1. THE CITY CENTRE AT DESERT ROSE CITY

Through Reinventing Cities, Bidders are expected to design, finance and construct the City Centre in stages by 2025 where possible. City Centre- Conceptual – in 2013

The City Centre Site is currently vacant. The date of release is expected early 2018 when the Desert Rose Final Land Subdivision Master plan is approved.

The City Centre is expected to serve the Desert Rose City. It adopts the principles of Pedestrian Oriented Development (POD), and the Transit Oriented Development (POD).

The Centre is 5 KM long City Centre Activities Spine – approximately, and covers 259 ha of land. Spatial Organization

The linear City Centre concept consists of:

- Car-free main activities spine as Linear Atrium 3.5km long approximately, which may contain wider courtyards at intervals. The Atrium is 40m wide including 10m wide elevated light rail shelf at the north-west side of the Atrium - Several secondary pedestrian spines (minimum width 15m) linking between the main spine and the eco-walk (pedestrian & and cycle way) that circles around the city centre and connect to the residential neighbourhoods ; and - Basement level(s) for service vehicles, public transport, and parking.

The linear Atrium is semi covered, and a semi air-conditioned linear space. Its design intention is to offer climate comfort and natural ventilation all year round, reduce noise and echo; and reduce energy consumption. The south-west side of the Atrium is designed to be higher than the north-east side, and have extended roof to shelter the Atrium from summer vertical sun. This cross section functions as wind catcher for northern breeze, and shelter the Atrium from the desert hot air and sand.

Accessibility & Mobility

The City Centre shall be accessed by pedestrian and cyclists via the eco-walk; and by vehicles (buses, cars, etc) via the main roads circling the city centre; and by train (light rail) via elevated track. Car parking requirements

A tentative parking estimate for the City Centre Basement was carried out as shown in the table below. Considering DM guidelines, an estimate of 30,645 parking spaces were identified for the land uses in the City Centre. However, since most of the staff working in the City Centre offices, schools, clinics, retail, and hotels will be residents of the City Centre; such staff will walk or ride the light rail, and therefore will not require staff parking. On the other hand, most retail shoppers of the City Centre are residents of the Desert Rose City and many will be taking shuttles, riding bikes or walk to the City Centre, and therefore retail parking can also be reduced. Therefore, bidders may investigate the possibility to reduce the required parking by 30%-50%. DM suggests a reduction to 24,000 parking spaces.
