It is impossible to overstate how important it is to the City to have happy, healthy employees. City of Gothenburg | Annual Report 2018 3 The City of Gothenburg Annual Report is the City Executive Board’s report to the City Council on overall operations and finances for the year. It is also intended for external stakeholders such as lenders, suppliers and other public authorities, as well as for residents of the city. The Annual Report is produced by the City Management Office for the City Executive Board. By way of introduction in the Annual Report the Chairman of the City Executive Board in 2018, Ann-Sofie Hermansson, gives a summary of the past year. This is followed by an outline of the City of Gothenburg’s organisation, assignments and future challenges. The City of Gothenburg Annual Report is then divided into five blocks: How to read the City of Gothenburg Annual Report Administration Report 1 pages 11–37 The first block contains the Administration Report, which must be included in the Annual Report in line with the Accounting Act. It is a summary with a focus on es- sential parts of the City’s finances and activities. To begin with it outlines important decisions and events during the year, along with an assessment of the future for the City of Gothenburg based on a strategic analysis. This is followed by a presentation of how well the City Council’s goals are judged to have been accomplished, and a follow-up of assignments from the City Council’s budget. There is also a description of the development work to better capture citizens’ views in the democratic process- es, and of efforts to clarify the City’s management processes. This section also in- cludes an outline of issues and developments in personnel-related matters, and finally there is a summary financial analysis of the Municipality and combined accounts. Activities of the City of Gothenburg 2 pages 38–66 This block reports some of the activities conducted by the City of Gothenburg’s 30 or so committees and its 20 or so groups and companies during the year. The block is divided into different areas of activity, taken from the City Council budget. In each area, important events and trends are described from different perspectives. Each area concludes with a look at key future issues. 4 City of Gothenburg | Annual Report 2018 Gothenburg Municipality Financial analysis 3 pages 67–84 The term Gothenburg Municipality refers to the committees and central municipal items. The block begins with a financial analysis of the Municipality’s accounts and a report on the concepts of good financial management and the balanced budget requirement. The block also contains a compilation of key financial figures, and ends with a brief description of the financial results of the district committees and the departmental committees, followed by the Municipality’s operational accounts and investment accounts. Combined accounts financial analysis 4 pages 85–98 In the municipal sector, Group accounts are referred to as combined accounts. In addition to the Municipality, the Group comprises the municipal companies and the joint statutory authorities and coordination associations. This block begins with a financial analysis of the accounts. There is then a summary analysis of Göteborgs Stadshus AB and its clusters with a presentation of earnings and total assets, as well as the companies’ investments. There is also a report on the management of foundations and sponsorship in the City of Gothenburg during the year. In the “Fi- nancial monitoring and risk management” section, an analysis is then made of the City’s financial commitments in the form of borrowing and the like. Municipality accounts and consolidated accounts 5 pages 99–123 The final block looks at the Municipality’s and the combined income statement, balance sheet and cash flow statement along with accompanying notes. It also de- scribes the accounting principles applied by the City of Gothenburg and defines a number of terms used. In many ways, traffic congestion impacts the everyday life of both drivers and citizens. In this thesis, the authors study how one solution designed to tackle congestion, the Park & Ride service, is currently used in the city of Gothenburg, where it is referred as Pendelparkering. This scheme allows commuters to park their car outside the city and then use public transport to their destination, thus avoiding having more cars in the city centre and reducing congestion. The goal is to know to what extent it helps solving the problem of congestion as well as how it can be ameliorated to make it more attractive. In order to do so, an analysis of the theory on Park & Ride and traffic congestion is performed, including a benchmark of three cities using the system and different views on its effectiveness in reducing congestion. Then, an empirical study relating to the City of Gothenburg is realized. The challenges around Park & Ride and the way different stakeholders organise themselves to ensure the service is provided in a satisfying way are thoroughly investigated. Interviews with experts and users, on- site observations and secondary data collection were used as different approaches to answer these questions.

Evidence from research on Housing First programmes and interventions in North America has informed the develop- ment of experimental Housing First programmes in many European countries. Moreover, studies on the profiles of homeless people and patterns of service use have supported an ongoing transition from mainly emergency and temporary responses towards strategic approaches with a focus on long-term and permanent solutions. This article will focus on the Nordic countries, where there has been close interaction between research and policy development in the formation of national strategies and programmes. In Denmark, Norway and Sweden, comprehensive national counts of homelessness have been carried out based on similar definitions and methodology and in Finland, monitoring of the extent and profiles of homelessness has been carried out for several years. In Denmark and Finland, national data have been used in the formation of national homelessness strategies that have been based on the Housing First principle, and data have been used to monitor developments in homelessness following implementation of these programmes.     Preliminary overview of city measures to mitigate the socio- economic impact of COVID-19 Policy note 4 May 2020 Cities are on the frontline of managing the COVID-19 crisis. They are dealing with the immediate consequences of the crisis. Many cities have adapted their services in quick, effective, and innovative ways to respond to the emergency. As we are moving past the emergency stage of this crisis, many cities are pro-actively setting out measures to mitigate the social and economic effects of the COVID-19 crisis on people, jobs, businesses, the local economy and equality and inclusion in cities. EUROCITIES has compiled a preliminary overview of policy responses that cities have recently adopted to mitigate the socio-economic effects of the COVID-19 crisis in the short, medium and long-term. This document builds on an existing collection of economic measures on subnational level assembled in the Economic Bulletin N°3 of the European Committee of the Regions. It also brings together examples from about 50 cities that were published on cities’ websites, and on our EUROCITIES web platform www.covidnews.eurocities.eu. In a nutshell, the most common mitigating measures in cities are: • providing financial aid to local businesses and people most affected by COVID-19 crisis • improving the conditions and access to loans for businesses • pausing rent payments • introducing flexibility and exemption of tax and fee payments • compensating businesses having contracts with the municipality • compensating for damages • involving private donors

Ports around the world as well as part of the local societies also deal with sustainability issues. The sustainability work performed by each port needs to be assessed and report. For this the sustainability report can be used. In this master thesis, a sustainability assessment of the Gothenburg Port Authority has been conducted aiming to investigate the link between organisational structure and the sustainability work performed in the organisation. The sustainability report of the Gothenburg’s Port Authority has been used as a tool to assess the organisation’s sustainability work.
