    STATE OF CALIFORNIA Budget Change Proposal - Cover Sheet DF-46(REV 08/17) Fiscal Year Business Unit Department Priority No. FY 2019-20 4260 Health Care Services Budget Request Name Program Subprogram 4260-402-BCP-2019-MR 3960 3960050 Budget Request Description SUD Emerging Epidemics, Disaster Response and Licensing Workload Budget Request Summary The Department of Health Care Services (DHCS), Substance Use Disorder Compliance Division (SUDCD), requests 7.0 permanent positions and expenditure authority of $1,060,000 (100% Residential and Outpatient Program Licensing Fund (ROPLF)), in fiscal year (FY) 2019-20, to address the increased workload of responding to: 1) natural disasters and other State Emergencies; 2) the opioid epidemic; 3) the resurgence of methamphetamine abuse; and 4) the rise in number of treatment facilities. In addition, DHCS requests a one-time expense of $100,000 from General Fund (GF) to migrate DHCS's disaster collection and reporting process into the web-based reporting platform, NC4 through an interagency agreement with the California Department of Public Health (CDPH). He had a 30 year career in wildland fire, performing a variety of roles and duties in the National Park Service and U.S. Forest Service. His fire career began on the Yellowstone Fires of 1988 as a firefighter with the NPS. Mike then served on a NPS -Hot shot crew, was a crewboss of one of the first Fire Use Modules, and served eight years as the fuels management officer at Yosemite National Park. Mike then worked in the USFS where he served as a District Fire Manage- ment Officer, Deputy Forest Fire Management Officer, and Interagency Fire Chief for the USFS and BLM at his last post in Bishop, California, from which he retired at the end of 2016. Timothy Ingalsbee, Ph.D. is the Executive Director of Firefighters United for Safety, Ethics and Ecology (FU- SEE), and is a former wildland firefighter for the U.S. Forest Service and National Park Service. Ingalsbee is a certified senior wildland fire ecologist who founded and directed the Cascadia Fire Ecology Education Project, and the Western Fire Ecology Center. Tim served as Secretary of the Board of Directors for the Association for Fire Ecology for six years, and then became its Executive Co-Director for another eight years. Tim is also a Research Associate and Adjunct Professor at the University of Oregon.

    Supervisor Rex Bohn Helps Raise $7,500 In Lake County Aid Eureka Times-Standard Shomik Mukherjee August 29, 2018 Donations amounting to $7,500 will go to the families of Lake County senior citizens, who are still reeling from damage caused by the Mendocino Complex Fire of the past two weeks. First District Humboldt County Supervisor Rex Bohn organized the donations, which were contributed largely by Humboldt County citizens. The money will be handled and distributed by the Silver Foundation, a local nonprofit that oversees charity for senior citizens. Families of seniors in the area will also receive aid from the funds. “I was extremely proud to represent Humboldt and all the citizens that donated. Lake County has been hit hard with all the fires these past three years — they’re a distressed community already,” Bohn said Tuesday evening. Some of the $7,500 will go toward the foundation’s Meals on Wheels program — catering to seniors who use wheelchairs — and other parts are to be dispersed in the form of gift cards, said Olga Martin Steele, secretary for the Silver Foundation. Steele was at the Senior Services Center on Monday to collect the check from Bohn — a “phenomenal gesture,” Steele said, since Bohn could have simply mailed the check from Humboldt County instead of making the four-hour drive. The folks of Humboldt County and Bohn “came through in spades,” wrote Gene Paleno in an email to Olga Martin Steele recounting the Monday moment when Bohn delivered the check. “The whole time down, I was really proud to be from Humboldt,” he said.
