Elective Home Education – Review December 2017

Elective Home Education (EHE) is the term used by the Department of Education to describe the parent’s decision to provide education for their child/children at home, instead of sending them the school. This means that parents take full reasonability for their children’s education.

The arrangements for managing the elective home education request is shared between the Education Welfare Service and Springwell Academies. Current situation in MBC

There are 286 pupils on the EHE register as of 22.12.17. There has been 313 registered in the academic year to date. Of the 27 no longer registered EHE, 16 are on school roll and 11 have moved out of the local authority area.

The number of children registered has increased considerably in the last few years. These are the total number of children registered in the previous 4 years (including those who left the register to return to school or left the local authority area).

The large number of Year 11 who are registered EHE is of particular concern as 50 of 75 have become EHE in the last year. This group are at high risk of becoming NEET.

Reasons for Elective Home Education

Reasons for EHE are wide and varied. This is a summary of reasons recorded when the child is deregistered from school.

Over the last three years attendance is becoming a prominent reason why parents are choosing to EHE. Since September 2017 I have been recording attendance percentage of the last school that pupils attended. A quarter of children attended school less than 50% of the time. Data is not available for those who have never been to school or have moved from out of borough.

I have also recorded fixed term exclusions of pupils over their school career. The majority (177) did not have any fixed term exclusions. The largest number of fixed term exclusions for one young person was 112. As of the attendance data is not available for those who have never been to school or have moved from out of borough:

Special Educational Needs

There are currently 17 pupils on the EHE register with EHCP/Statements. These pupils have the support from the SEN team to keep their EHCPs up to date through annual reviews.

Currently there are 148 pupils eligible for Free School Meals. This is 51.7% of the current register.
