(b) whether it is also a fact that the Doctors mostly do not sit in Government Hospitals resultantly people are compelled to visit said clinics/hospitals; if so, the steps taken by the Government to bound such Doctors to serve full time in the Government Hospitals?

(a) the details of advanced research accomplished by the National Agricultural Research Council in improving the seed quality as well as pesticides; and

(b) the expected benefits derived from the said advancements in our agriculture sector?

Minister for National Food Security and Research (Mr. Sikandar Hayat Khan Bosan): (a)

“ PARC has acquired a significant amount of germplsam of various crops from various sources for research.

“ PARC has developed 10 varieties/hybrids of maize, sunflower, canola, fodder and rice. The efforts are being made to develop rice & cotton hybrid.

Pesticides Research areas by PARC are;

“ Quality control of pesticide.

“ Pesticide residues in agricultural commodities and environmental samples contaminants. 4

“ Toxicological studies

“ Occupational exposures

“ Monitoring of pesticide resistance

“ Research to promote usage of pesticides.

(b) “ Benefits would depend on the volume of investments. However, they would be substantial for country’s economy.

Will the Minister for National Food Security and Research be pleased to state:

(a) whether it is a fact that National Agricultural Research Council has developed. a bio radiation model for waste water treatment for irrigation;

(b) if so, the benefits to be achieved by the said research for utilizing sewerage water for irrigation purposes?

Minister for National Food Security and Research (Mr. Sikandar Hayat Khan Bosan): (a) Yes

(b) “ This technology reduces water related and water borne crop diseases and damages to national bio-diversity. This also minimises the pest population because the untreated water provides conducive conditions for pest propagation.

“ According to rough estimation Pakistan’s six major cities (Islamabad, Lahore, Faisalabad, Multan, Karachi and Quetta) produce wastewater equivalent to the capacity of which can contribute to establish 40 Rawal Dams. The treated water can be used for irrigation through establishing water channels towards rural areas. 5 25. *Rai Hasan Nawaz Khan:

Will the Minister for Water and Power be pleased to state:

(a) the year-wise funds allocated for repair of transformers in cities and rural areas of the country during the tenure of present Government separately;

(b) whether said funds were disbursed to each region separately;

(c) whether annual audit was conducted therefor;

(d) whether said transformers are being burnt due to over loading; and

(e) whether the employees of WAPDA collect money from the respective consumers to replace the said transformers?

(a) the steps taken by the present Government to stop food adulteration in Islamabad; and

(b) whether it is a, factthat a number of persons have been arrested in such cases during the last three years; ifso, the details thereof?

Will the Minister for Water and Power be pleased to state the steps being taken by the Government against the departments not paying the electricity bills monthly?

Minister for Water and Power (Khawaja Muhammad Asif):The Government is striving hard to effect recovery of electricity bill from consumers. In this regard the following steps have been taken against the defaulters:–

“ Timely execution of equipment removal orders against the defaulters.

“ Physical checking of the premises of the permanently defaulting consumers to make sure that the defaulters are not using electricity from any other source.

“ Follow up of Court cases/Settlement of billing disputes.

“ Timely delivery of electricity bills to consumers. 7

“ Provincial Finance Secretaries are being pursued for recovery of outstanding dues against the major defaulting departments of provincial government.

“ Reconciliation with Government Departments to recover the legitimate dues.

“ Meetings with Government of AJ&K are being convened to recover the long outstanding dues of GEPCO, IESCO and PESCO.

152. *Ms. Sajida Begum:

Will the Minister for Water and Power be pleased to state the total number of small Dams constructed in the country by the present Government alongwith the locations thereof?

Minister for Water and Power (Khawaja Muhammad Asif):Ministry of Water and Power is sponsoring a number of water sector development projects pertaining to small dams. These projects are being implemented by WAPDA and Provincial Irrigation Departments.

The detail of small dams constructed in the country by the present Government alongwith location is given at Annex-I.

153. *Mrs. Shahida Rehmani:

Will the Minister for Industries and Production be pleased to state:

(a) the present status of Export Processing Zone (EPZ), Sukkur; and

(b) the estimated completion date of the said EPZ?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) EPZA has signed Memorandum of Understanding (MoU) with Sindh Industrial Trading Estate (SITE), Sukkur in 1998 for establishment of Export Processing Zone (EPZ) at Sukkur on 100 acres it the Sukkur Industrial Estate. SITE under obligation for development of the project could not undertake the development work of EPZ due to lack of funds Hence, a revised MoU is under process with Government of Sindh and SITE Sukkur. 8 (b) The estimated completion date of the said zone is possible after the signing of the revised MoU.

154. *Mrs. Shahida Rehmani:

Will the Minister for Industries and Production be pleased to state:

(a) whether it is a fact that the Export Processing Zone (EPZ), has already been established at Gwadar; and

(b) whether it is also a fact that a new EPZ is being established therein; if so, the reasons thereof?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) There is no Export Processing Zone (EPZ) presently at Gwadar.

(b) The establishment of an Export Processing Zone (EPZ) at Gwadar is at preliminary planning stages. 1,000 acres of land has been leased by Government of Balochistan in 2006 at Karwat Gwadar. PC-II for appointment of consultant has been approved and EPZA has advertised notice for appointment of consultant for Planning and designing of Gwadar EPZ.

155. *Sheikh Salahuddin:

Will the Minister for Religious Affairs and Inter-faith Harmony be pleased to state:

(a) whether it is a fact that corruption cases have been registered in the Ministry regarding its employees by the Hujjaj and electronic and print media during the last three years;

(b) if so, the details alongwith the actions taken against the responsibles thereof?

Minister for Religious Affairs and Inter-faith Harmony (Sardar Muhammad Yousaf): (a) Ministry does not “register” cases against employees. It can take disciplinary action against employees on receipt of complaints, if found guilty. In consequence of hue and cry raised by media after Mina tragedy during Hajj-2015, the Ministry has entrusted an inquiry to Sr. Joint Secretary for any kind of allegation of corruption against its employees during Hajj-2015. However, he has not submitted his report so far.

Will the Minister for Industries and Production be pleased to state:

(a) the total loss being suffered by the Pakistan Steel Mills during the last two years; and

(b) the steps being taken by the Government to control the said loss?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) During the last two years Pakistan Steel has suffered Losses due to interrupted supply chain of raw material, insufficient fund position resultantly caused low capacity utilization of production. The financial position as per books of accounts for the year 2013-14 (Audited) and 2014-15 as per draft accounts (under audit) is given as under:

(i) Supported by payments of monthly salaries of employees from June 2013 till approval of summary of restructuring of PSM by Privatization commission in April 2014. Total releases amounting to Rs.2.798 billion on this account. After full releases against Bailout Package, GoP is releasing net cash salary to employees of PSM at Rs.480 million per month and paid Rs.5.280 billion against salaries for November 2014 to September 2015. 10

Due to losses sustained by the Corporation and severe financial crises, the ECC of Cabinet in its meeting held on 25-04-2014 approved the summary submitted by the Privatization commission of Pakistan on “Restructuring option of PSM”. The amount of Rs.18.5 billion package was approved by the ECC including therein Rs.09 billion for raw materials L/Cs with NBP while remaining 9.5 billion included salaries Rs.4.5 billion, (three months outstanding and six months till October, 2014), Utilities Rs.2.2 billion, other procurements Rs.1.4 billion, PF and Gratuity Rs. 01 billion and Rs.400 million for essential repairs.

Reasons for not achieving Capacity Targets:

PSM could not achieve production targets as per restructuring plan due to delay in release of funds to clear outstanding payments and for iron ore (03 months and regular one month delay in releases of installments) causing 04 months working capital deficit of Rs.4.5 billion requested in November, 2014 / February, 2015 but not provided) besides twice each electricity tripping in July, 2014 to June, 2015 and gas reduction in January, 2015 to March, 2015 which affected the Blast Furnaces and thus production for 06 months. The plant is not producing steel since 10-06-2015 due to low pressure of gas supply ostensibly on non-payment of gas bills although arears are accumulating since 2008-09 but gas never disrupted while more than twice gas bill paid in 2014-15 viz-a-viz 2013-14 when gas was never disrupted in 2013-14. Also K-Electric owes SSGC Rs.63 billion, but its gas never disrupted.

(ii). Dumping of HR Material:

The sale of PSM suffered due to dumping of HR material from China starting February 2015 affecting PSM sales or ability to pay its bills for material and clearing L/C of NBP while piling up huge inventory of Rs.09 billion from June 2015. Billet manufacturers were allowed 15% RD in January 2015 and PSM was allowed only partial 12.5% RD on its HR products in end of March 2015 which allowed dumping of huge quantity of 450,000 ton alloy steel at zero duty.

PSM is suffering a loss of about Rs.2 billion per month since gas pressure reduction on 10th June, 2015 having gone to zero production while its vital Blast Furnaces and “hot blast stoves” are getting beyond revival range.

157. *Ms. Musarat Rafique Mahesar: Will the Minister for Industries and Production be pleased to state: 11

(a) the total production of Pakistan Steel Mills (PSM), Karachi at the time when the present Government taken over the charge alongwith the production capacity thereof;

(b) the present production and capacity of the PSM; and

(c) the time by which non-productive and administrative expenses of the said Mills will be reduced?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan Jatoi): (a) the total production in FY 2012-13 was 159,016 MTN with capacity utilization of 14 %.

(b) the capacity of PSM is 1.1MTPY. The present production of the PSM is Zero due to stoppage of Gas supply by the SSGC since June 10th 2015. The quarter wise details of production is placed at tab At Aunex-A

(c) the Administrative expenses of Mill are reduced when capacity utilization is increased and profit is achieved at 77% and above capacity utilization.

** Natural Gas stopped on 07 January 2015 when 50% capacity achieved followed by national electricity outage of 25 January 2015, which affected 12 production of two months. ¾ Gas again stopped on 10 March 2015 when 65% capacity had been achieved which reduced average production of the month and affected many plants.

*** Natural Gas has been stopped by SSGC since 10th June, 2015 to-date.

158. *Ms. Shamas Un Nisa:

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) the year and province-wise total number of Dengue and Congo virus cases registered during the last three years separately; and

(b) the year and province-wise total number of persons died by said virus separately during the said period?

Minister for National Health Services, Regulations and Coordination:. (a) The year-wise summary of the Dengue Fever an CCHF cases is given in the table below:

3. The steps taken by the M/O NHSRC for the preventioand control of viral hemorrhagic fever are as below; i. Health professionals and authorities throughout the country are regularly sensitized through Seasonal Awareness and Alert Letters (SAAL) being issued by the National Institute of Health (NIH), 13 Islamabad thrice a year since 2004. ii. Advisories regarding CCHF are issued specially before Eid-ul-Azha when public and animal contact is increased hence causing high risk of infection transmission.

iii. The updated version of National Guidelines on Viral Hemorrhagic Fever (VHF), including CCHF and Dengue Fever are made available at NIH website for ready reference.

iv. Considering the diseases transmission dynamics (human-to-human) and high mortality, the healt professionals have been trained country wide rule out CCHF through a careful history/clinical examination of the suspected patient strictly observing the prescribed hospital infection control measures.

v. Provision of Diagnostics Facilities for CCHF and Dengue Fever.

vi. Training on Rapid Response Teams on VHF for the provincial public health staff have been conducted.

159. *Ms. Shamas Un Nisa:

Will the Minister for Housing and Works be pleased to state the present status of the on going residential projects for the employees of the Federal Government alongwith the time by which those projects will be completed?

Minister for Housing and Works (Mr. Akram Khan Durrani): FGEHF Sincere efforts are being made by FGEHF to start and complete the six housing schemes for FG Employees. The details are at Annex-A

PHA Foundation

Currently there are 04 housing projects for PHA-F that is ongoing. Their present status alongwith date of completion are given below: 14

Annex-A Housing Foundation is trying hard to provide plot/apartments to its registered members. The details of the ongoing schemes are as follows and the number of plots in these schemes will be determined after preparation and approval of the layout plan. a. Green Enclave-I Scheme, Bhara Kahu, Zone-IV, (Phase-6) Islamabad

This scheme of 3,244 plots consisting of 3150 kanals land remained subjudice in Supreme Court of Pakistan from 2009 till 2013. After this, legal proceedings were initiated because of violation of contract from M/s Green Tree and the matter remained subjudice in the Islamabad High Court. Recently, with the intervention of NAB, an amended draft is going to be signed between the two parties which was approved by the Housing Foundation Executive Committee on 15-12-2015 under which M/s Green Tree is bound to provide developed plots. It is therefore expected that the development work will start soon. On the other hand, 1,669 eligible members have been issued consent letters alongwith brochure on “first come, first served” basis and the process of confirmation of their data from the concerned departments is under process. 15 b. Life style Residency Apartment Scheme

Housing Foundation has completed planning for construction of 2,886 apartments of different categories on land measuring 15 acres situated at G-13 Islamabad. The CDA board has accorded approval of layout plan / FAR. The project will start soon after the issuance of NOC from CDA, resulting in the allotment to the eligible members. According to the contract, the Scheme will be completed in 48 months after its launch. c. Housing Scheme in Sector F-14/15, Islamabad

The Prime Minister of Pakistan accorded approval of Sector F-14/15 on May, 2015. For the acquisition of 10,629 kanals, the notification of section-4 was issued on 20-05- 2015. The satellite Pictures of F -14 and F -15 are obtained on dated 22 June 2015 in order to determine the built-up property and Urban Unit Lahore has recorded the built-up property according to GST technology and its total number is 187 till 20-06-2015. Survey of Pakistan has demarcated Sector F-14 and F-15. Selection of consultants and contractors for the project is in final stages. The Selection process will be completed till February-2016. Section 17(4), and 6 Land Acquisition Act has been issued for F-14 through which the Housing Foundation has become the owner of land. d. Park Road Housing Scheme, Islamabad

In the light of Supreme Court’s decision, the notification of section-4 of 8,200 kanal land at Mouza Tamma and Morian Park Road, Islamabad has been issued on 29-04-2015 for Housing Scheme for FG Employees and members of the Supreme Court Bar Association and working on 3,000 kanals is in progress which can be added in this. For this, an advertisement for consultant has been given and selection is under process. e. Extension of Bara Kahu Housing Scheme

Housing Foundation has issued notification of section-4 of 7,000 kanals at Mouza Sakrilla on May,2014 for all the registered members of phase-I and M/s Usmani has been selected as a consultant which has started the survey and demarcation of this land. Moreover, Housing Foundation has issued a letter to LAC for notification of section-4 of 14,000 kanals land situated at Mouza Dohla Syedan, Phulgaran, Chak Malata, Dhkali Phulgaran in order to provide plots to all the members of phase-I. 16 f. Proposed Housing Scheme Thalian Interchange Near Islamabad Motorway Toll Plaza

M/s K.S. Developers & Builders in view of advertisement for EOI from Housing Foundation showed interest for starting a Housing Scheme in JV on a land of 7000 kanals situated at Mouza Morat , Chahan & Mandowal Tehsil Feteh Jang, District Attock/Rawalpindi and has signed an MOU on 03-07-2015, according to which developed plots would be provided to the registered members of Housing Foundation. The selection of price Evaluator has been completed according to the decision of the Executive Committee in order to determine the price of the land provided by the private parties. g. Proposed Housing Scheme through Joint Venture of M/s Alawal Group of Companies

M/s Alawal Group of Companies in view of advertisement for EOI from Housing Foundation showed interest for starting a Housing Scheme in JV on a land of 6,000 kanals situated at Mouza Barkat, Bhadana, Noon & Bajinal Tehsil & District Rawalpindi & Islamabad and has signed an MOU on 17-12-2015, according to which developed plots would be provided to the registered members of Housing Foundation. The selection of price Evaluator has been completed according to the decision of the Executive Committee in order to determine the price of the land provided by the private parties.

In addition to the above said schemes, Housing Foundation is also scrutinizing different schemes and the provided land for the acquisition of the land in order to provide plot/apartment to its registered members and to increase its land bank. Housing Foundation is striving hard in order to complete the above said schemes on fast track basis.

160. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Water and Power be pleased to state:

(a) the breakup of average production of hydel electricity in megawatts being produced against overall potential of hydel in the country at present; 17

(b) whether it is a fact that Pakistan has failed to utilize full potential of hydel electricity; if so, the reasons thereof; and

(c) whether there is any proposal under consideration of the Government to utilize full potential of hydel electricity of the country?

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the Independent Power Producers (IPPs) have invoked their right to international arbitration for recovering their unpaid capacity payment of billions of rupees rest against the Government of Pakistan; if so, the details thereof;

(b) the impacts of said international arbitration of IPPs on national exchequer and power sector respectively;

(c) whether the act of IPPs is tantamount to failure of Government with regard to settle the financial issues with IPPs by its own;

(d) if so, the steps being taken by the Government to mitigate the negative impacts of said arbitration of IPPs on national exchequer and power sector?

(b) The final impact will be determined by the court of arbitration as the case is being contested at that level.

(c) The disputes referred to the international courts are of contractual nature which are dealt under the respective Power Purchase Agreements (PPA) as such there is no failure on part of GoP so this is a commercial dispute.

(d) As already stated under reply to part (b) of this question, negative impact on exchequer will not be reflected.

Will the Minister for National Health Services, Regulations and Coordination be pleased to state:

(a) whether it is a fact that drug regulations are being implemented in the country;

(b) if so, the achievements made therefrom during the present Government?

19 Minister for National Health Services, Regulations and Coordination: (a) Yes. The Drugs Act 1976, the DRAP Act 2012, the rules and regulations framed there under are being implemented in the country.

(b) First of all they were served legal notices to vacate the houses. Most of the houses have been got vacated by enforcement branch of Estate Office. Some trespassers have got stay order from different courts which are being pursued by litigation branch of Estate Office to get vacated stay orders.

(a) whether there is any proposal under consideration of the Government to make common line of action at National Level for protecting religious sects of the country; if so, the details thereof; and

(b) whether there is also any proposal is under consideration of the Government to collaborate with the Commission on Minorities Rights for the said purpose?

Minister for Religious Affairs and Interfaith Harmony (Sardar Muhammad Yousaf): (a) Various constitutional and legal provisions exist for protection of all religious sects of Pakistan.The Ministry of Religious Affairs and Interfaith at Harmony has already taken following steps which ensure protection of all religious sects of Pakistan:—

1. A National Committee on Sectarian Harmony has been set up in the Ministry to establish Interfaith/ sectarian harmony among all sects by elimination of hatred and sectarian prejudices existing among various sects, as it is the first step to ensure protection of all sects. lts membership contains prominent religious scholars of all sects from all provinces. 23 2. Intrafaith Conferences were held.

3. Minister for Religious Affairs and Interfaith Harmony held meetings with the Ulema of all Muslims sects in five big cities (Karachi, Lahore, , Quetta and Islamabad) to persuade them to abide by a common code of conduct which also contans avoidance from hate speech and hate provoking sectarian literature, which can play an important role in protection of all religious sects of Pakistan.

4. The Ministry has successfully prepared a calendar of Unified timings for azan and Prayers and has provided it to all mosques of Islamabad for implementation. This will also create sectarian harmony and tolerance among the public.

5. The National Commission for Minorities is reconstituted and since February,2015 .It operates under Interfaith Harmony wing of Ministry of Religious Affairs and Interfaith Harmony. Three meetings of the NCM have been held on 13-11-2014, 13-01-2015 and 07-05-2015 in which many important issues have been considered.

6. The section 99 (A) of Code of Criminal Procedure and Section 295 (A) of Pakistan Penal Code provide punishments along with procedure for prevention of Sectarian speeches and literature.

(b) National Commission for Minorities is part and parcel of Ministry of Religious Affairs and Interfaith Harmony.The Commission is mandated to frame National Interfaith Harmony Policy, on which work is in progress. On the recommendations of the Commission, Interfaith Harmony Conferences in all provinces have been held to take on board the people of all sects/ religions from all over the country and Ministry has also requested the provinces to establish/ re-activate District Interfaith Harmony Committees.

167. *Rai Hasan Nawaz Khan:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that meter readers do not go for meter reading every month regularly in Rural Areas of the country particularly in Sindh but bills of a specified amount are send after every three or six months; if so, the steps being taken by the Government to check the said practice; 24 (b) the steps taken by the Government to bound meter readers to take reading every month and issue the electricity bills to the consumers as per actual reading; and

(c) whether Government intends to install pre-paid electricity meters in Rural Areas; if so, the steps being taken in this regard?

Minister for Water and Power (Khawaja Muhammad Asif): (a) There have been some complaints of such nature. Mobile reading process has however, been initiated by DISCOs wherein the Meter Readers are now duty bound to go for meter reading every month in rural areas of Sindh to record actual reading for billing.

(b) Mobile meter reading has been started in several Sub-Divisions of rural areas of HESCO and SEPCO. The details are as under:

SEPCO: Mobile reading has been initiated in 23 out of total 40 Sub-Divisions. The remaining Sub-Divisions will be completed by February, 2016.

HESCO: Mobile reading has been initiated in 22 out of total 67 Sub-Divisions. The process will be completed by February, 2016 in 51 Sub-Divisions in total. The remaining 16 Sub-Divisions will, however be covered by June, 2016.

Pictures of meter with actual reading are now being printed on electricity bills. Meter Readers have, therefore, been functionally bound to visit the site and take picture of every meter and actual reading on it.

(c) At present there is no proposal to install pre-paid electricity meters in rural areas.

Will the Minister for Water and Power be pleased to state the steps taken by the Ministry to prevent/minimize the loss by floods in future?

Minister for Water and Power (Khawaja Muhammad Asif): Ministry of Water & Power through Federal Flood Commission (FFC) plays coordination 25 role among Provincial and Federal Government Organizations dealing with flood management activities in the country.

Necessary steps are carried out by the Ministry of Water & Power/Federal Flood Commission for managing flood water in order to avoid losses of human life, damages to agricultural lands and other public and private property, are given as under:

Pre-Monsoon Season Action by Ministry of Water & Power/FFC

“ FFC chalks out pre-emptive measures for safe passage of monsoon season.

“ The existing SOPS of Mangla reservoirs were revised in 2015 in the light of lessons learnt during 2014 floods so as to enhance its role in flood mitigation.

“ FFC organizes a series of Pre-flood meetings to review progress on the pre-emptive measures and necessary instructions issued to flood management organizations.

“ Annual meeting of FFC is organized in April-May under the Chairmanship of Federal Minister for Water & Power, which is attended by all stakeholders.

“ Follow up meetings to review the arrangements of flood management related organizations and also to evaluate progress on decisions taken in Annual Meetings of FFC are arranged in June under the Chairmanship of the Federal Minister for Water & Power.

“ FFC also coordinates the desilting work in critical reaches of Lai Nullah each year.

During Monsoon Season Action by Ministry of Water & Power/FFC

“ FFC issues Daily Flood Situation Report to higher ups and Flood Management related agencies, based on Weather Forecasts/ Advisories and Rainfall & Rivers flow data as received from FFD, Lahore/PMD, WAPDA & PIDs.

“ For that purpose Flood Communication Cell established in FFC works on round-the-clock basis during entire Monsoon Season. 26

“ Responsibility for response/ reaction to warnings issued by PMD/ FFD, Lahore & FFC rests upon concerned Provincial organizations/ District Administrations.

“ According to their mandate, Provincial Irrigation Departments perform Flood Fighting Activities during entire Monsoon Season. The rescue and relief activities are carried out by PDMAs/GB-DMA/ FDMA & SDMA in close consultations with NDMA.

Post Monsoon Season Role of FFC

“ FFC prioritizes the list of emergent flood protection schemes in consultation with Provincial Irrigation Departments and Federal Line agencies for execution under GOP funded Normal/Emergent Flood Programme each year.

“ FFC technically scrutinizes the PC-Is of flood projects and submits them to Ministry of Water & Power for approval of DDWP/CDWP;

“ Monitoring of flood protection schemes by FFC’s Teams are executed under Normal/Emergent Flood Programme during their course of execution.

“ Allocation for Dams in PSDP 2015-16.

One of the advantages of a Dam is to absorb flood water. A number of Dams are being funded through PSDP for construction, feasibility studies, and detail design to be executed by WAPDA or Provincial departments. “ Preparation of a National Flood Protection Plan (NFPP-IV) 2015-25 for Flood Management in the country.

The draft NFPP-IV/investment plan of Rs. 177.661 Billion has been prepared and finalized after through review and deliberation by all the stakeholders. It is under process of approval by Council of Common Interest (CCI).

The formulation of National Flood Protection Plan-IV (NFPP-IV) aims at improving country-wise comprehensive flood management planning, implementation and monitoring through Integrated Flood Management Approach which emphasizes, in addition to structural measures, the use of a broad range of non-structural measures, which include the following:

1. Reservoir operations. 2. Flood forecasting and early warning systems. 3. Flood risk zoning. 4. Watershed management. 5. Flood proofing and insurance. 6. Disaster management and other measures.

“ PC-II of Chiniot Darn Project was approved by CDWP on 4-3-2015 at a cost of Rs. 146.330 million.

(a) whether it is a fact that the present Transmission System is unable to bear the load of electricity from more than 17000 Megawatts; if so, the steps being taken by the Government for its improvement; and

Minister for Water and Power (Khawaja Muhammad Asif): (a) As of Dec. 2015, the existing 220/132 kV transformation capacity of NTDC system is 24,313 MVA, which corresponds to 21,882 MW at 100% loading conditions. However, the capability for transferring of power at 80% loading conditions is about 17,500-18000 MW.

(b) For further improvement in existing NTDC system, following additions has been planned in next five years.

“ 500 kV Grid stations 8 Nos. with installed capacity of 12,500 MVA. “ 220 kV Grid stations 21 Nos. with installed capacity of 14,970 MVA. “ 500 kV T/Lines 3460 km. “ 220 kV T/Lines 1591 km.

(b) The following steps have been taken by the Government to control the polio virus in all the Provinces / areas as a result of which, the number of cases have reduced by 83% in 2015 as compared to 2014 in the country:

1. The National Emergency Action Plan 2015-16 endorsed by the Prime Minister of Pakistan is being implemented all across. The plan aims to interrupt virus transmission through concerted efforts in 12 tier 1 districts carrying the highest risk of virus transmission while simultaneously maintaining desired immunity levels elsewhere.

2. Due to the highest level political commitment across parties, enhanced accessibility and strong coordination through Emergency Operation Centres, the turnaround in Polio situation has been duly appreciated by international bodies such as the Polio Oversight Board and Independent Monitoring Board etc. The progress was achieved through the following arrangements:

a. The National Task Force headed by the Prime Minister having all Chief Ministers, Governor KP/FATA and Prime Minister AJK overseas programme implementation. During the last Task Force meeting held on 10th September 2015, the Prime Minister termed Polio Eradication as Government’s top most priority along with economy and energy.

b. The Prime Minister’s Focus Group on Polio Eradication comprising of senior high level administrators; Secretary to the Prime Minister, Federal Secretary Health, all Chief Secretaries 36 and representatives from Army and Ministry of Interior has been established to regularly review the progress in all Provinces & FATA. c. The Cabinet Committee (Ministers Interior, Defense and National Health Services) constituted to ensure security for the polio workers and The Director General, National Crisis Management Cell (NCMC) has been appointed focal point by the Ministry of Interior to coordinate with Security agencies and Home departments to meet the special security needs of various provinces and areas. d. Inter-Ministerial committee headed by the Minister of State, National Health Services spearheads generation of resources and also ensuring transparency. e. Provincial Task Forces chaired by the Chief Secretaries and District Polio Eradication Committees headed by the Deputy Commissioners are functional monitoring activities in all provinces / districts of the country.

f. To meet special challenges of Karachi, the Government of Sindh has constituted Karachi Task Force headed by the Commissioner Karachi with full power to ensure high quality implementation of polio campaign activities and exercise accountability. All forthcoming campaigns of Karachi from January onwards will be conducted in one phase. g. For effective and joint operational and security arrangements, the Governments of Khyber Pakhtunkhwa and FATA are treating settled districts and bordering FATA Agencies / FRs as one area. A coordination committee has also been notified under the chairmanship of Commissioner Peshawar with membership of representative of HQs 11 Corps; relevant Deputy Commissioner and Political Agents; DIG Peshawar; District Health Officers and Agency Surgeons as well as partners’ staff. h. The Emergency Response Centre for Central Pakistan activities has been established in Sukkur Sindh to monitor the progress of districts included from Punjab, Balochistan and Sindh. 37 i. National Islamic Advisory Group has been constituted to work with local level religious leaders (Religious Support Persons) especially in high risk areas to minimize refusals and cover missed children by effectively addressing the negative propaganda.

j. In some areas of North Waziristan in FATA, door to door campaign started after around 5 years from Sep 2015. In some areas in South Waziristan, FR Tank, Khyber Agency, Kurram Agency and Mohmand Agency door to door campaign has resumed after a period of almost two years. k. The timely data sharing and response by the national and provincial EOCs has positively impacted the campaign preparedness. Accordingly, 100% coverage has been achieved during the campaigns conducted during 2015 against 94% achieved in 2014. The LQAS pass percentage also rose from 58% to 78% indicating improved campaign quality.

l. The Program has supplemented additional activities to reach inaccessible children mostly in high risk areas of the country through Health Camps, CCPV, Community Health Volunteers, provided 1.7 million Inactivated Polio Vaccine (IPV) through campaign in 2015 and has added one dose IPV in childhood immunization schedule. m. To maintain record of missed children and track them for coverage, 4 dedicated Data Support Centres are fully operational covering High Risk Union Councils identified on standard criteria. The National EOC has also developed an online dashboard for real time monitoring and analysis of all the polio data (e.g SIAs, Surveillance and Security). This intervention helps in taking timely actions wherever required. n. In order to prevent the export of Polio virus to other countries, around 500,000 outbound travelers are being vaccinated against Polio on monthly basis. o. In order to ensure continued availability of required resources, the 2nd PC-1 for polio eradication for 3 years period (2016-18) has been cleared by the CDWP on 18th December 2015 at 38 the cost of USD 337.82 million for approval in upcoming meeting of ECNEC.

p. The National Task Force headed by the Prime Minister has also endorsed an accountability and performance management framework which is being implemented all across.

In conclusion, Pakistan is in mid of low transmission season and the programme has now come to a stage where the remaining gaps are being identified and addressed on real time basis. Led by the highest level political leadership, the entire Government apparatus is fully supporting the programme implementation the final push to interrupt virus transmission in the country.

(c) Factually, the Polio eradication is being dealt as a National Emergency and accordingly all campaigns and activities for all Provinces / areas including KPK are well covered in the PC-I of both phase (Phase-I 2012-2015 as well as Phase-II 2016-2018). In addition to this support, the provinces are also providing top ups to the frontline polio workers out of their own resources.

(c) No double allotments have been reported by the allottees till to date.

Minister for Housing and Works (Mr. Akram Khan Durrani): (a) In Housing Scheme Phase-VI (Bhara Kahu), 10% quota is reserved for those Federal Government Employees who retired before 01-07-2009 and 10% quota is reserved for those Federal Government Employees who retired after 01-07-2009 and got membership after retirement. So far, only consent letters have been issued to eligible retired Government Employees and allotment letters will be issued in due course of time after proper verification of service particulars of the members/ employees from their respective departments.

(b) In Housing Scheme Phase-VI (Bhara Kahu), 2% quota is reserved for the employees of nine constitutional bodies including National Assembly Secretariat and the employees of National Assembly Secretariat will be considered for allotment of plots as per criteria of the scheme i.e. “First Come First Serve” within 2% quota alongwith employees of other eight organizations. No quota is reserved exclusively for any particular constitutional body.

(c) As per terms and conditions of Bhara Kahu Housing Scheme f 2% quota is reserved for the serving employees of Constitutional Bodies. However, the Executive Committee / Board of Directors of the Housing Foundation in its 136th meeting held on 05-11-2015 has enhanced 2% to 3% quota for the serving employees out of which 0.5% quota has been reserved for the retired employees of the Constitutional Bodies in future schemes of the Housing Foundation.

(d) The list of employees of National Assembly Secretariat to whom consent letters have been issued is at Annex-A. Minister for Water and Power (Khawaja Muhammad Asif): (a) it is not a fact that Mobile Reading System in Mandi Baha-ud-Din is out of order. The system is rather functional in an orderly manner since September, 2015.

(b) New Mobile Sets have been provided to the reading staff. As such, cameras of the new mobile sets are not faulty rather they are fully functional.

(c) No excessive bills are sent to customers in the said area.

(d) Computers are being operated by the available staff of DISCOs especially trained for the purpose.

(e) As in Part (c).

(f) Additional D.G (IS) GEPCO has been directed to provide computer operation training and mobile software skills to the concerned staff so that better services could be provided to the customers in future.

(b) whether it is also a fact that the subject of population has been devolved to the provinces after the Constitution (Eighteenth Amendment) Act, 2010; and

(c) whether it is further a fact that the Khyber Pakhtunkhwa has been least in focus by the Federal Government regarding the 21 population welfare where the increase in the ratio of population is comparatively more than other provinces; if so, the details thereof?

Minister for National Health Services Regulation and Coordination (Mr. Sikandar Hayat Khan Bosan): (a) Yes, the Population of Pakistan was increasing at the rate of 2.3% during 2006-7 as per Pakistan Demographic and Health Survey. Presently according to the Pakistan Economic Survey Report 2015 the population of Pakistan is increasing at the rate of 1.92% per annum.

(b) Yes, the subject of Population has been devolved to the provinces after 18th Constitutional Amendment.

(c) After18th Constitutional Amendment the subject of Population stands has been transferred to Provinces and the role of Federal Govt. is restricted to facilitation and coordination with its limited role. Like all other Provinces KPK is fully focused by the Federal Govt. as far as Population Welfare Programme is concerned. As regard the increase in Population of KPK is concerned the demographic data provided by the Secretary (Population Welfare Department) KPK is as under:— 22 23 It is further stated that Secretary (Population Welfare Department) KPK is one of the most active provincial authority responsible to participate and co- chair the National level activities organized by the Federal Govt. He along with his team has been very keen to participate in all the policy, planning, budget, advocacy and research related activities and innovative schemes like high level meetings/ forums.
