    Syria & the CNN Effect: What Role Does the Media Play in Policy-Making? Lyse Doucet Abstract: Syria’s devastating war unfolds during unprecedented flows of imagery on social media, test- ing in new ways the media’s influence on decision-makers. Three decades ago, the concept of a “CNN Effect” was coined to explain what was seen as the power of real-time television reporting to drive responses to humanitarian crises. This essay explores the role traditional and new media played in U.S. policy-making during Syria’s crisis, including two major poison gas attacks. President Obama stepped back from the targeted air strikes later launched by President Trump after grisly images emerged on social media. But Trump’s limited action did not shift policy. As of early April 2020, playout operations for both channels were outsourced to Red Bee’s managed services operations, which already serve significant parts of the UK public broadcaster’s global news distribution. The migration cutover took place in cooperation between Red Bee and the customer, during the unusual circumstances created by the global spread of Covid-19. The two channels reach 33 million Arabic speakers and 16 million Persian speakers respectively each week*. “We are very proud to add the playout management for these channels to the services we provide for the BBC,” says Steve Nylund, CEO, Red Bee. “Our role as a managed services provider is to offer our customers peace of mind through operational reliability, so that they can focus on their content and their viewers. Despite that it is a common problem, media and especially Western media through its coverage of war and rape during war did not give this concept its focus but rather researcher argued that media focus’s in its coverage on its ideology and agendas. In this study, which focus on media coverage during ISIS war in Iraq and Syria, critical discourse analysis was carried out on Western media and Arab media in order to understand media representation for Yazidi women who been subject to sexual violence and the potential outcomes for their representation.

It was chaired by POLIS director Charlie Beckett. [During the recent uprisings in North Africa and across the Middle East we saw] remarkable and brave coverage by the BBC’s teams. And many news organisations have had impressive records in their response to the recent crisis. But striking as the personal bravery has been, it is not that I wished to draw your attention to. I hope you noticed the prominence in much of that material of the BBC’s non-English language teams – in particular the work of the teams from BBC Arabic, as well as BBC Persian. Those two new TV services, just 4 years and 2 years old, are now not just reporting to their own language audiences, but working cheek by jowl with the BBC News English teams. So you saw Assad Sawey in Egypt appearing, injured, alongside Peter Horrocks Lyse Doucet. But not only were Arabic correspondents appearing when they had been involved in trouble, but they appeared regularly on air, giving eye witness accounts of what was happening in Egypt and providing in depth analysis in London studios, as you saw. And more recently in Libya our Arabic service teams were operating as joining newsgathering units with BBC News.
