Fact Sheet on Francophones and French Language Services for the Upper Ottawa Valley Health Team

1. Legislative Framework

Under the French Language Services Act (1986), most of the area currently known as the Champlain region is designated. The Act lists the following areas1:  – all,  The five counties of (Prescott, Russell, Stormont, Dundas and Glengarry),  Renfrew County (City of Pembroke and Townships of Stafford and Westmeath2).

Health service providers (HSPs) in the region are divided into three categories, Designated (D), Identified (I) and Non-identified (NI). According to the Ministry of Health and Long-Term Care’s Guide to Requirements and Obligations Relating to French Language Health Services, these agencies have the following roles3:

a) For FLS designated Health Service Providers (HSPs) under O. Reg. 398/93 under the French Language Services Act (FLSA), provide health services to the public in French in accordance with the provisions of the FLSA. These agencies must provide health services in French at all times. Some agencies may have a Partial Designation, which means that only certain programs and services provide French language services (FLS).

b) For HSPs identified to provide FLS, provide health services to the public in French, in accordance with their existing FLS capacity. Providers identified to provide French language services by a planning agency must analyse their resources and put in place mechanisms enabling them to provide health services in French. They must work towards submitting a designation plan. The term Partial Identification is used here to describe agencies identified to provide health services in French within specific programs or regions.

c) For HSPs that are not designated under the FLSA, nor identified to provide FLS, develop mechanisms to address the needs of its local Francophone community including the provision of information on local health services that are available in French.

2. Population Data

The following population data were taken from the 2016 Census. They include the total population, the Francophone population according to the Inclusive Definition of Francophone4 and the percentage of Francophones in each Champlain sub-region. The second table looks at data from Pembroke and area. Sub-region data is broken down by age groups in tables 3 and 4.

The following pages present information on French language services collected for each of the partners in your team. Part of the information comes from the Ontario Gazette (O. Reg. 398/935). Another part of the information was collected through the OZi portal.

For certain agencies, additional information on human resources is available through OZi. These agencies are identified in the following pages under the column “Capacity Information in OZi”.
