Athens Journal of History - Volume 7, Issue 2, April 2021 – Pages 141-162 The Mis-education of the African Child: The Evolution of British Colonial Education Policy in Southern Nigeria, 1900–1925 By Bekeh Utietiang Ukelina Education did not occupy a primal place in the European colonial project in Africa. The ideology of "civilizing mission", which provided the moral and legal basis for colonial expansion, did little to provide African children with the kind of education that their counterparts in Europe received. Throughout Africa, south of the Sahara, colonial governments made little or no investments in the education of African children. In an attempt to run empire on a shoestring budget, the colonial state in Nigeria provided paltry sums of grants to the missionary groups that operated in the colony and protectorate. This paper explores the evolution of the colonial education system in the Southern provinces of Nigeria, beginning from the year of Britain’s official colonization of Nigeria to 1925 when Britain released an official policy on education in tropical Africa. This paper argues that the colonial state used the school system as a means to exert power over the people. Power was exercised through an education system that limited the political, technological, and economic advancement of the colonial people. The state adopted a curricular that emphasized character formation and vocational training and neglected teaching the students, critical thinking and advanced sciences. The purpose of education was to make loyal and submissive subjects of the state who would serve as a cog in the wheels of the exploitative colonial machine. -

Taxes, Institutions and Local Governance: Evidence from a Natural Experiment in Colonial Nigeria Daniel Berger September 7, 2009 Abstract Can local colonial institutions continue to affect people's lives nearly 50 years after decolo- nization? Can meaningful differences in local institutions persist within a single set of national incentives? The literature on colonial legacies has largely focused on cross country comparisons between former French and British colonies, large-n cross sectional analysis using instrumental variables, or on case studies. I focus on the within-country governance effects of local insti- tutions to avoid the problems of endogeneity, missing variables, and unobserved heterogeneity common in the institutions literature. I show that different colonial tax institutions within Nigeria implemented by the British for reasons exogenous to local conditions led to different present day quality of governance. People living in areas where the colonial tax system required more bureaucratic capacity are much happier with their government, and receive more compe- tent government services, than people living in nearby areas where colonialism did not build bureaucratic capacity. From this time until October 1, I960, the date Nigeria became independent, the British introduced liberalism into the country as a political, economic and social philosophy. Although there exists a relatively large volume of (mostly scattered) literature on Nigerian foreign policy, the question of how the philosophy of liberalism, especially the Anglo-American style, has continued to influence Nigeria’s foreign (as well as domestic) policy even after independence, has not yet been investigated in an adequate chronological perspective. This largely factual, historical (and yet basically theoretical), study is meant to fill that gap. I hope the work will be found helpful particularly by students of Nigerian political affairs and in general by students of African studies. -

The latest controversy dogging the amendment relates to whether or not it is necessary for the President to assent to the Bill of the National Assembly amending the Constitution, even after the amend- ment has been ratified by at least two-thirds of the Houses of Assembly of the States of the Federation. There are two schools of thought on this issue; each with sound arguments in support of their respective position. A dispassionate and realistic consideration of the issue has been undertaken in this article. The conclusion is reached that the provision of the constitution dealing with its amendment is not free from ambiguity. Its lack of clarity on its amendment procedure has made it obviously in dire need of amend- ment. Consequently, necessary suggestions on how to resolve the issues, including the amendment of the amendment-provision of the constitution have been proffered. The Freedom of Information Coalition is an alliance of civil society organizations campaigning for the enactment of a Freedom of Information Act in Nigeria. The coalition undertakes a number of advocacy activities aimed at sensitizing and lobbying elected and appointed government officials both, at the federal, state and local government levels to ensure the passage of the Freedom of Information Bill by the National Assembly, at the earliest possible time. The coalition also works to popularize the freedom of information (FOI) bill among various sections of the Nigerian society and secure their support in the push for the enactment of the Bill into law. At the moment, there are 88 civil society organizations that are members of the Freedom of Information Coalition. Member organizations are located across all the zones of the federation and include the organized labour, academic organizations, journalists’ associations, women and youths organizations, traders associations, etc. The Freedom of Information has a secretariat that coordinates its activities. The secretariat is hosted by Media Rights Agenda, based in Lagos. -
Right to Fair Hearing in Nigeria Under the Imperatives of Covid-19 Control*
NAUJILJ 12 (1) 2021 RIGHT TO FAIR HEARING IN NIGERIA UNDER THE IMPERATIVES OF COVID-19 CONTROL* Abstract When the Corona Virus Disease struck the world in December 2019 no one predicted the magnitude of damage it was bringing. Many medical practitioners concerned about the challenge nursed optimism that the virulence would not escalate beyond China. The pandemic spread throughout the world – scoring the recrudescence of a peculiar killer disease in medical history. Nations have applied diverse procedures to reduce its spread in their respective jurisdictions, thereby affecting the social structure, dispensation of citizens’ rights and other state obligations. Yet there should be respect for right to fair hearing, as evidence of the rule of law among civilized people. The objective of this study is to project the importance of this right in Nigeria. The data came from regulations implemented by four constituencies in Nigeria viz. Kaduna, Lagos and Rivers States, and the Federal Capital Territory, where the Governors wrongly applied the COVID-19 transmission prevention scheme to exhibit illegal use of force which infringed on the citizens’ right to fair hearing. Even in emergencies this right should be preserved because of its sacrosanctity, since the constitution did not create any exception to warrant its infraction. Keywords: COVID-19, Fair Hearing, Transmission, Jurisdiction. 1.0 Introduction Corona Virus Disease (COVID-19) pandemic has to be appreciated not only as a health challenge but also as a test of humankind’s efficiency in integrating the rule of law into management of medical exigencies. Symptoms of the disease were first experienced in Wuhan, Hubei Province in China in December 2019; it went viral thereafter. -

However, discussions of the residential racial segregation policy of the British colonial administration in Africa invariably focus on “settler colonies” of South, Central, and East Africa. British colonial West Africa hardly features in such dis- cussions since it is widely believed that these areas, which had no large-scale European settler populations, had no experience relevant to any meaningful discussion of multi-racial colonial relationships. Some studies even deny the existence of racially segregated areas in places other than the settler colonies. Despite evidence that residen- tial racial segregation formed one of the principles that facilitated the implementation of British colonial policy in Nigeria, the Nige- rian experience has not been given a fully coherent treatment. This paper examines Nigeria’s experience of officially directed residen- tial segregation. It argues that while residential segregation policies were justified along policies related to health, sanitation, and dis- ease prevention, the motive also derived from the demonstration of racial supremacy and civilization, which was the ideological justi- fication for empires in Africa.
