COUNTYWIDE ALL-NATURAL PARTICIPATING JURISDICTIONS Cities of Newark, Pataskala, and Heath HAZARDS MITIGATION Villages of Buckeye Lake, Granville, Hartford (Croton), Hanover, Hebron, Johnstown, PLAN (CANHMP) Kirkersville, St. Louisville, and Utica PUBLICATION DATE December 28, 2019 Countywide All-Natural Hazards Mitigation Plan Executive Summary Licking County was selected to be the first Project Impact Community in the State of Ohio. Project Impact, which was created in 1997, was an initiative that was designed to challenge the nation to undertake actions that protect families, businesses and communities by reducing the effects of natural disasters. The building of Disaster Resistant Communities was a key objective for Project Impact. Only a few communities in the State of Ohio were selected to participate in this program. The primary goal of Project Impact in Licking County was to combat the threat of natural disasters through public/private partnerships. Licking County has reduced the financial losses that result from natural disasters by proactively encouraging disaster mitigation before natural disasters can occur. The County completed several projects with Project Impact funds; including the revision of several of their floodplain maps and the creation of a low-interest loan program for retrofitting flood prone structures. Licking County took additional steps to become disaster resistant by utilizing Project Impact funds to create a Countywide All Natural Hazards Mitigation Plan in 2003. A Countywide All Natural Hazards Mitigation Plan (CANHMP) addresses natural disasters that could affect a local community, including flooding, tornadoes, high winds, winter storms or some other disaster. By developing a mitigation plan, the community can identify their areas of risk, assess the magnitude of the risk, and develop strategies and priorities to identify projects for reducing risk. Licking County has facilitated several outreach projects for its residents in regard to specific Project Impact projects. Although this planning effort was specifically formed to address the creation of a Pre- Disaster Mitigation (PDM) compliant plan, there has been an on-going effort in publicizing the County’s activities in relation to mitigation and how the public can continue to get involved and support the County’s mitigation efforts. As a part of those efforts, unincorporated Licking County and the City of Newark cooperated on a Flood Mitigation Assistance (FMA) Plan Update to the original 2003 CANHMP, which was submitted to FEMA via Ohio EMA on Aug.15, 2007. It was approved by FEMA on March 19, 2008; the FMA Plan serves as an addendum or annex to the 2003 CANHMP. Once again in 2012, Licking County underwent a CANHMP update process the formally incorporated the 2007 FMA. This plan was approved by FEMA and subsequently adopted by all of the participating jurisdictions. In order to assure continued compliance with the Disaster Mitigation Act of 2000, officials from various jurisdictions in Licking County have again worked to develop a mandatory five-year update to the Countywide All Natural Hazards Mitigation Plan for Licking County, Ohio. This update will be will be referred to as the 2019 CANHMP. Once the 2019 CANHMP is approved by FEMA and adopted by the participating jurisdictions, this document will form the basis for natural hazard mitigation actions and efforts at reducing vulnerability and risks from flooding, severe summer weather, severe winter weather, tornadoes, drought, earthquakes, invasive species, and wildfires for all participating jurisdictions in Licking County, Ohio, and ultimately SECURING THE SCENE of disasters, SAVING LIVES, and PROTECTING PROPERTY, including structures and infrastructure. 1 Countywide All-Natural Hazards Mitigation Plan Licking County CANHMP Key Updates The 2019 NHMP includes the following key updates: Historical hazards: Each natural hazard section within this plan includes updated reports of hazard events that have occurred in the jurisdictions. County profile: Demographics, social, and economic data, as well as existing and future land use descriptions are updated to reflect the current status of the county and its jurisdictions. Planning description: The new planning team and updated planning process are described and documented. Risk assessment: The Risk Assessment for Licking County, which was first created in 2009, was updated again in 2019 during the mitigation plan update process.
