new meaning to the black ribbon. It became a symbol of remembrance of the Molotov-Ribbentrop pact from 1939 and its tragic outcomes for millions of people. Since 1987, Black Ribbon Day has been commemorated around the world on August 23, the anniversary of the signing of the pact. On that day, various forms of protests and demonstrations take place, involving hundreds or thousands of people, featuring speeches by politicians, emigration activists, dissidents, and other people persecuted by totalitarian states. Academic sessions, discussions, and press conferences are also held, focusing on the pact that resulted in World War II, border changes, a new division of Europe, and tragedies of millions of people. The events pinpoint that due to the pact the three Baltic countries, Lithuania, Latvia, and Estonia, were forced, for several decades, to be the part of the USSR, while countries at the centre of the continent came under the strong influence of the aforementioned totalitarian regime. Black Ribbon Day also features secular and religious ceremonies commemorating the victims, prisoners, deportees, displaced persons, and refugees, all of whom were victims of totalitarian regimes.

The main argument is that Brown and Red, Nazism and Communism, respec- tively are not at all equal. In Eastern Europe, in particular, antisemitic ideology is grounded on the rehabilitation of anticommunist national “heroes.” The history of the Holo- caust is thereby distorted. Based on Maurice Halbwachs’s theory of “social frameworks,” the author shows how “competitive martyrdom,” the “Double Genocide” ideology, and “Holocaust obfuscation” are intertwined.     FALL 2018 NEWSLETTER VOC Rallies for Religious Freedom in Asia In July we participated officially in the first-ever “Ministerial to Advance Religious Freedom” hosted by the State Department in Washington, D.C. The gathering—led by Secretary of State Mike Pompeo, Ambassador-at-Large for International Religious Freedom Sam Brownback, and with a keynote by Vice President Mike Pence—convened leaders from across the human rights community and delegations from over 80 nations for three days of productive talks on how to combat persecution and ensure greater respect for religious liberty.     2018 ANNUAL REPORT On the Cover The Victims of Communism Memorial statue is modeled on the Goddess of Democracy statue erected in Tiananmen Square by peaceful pro-democracy student protestors in 1989. The statue was dedicated by President George W. Bush on June 12, 2007. It was the world’s first memorial dedicated to every victim of communism and stands in sight of the US Capitol, at the corner of New Jersey and Massachusetts Avenues, Northwest. 2 A world free from the false hope of communism. The Victims of Communism Memorial Foundation worked tirelessly in 2018 to teach the truth about the failures of Marxist ideology, to pursue justice for those still striving for freedom under communist regimes, and to honor the memory of the more than 100 million victims of communism.

    View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by Apollo Dealing with Conflicting Visions of the Past The Case of European Memory MANO GABOR TOTH St Catharine’s College This dissertation is submitted for the degree of Doctor of Philosophy in Politics and International Studies June 2017 Abstract The aim of my dissertation is to understand and critically evaluate how the idea of European memory has been conceptualised by different actors at the European level and to develop a novel, pluralist conception. Attempting to ground European integration and the attachment to Europe in historical narratives has become increasingly important for the EU since the loss of its main ideological “Other,” the Soviet Union. The projects adopted in this vein often have the explicit goal to address the “legitimacy problem” and the “democratic deficit” by promoting European identity. In the EU politics-academia nexus, where most of the related debate takes place, the buzzword “European memory” has become very fashionable in the last decade. The idea has been conceptualised in a variety of ways, but most of these are characterised by teleological frameworks and problem- solving thinking. In my dissertation, I examine and critically evaluate how the idea of European memory has been conceptualised by different actors at the European level, and I develop a novel conception based on radical democratic theory. I analyse how the concept of European memory has been used in different European institutions and cultural projects (such as the European Parliament and the House of European History), and I critically reflect on these practices.
