Montenegro is about to close Chapter 23, following the verdicts against Vladan Žugić the members of a group which engaged in illicit trade in drugs, oil and weapons. Serbia hopes to close the remaining two chapters and join the EU by the end of the year. Brussels, a year later. Montenegro failed to close Chapter 23 because the judiciary did not demonstrate sufficient inde- pendence in the case against the former high officials charged with corruption. Serbia finished the negotiations, but is formally still not a member of EU. Balkans, July 2011. The last ICTY fugitive Goran Hadžić was delivered to the Hague and the first reactions suggest that Serbia might get the candidate status, maybe even the date for negotiations. Montenegro is also expected to get the date for negotiations. Balkans, a few weeks later. New tensions have erupted between Belgrade and Prishtina, leaving Serbia further away from the candidate status. Podgorica’s chances to get the date for negotiations are also declining, and the ruling elite are seeking an excuse in the regional context. That’s why the EU should stick to individual merit. A conditional date for negotiations with Mon- tenegro, especially if Ranka Čarapić delivers on her promise of two big fish, would dispel the doubts that Montenegro is a hostage to the region, which could further influence the process of European integrations. -

GODINI 52 2 | Izvještaj o radu Agencije za elektronske medije za 2013. godinu UVOD Interesovanje za pokretanje novih TV programa, uz emitovanje bez korišćenja radio-difuznih frekvencija, ali i dalje ozbiljna ekonomska situacija na medijskom tržištu obilježili su 2013. godinu. Nemogućnost korišćenja (najčešće iz ekonomskih razloga) svih ili određenih frekvencija nastavila je da bude razlog sužavanja zona pokrivanja pojedinih radio i TV emitera. Iako prelazak sa analognog na digitalno TV emitovanje nije dinamiziran, Agencija za elektronske medije je nastavila sa aktivnostima usmjerenim na jačanje kapaciteta i prikupljanje iskustava neophodnih za ispunjavanje kako njenih obaveza, tako i zadataka sa kojima će se suočiti ostali učesnici u ovom kompleksnom procesu. Sprovođenje regionalnog projekta SEE Digi.TV, realizovanog uz podršku evropskih IPA fondova, predstavljalo je značajno iskustvo i opravdanost Agencijinih kontinuiranih ulaganja u praćenje trendova i razvoj stručnih kapaciteta u oblasti digitalizacije i razvoja AVM usluga uz optimalno korišćenje savremenih tehnologija. To potvrđuje i uspješno uključivanje u realizaciju projekta TV WEB, koji se takođe finansira iz IPA fondova i usmjeren je ka optimizaciji korišćenja radio-difuznog spektra za prevazilaženja digitalnog jaza. -

Izvještaj o finansijskom poslovanju za 2020. godinu ima za cilj da predstavi uslove i ambijent poslovanja, realizovane poslovne aktivnosti, kao i njihove efekte. Izvještaj se bazira na podacima iz uredne knjigovodstvene dokumentacije i pridržavanja jasno definisanih procedura za obradu administrativnog poslovanja i računovodstveno – finansijskih poslova. Saglasno članu 40 Zakona o elektronskim medijima, na sjednici održanoj 20.09.2019. godine, Savjet Agencije za elektronske medije je donio Odluku o usvajanju Finansijskog plana Agencije za elektronske medije za 2020. godinu (Odluka br. 01-1031/1 od 20.09.2019. godine). STUDY Requested by the AFET committee Mapping Fake News and Disinformation in the Western Balkans and Identifying Ways to Effectively Counter Them Policy Department for External Relations Directorate General for External Policies of the Union EN PE 653.621 - February 2021 DIRECTORATE-GENERAL FOR EXTERNAL POLICIES POLICY DEPARTMENT STUDY Mapping Fake News and Disinformation in the Western Balkans and Identifying Ways to Effectively Counter Them ABSTRACT Disinformation is an endemic and ubiquitous part of politics throughout the Western Balkans, without exception. A mapping of the disinformation and counter-disinformation landscapes in the region in the period from 2018 through 2020 reveals three key disinformation challenges: external challenges to EU credibility; disinformation related to the COVID-19 pandemic; and the impact of disinformation on elections and referenda. While foreign actors feature prominently – chiefly Russia, but also China, Turkey, and other countries in and near the region – the bulk of disinformation in the Western Balkans is produced and disseminated by domestic actors for domestic purposes. Further, disinformation (and information disorder more broadly) is a symptom of social and political disorder, rather than the cause. As a result, the European Union should focus on the role that it can play in bolstering the quality of democracy and governance in the Western Balkans, as the most powerful potential bulwark against disinformation.
