1 HIGHWAY 417 MIDTOWN BRIDGE REPLACEMENTS

PROJECT DESCRIPTION  In 2016, MTO completed a Preliminary Design and Environmental Assessment study for the Highway 417 Midtown Bridges (GWP 4075-11-00) to define a bridge management plan for 23 bridges (12 sites) on Highway 417 from Holland Avenue to O’Connor Street.

 This project involves the DD for the Replacement of the Bridge, Rochester Street Bridge, Booth Street Bridge, Bridge and Percy Street Bridge structures using rapid replacement construction techniques. This includes:

► Construction staging areas for the bridge replacement activities, including construction of the new bridge structures within these areas;

► Construction operations on City streets to prepare the bridge sites, and to provide the RBR equipment with access from the construction staging areas to the bridge sites;

► Replacement of existing noise barriers on Highway 417 at the following locations:

• From to east of – north side;

• From the Rochester Street westbound on-ramp east to Bronson Avenue – north side;

• From Island Park Drive to west of the O-Train Bridge – south side;

► Demolition of 458 Catherine Street (former A1 Mini Storage facility) and construction of an earth embankment across the limits of the existing retaining wall at this site.

► Bronson I/C EB off-ramp and WB on-ramp extensions, including widening of the Booth Street and Rochester Street overpass structures.

► Adoption of Context Sensitive Design principles into the design.

PROJECT DESCRIPTION

► Construction of related works including: tall wall median concrete barrier and drainage improvements from the O- Train Bridge to the Bridge; retaining walls; illumination; overhead and ground-mounted signage; utility relocations; and roadside protection, as required.

 Coordination of construction activities with the following two MTO Detail Design and Class EA studies:

►WP 4089-07-01 Bronson Avenue Interchange Improvements,

• Re-alignment of Chamberlain Avenue to opposite Bronson EB off-ramp;

• Construction of an earth embankment across the limits of the existing retaining wall at the old OCDSB site;

• Widening of the existing EB off-ramp to accommodate left, through and right turn movements

►GWP 4057-12-00 New Noise Barrier Retrofits;

• On the south side, from east of O-Train across the Preston Street overpass to the midpoint of the W-N/S Rochester off-ramp;

• On the north side, across the Bronson Avenue overpass to the bullnose of the E-N/S Bronson Avenue off-ramp;

• On the north side, along the E-N/S Bronson Avenue off-ramp across the Percy Street overpass to the N-W Lyon Street on-ramp;

 Traffic management for construction staging and the rapid replacement operations is being coordinated with the City of Ottawa.

RECOMMENDED PLAN – BRIDGE STRUCTURES  The Preston, Rochester, Booth and Bronson Street Bridges will be replaced with two single-span rigid frame structures with a clear span length that matches the existing structures, on footings bearing directly on bedrock. The existing cross- section features and facilities (sidewalks, cycling and travel lanes) will be maintained.

 The Percy Street Bridge will be replaced with three single span rigid frame structures on deep foundations with a reduced clear span length. The existing cross section features and facilities are being maintained (sidewalks, cycling and travel lanes) as the reduction in the clear span is being accomplished by reducing the width of the existing variable width buffer.

 The Highway 417 cross-section will be maintained throughout the project limits with the exception of Rochester Street and Booth Street structures which will be widened to accommodate the extension of speed change lanes for the Bronson on and off ramps.

RECOMMENDED PLAN FOR CONSTRUCTION STAGING For each bridge site, the bridges will be demolished in place and the new bridges will be installed using RBR technology over an extended Highway weekend closure (82 hours). Advance work to facilitate the bridge replacements will be required prior to the RBR operation. Both partial and full closures of the intersecting municipal roads in the year prior to the RBR and in the weeks leading up to the full Highway weekend closure is required. The following is a summary of the construction sequencing for the RBR operation.

• Complete all necessary advance work, including construction of new retaining walls (where applicable), concrete elements for new bridge footings, earth excavation and protection systems (as necessary), and preparations along Work commences on 1 bridge transport paths. local intersecting roadways the year prior to the rapid replacement. • Construct new bridges in the staging area. 2

• Full closure of City street for 3 weeks at the bridge site for preparations along bridge transport paths, with the 3 exception of Percy Street.

• Implement full closure of Highway 417 for 82 hours. 4

• Demolish existing bridges in place, remove debris and excavate Highway 417 down to the footing elevations. 5 During 82-hour closure of Highway 417 • Install new bridge using rapid replacement technology. 6

• Reinstate the excavated Highway 417 fill, reinstate asphalt, and re-open Highway 417. 7

RECOMMENDED PLAN – CONSTRUCTION STAGING AREAS

The rapid bridge replacements will utilize three separate construction staging areas to build the replacement bridges for the 5 bridge sites. These areas will be in use for several construction seasons to accommodate construction of multiple bridges at one location to minimize property impacts.
