Kevin Barge May 2017 Major Subject: Communication Copyright 2017 Aya Yadlin Segal ABSTRACT In this dissertation, I present an ethnographic exploration of how a post-migration community—the Persian community in Israel—constructs its identity. Drawing on cultural and postcolonial theories, I discuss the ways in which the community preserves, negotiates, and resists cultural structures in the Israeli ethnic and national contexts. Through a multi-sited ethnographic exploration, I follow members of the Persian community in Israel, a marginalized ethnic minority, as they construct their national-ethnic identity. Embodying the discord between their two perceived homelands, Israelis of Iranian descent carve themselves an idealized homeland online. In it, they simultaneously resist and re-affirm social structures within and between the two nations and cultures. I focus this exploration on the use of social media, mobile-phone applications, and internet radio for post-migration identity formation. Through this study, I aim to answer a set of questions. Primarily, I attend the question - what is the role of online media platforms in the process of constructing Persian identities in Israel? Some other secondary questions studied in this dissertation are: a) How do community members communicate and articulate the ethnic and national layers of the Persian identity? b) What are the transnational and transcultural aspects of the Persian community and identity as communicated by community members? and c) What is the place of online platforms usage in challenging mainstream notions of ethnicity, nationality, homelands, and host lands? ii Through this dissertation, I develop three concepts that contribute to the discussions of new media, culture, identity, migration, and ethnicity. First, I develop the idea of “lived ethnicity,” portraying ethnicity as an evolving and dynamic rather than a static or given identity marker. Looking at practices of “lived ethnicity” within different minority groups (language, collective memory, cuisine, etc.) can allow us a comparative perspective, discussing similarities and differences within specific societies in different times, or between different societies at the same time. A second concept I coin in this dissertation is “affirmative opposition.” Through this concept, I stress that while some cultural oppositional calls negate negative misconceptions about an oppressed group, they can, in fact, repeat and confirm the social narrative that established the very same oppression. Thus, affirmative opposition is a cultural act that simultaneously opposes and reaffirms existing social structures. The term allows us to critically engage with cultural practices as complex systems of negotiation, looking at the possible oppositional and liberating aspects of oppressive structures, and vice versa, identifying oppressive practices embodied in oppositional acts. Finally, contributing to new media studies, I coin the third term, “online homeland,” which expands previous notions of media usage in diaspora into digital realms. The online homeland is a notional space that allows communities to negotiate identities and cultures, becoming visible as a community away from the oppressing cultural gaze. iii ACKNOWLEDGMENTS This dissertation, and the resulting Ph.D. degree, could not have been completed without the following people, to whom I extend my most sincere thanks: First, foremost, and always I thank my spouse, my love and my life, Aner. Part I discusses the background of the land that today comprises the State of Israel and its territories. This Part summarizes the various accords and peace treaties signed by Israel, the Palestinians, and the other surrounding Arab Nations. Part II reviews com- mentary regarding peace in the Middle East by those who believe Israel needs to surrender more land and by those who feel that Palestine already has received too much. Part II examines the conflict over the permanent status negotiations, such as the status of the territories. Part III argues that all the parties need to abide by the conditions and goals set forth in the Oslo Accords before they can realistically begin the permanent status negotiations. Finally, this Comment concludes that in order to achieve peace, both sides will need to compromise, with Israel allowing an inde- pendent Palestinian State and Palestine amending its charter and ending the call for the destruction of Israel, though the circumstances do not bode well for peace in the Middle East.     Education and Emigration: The case of the Iranian-American community Sina M. Mossayeb Teachers College, Columbia University Roozbeh Shirazi Teachers College, Columbia University Abstract This paper explores the plausibility of a hypothesis that puts forth perceived educational opportunity as a significant pull factor influencing Iranians' decisions to immigrate to the United States. Drawing on various literatures, including research on educational policy in Iran, government policy papers, and figures from recent studies and census data, the authors establish a case for investigating the correlation between perceived educational opportunity (or lack thereof) and immigration. Empirical findings presented here from a preliminary survey of 101 Iranian-born individuals living in the U.S. suggest that such a correlation may indeed exist, thus providing compelling grounds for further research in this area. The paper expands on existing literature by extending prevailing accounts of unfavorable conditions in Iran as push factors for emigration, to include the draw of perceived educational opportunity, as a coexisting and influential pull factor for immigration to the U.S. Introduction Popular discourse about Iranian immigration to the United States focuses on the social and political freedoms associated with relocation. The prevailing literature on Iranian immigration explains why people leave Iran, but accounts remain limited to a unilateral force--namely, unfavorable conditions in Iran. Drawing on existing studies of Iranian educational policies and their consequences, we propose an extension to this thesis. We hypothesize that perceived educational opportunity is a significant attraction for Iranians in considering immigration to the U.S. To establish a foundation for our research, we provide a background on Iran's sociopolitical climate after the 1978/1979 revolution and examine salient literature on Iran's higher education policy.

    Borders Itineraries on the Edges of Iran edited by Stefano Pellò A Linguistic Conversion Mīrzā Muḥammad Ḥasan Qatīl and the Varieties of Persian (ca. 1790) Stefano Pellò (Università Ca’ Foscari Venezia, Italia) Abstract The paper deals with Mīrzā Muḥammad Ḥasan Qatīl, an important Persian-writing Khatri poet and intellectual active in Lucknow between the end of the 18th and the first two decades of the 19th century, focusing on his ideas regarding the linguistic geography of Persian. Qatīl dealt with the geographical varieties of Persian mainly in two texts, namely the Shajarat al-amānī and the Nahr al- faṣāḥat, but relevant observations are scattered in almost all of his works, including the doxographic Haft tamāshā. The analysis provided here, which is also the first systematic study on a particularly meaningful part of Qatīl’s socio-linguistic thought and one of the very few explorations of Qatīl’s work altogether, not only examines in detail his grammatical and rhetorical treatises, reading them on the vast background of Arabic-Persian philology, but discusses as well the interaction of Qatīl’s early conversion to Shi‘ite Islam with the author’s linguistic ideas, in a philological-historical perspective. Their reaction to the Arab Spring was especially marked because of a long-held feeling that strategic communicators from outside the state’s borders were purposely reinforcing domestic discontent. I characterize strategic communications as, most dramatically, investment by an external source in methods to alter basic elements of a societal consensus. In this essay, I want to examine what this process looks like from what might be called the “inside,” the view from the perspective of the target society.

Between Bergman (1969) and Kaadan (2000) About thirty years after Bergman case1, Israel constitutional structure and its legal culture are not responsive to minority needs, and more largely to social needs of deprived communities. The liberal language and judicial review over Knesset legislation that have been empowered by and followed Bergman have not reconciled this utterly problematic discrepancy between jurisprudence and social needs. Bergman ruling has symbolized the outset of a new area in Israel jurisprudence, the area of liberalism, since it has empowered the notion of judicial counter majoritarianism as the center, however problematic, of democracy. It has been a modest ruling, and a careful one, dwelling only on procedural deficiencies as a cause of judicial abolition of parliamentary legislation.
