Herman Lelieveldt writes that while there was a small increase in turnout in the 2014 European elections, the overall trend of declining turnout necessitates a radical reform to improve the EU’s democratic legitimacy. He suggests returning to a ‘dual mandate’ system through which national parliaments appoint a proportion of their members to split time between the European Parliament and the national level. With a turnout that was only slightly higher than five years ago and a general consensus that many of the dissatisfied voters stayed home, the new European Parliament continues the paradoxical trend of declining legitimacy despite a systematic increase in its powers over the last decades. If it comes to mobilising more voters it is safe to conclude that the experiment with the Spitzenkandidat has been an utter failure. Apart from maybe in Germany, the contest did not generate much excitement in the member states nor did it bring more voters to the polls. Hence we are left with another election in which a majority of the member states (17 out of the 28) saw turn-out again decline, as shown in the Chart below.

The objectives of this research were to identify the elements of transitivity process used in the Sandiaga Uno’s Utterances, to describe the transitivity elements realized by Sandiaga Uno to reveal the ideological construction and to investigate why the trnsitivity elements realized the way they are. Descriptive qualitative method was used in this research. Source of the data was acquired from the Sandiaga Uno’s utterances in the third debate of presidential election. In collecting the data, the researcher used the documentation method where it was implementated by making the transcription of text then selecting and identifying types of transitivity process used by Sandiaga Uno in the third debate of presidential elecion. The data were analyzed by some steps such as, data reduction, counting the percentage and using the study of the Fairclough’s Framework. The finding showed six types of transitivity process used by Sandiaga Uno where they were Material, Mental, Relational, Behavioural, Verbal and Exisential.

Tingkat pengangguran di Indonesia saat ini berjumlah 7,56 juta (6,18%) dengan tingkat pengangguran tertinggi pada lulusan pendidikan lulusan SMA sebanyak 2,28 juta (10,32%) dan lulusan SMK sebanyak 1,57 juta (12,65%). Angka ini menunjukkan pendidikan dan pelatihan di Indonesia tidak sinkron dengan kompetensi yang dibutuhkan oleh industri dan pada akhirnya menyebabkan daya saing tenaga kerja Indonesia cukup rendah. This position and the potential of natural resources makes Bogor District have a great opportunity to develop investment. Investment will come into an area if the spatial policy is made in line and congruent with the potential of the investment development. This is very important for investors, because of it involves support from local government and going concern of the business. The main problem of this research is whether the spatial policy is accordance with the investment potential? This research is a descriptive research using qualitative approach. Empirical exploration is done through desk study and focus group disscusion. In addition, a prospective analysis is conducted which is analyzing strategic issues in investment development that can produce solutions for future decision makers. The results showed that there is suitabilty in spatial policy with the potential of empirical investment of each subregion. The suitability can be seen from 9 (nine) prospective investment sectors in Bogor Regency which are agriculture, fishery, animal husbandry, forestry, mining, tourism, infrastructure, industry and trade. For recommendations, the local government of Bogor Regency have to determine the superior product or commodity for each susbregion and establish priority scale for each investment sector. RAJARATNAM SCHOOL OF INTERNATIONAL STUDIES SINGAPORE 21 NOVEMBER 2019 Abstract This paper examines the Prosperous and Justice Party (PKS)’s strategy in the 2019 Indonesian general elections. Among the Islamic-based political parties, PKS gained the most significant increase in votes. We aspire to understand the breakthrough by looking at the party’s strategy. On the one hand, our findings confirm the existing studies that correctly noted the moving of Indonesian political parties towards a “catch-all” direction by which they aim to garner wider support beyond a specific type of voter base. On the other hand, our research notes that PKS has started to exploit the phenomenon of rising Islamic conservatism in Indonesia. Despite solely maintaining an inclusive electoral strategy, this research asserts that the party has adjusted its campaign strategy to fit in with the trend of rising Islamic conservatism while concurrently exploiting the anti-incumbent president (Joko Widodo) sentiment. This paper aims to enhance discussion on Indonesian politics as well as Indonesia’s political parties, particularly the PKS.

Introduction National parliaments are generally institutions with a long history, strong proce- dural traditions and differing dynamics both externally (with their national gov- ernment as well as EU institutions, and of course with the other House, in the case of bicameral systems) and internally (ie between majority and opposition and between plenary and committees). Hence, a new procedure, like the scrutiny of the principle of subsidiarity, introduced at the EU level, does not fall on a blank page. On the contrary, it is inevitably embedded in the life of each parliament, being transformed and adapted to comply — as does naturally happen in a ‘ compos- ite ’ Constitution 1 — not only with EU requirements but also with the constraints established by each national Constitution.     LEX LOCALIS - JOURNAL OF LOCAL SELF-GOVERNMENT Vol. 6, No. 4, pp. 429 - 443, October 2008 Dual-Mandate of Persons Who Serve as MPs and Mayors at the Same Time SAŠA ZAGORC2 ABSTRACT The incompatibility of the function at the state and local levels is defined to prevent exercising a dual mandate and other forms of conflict of interest to secure self-government in local communities. The discussed positions of dual- or even triple-mandate officials are neither unconstitutional nor unlawful in themselves, yet they relate to the incompatibility of interest roles these dual-mandate or triple-mandate officials simultaneously play. The inability of the National Assembly to regulate the issue of the incompatibility of the function in accordance with the basic principles in the state (balance of powers, local self-government autonomy, representative democracy) leads us to the conviction that, for the time being, the parliamentary lobby power is too great, whereas the political culture of the public is too weak to prevent the further steps of the legislator. An important aspect of the incompatibility of the function lies in the fact that individuals should be aware that performing the multiple functions, obtained in elections, is not a privilege, but it is a commitment and duty to perform the functions well and with dedication. The paradox is that an individual who is aware of this does not need any rules on the incompatibility of the function at all.
