I am writing this as a sociologist, who has recently focused on a very practical aspect of sociology. Working within municipal self-government, including my almost year-long service as the Mayor of Wrocław, sometimes I remember the peace and calm of the lecture hall. I have to admit that, quite often, I miss those deep academic discussions and analyses. Due to my current responsibilities, I have less time for participating in such studies; however, I frequently read papers and reports published by the academic world. Among the foundations of my programme for Wrocław were findings of Wrocław Social Diagnosis, which was developed based on scientific methodology. As a matter of fact, the Diagnosis is a project that we are constantly working on. I would like to share with you my reflections on the special role of science – the social sciences in particular – in today’s polarised world. When political choices seem to be quite surprising and emotions among the public are often stoked up by politicians and the media, we all need some space for peaceful discourse. This discourse should objectivity, humbly accepting that Bureau and the Office for University be based on a factual, in-depth sometimes our findings contradict Relations – a special municipal unit analysis of the world’s problems. our personal views and beliefs. • Romanian Political Science Review Vol. XXI, No. 1 2021
Romanian Political Science Review vol. XXI, no. 1 2021 The end of the Cold War, and the extinction of communism both as an ideology and a practice of government, not only have made possible an unparalleled experiment in building a democratic order in Central and Eastern Europe, but have opened up a most extraordinary intellectual opportunity: to understand, compare and eventually appraise what had previously been neither understandable nor comparable. Studia Politica. Romanian Political Science Review was established in the realization that the problems and concerns of both new and old democracies are beginning to converge. The journal fosters the work of the first generations of Romanian political scientists permeated by a sense of critical engagement with European and American intellectual and political traditions that inspired and explained the modern notions of democracy, pluralism, political liberty, individual freedom, and civil rights. Believing that ideas do matter, the Editors share a common commitment as intellectuals and scholars to try to shed light on the major political problems facing Romania, a country that has recently undergone unprecedented political and social changes. They think of Studia Politica. Romanian Political Science Review as a challenge and a mandate to be involved in scholarly issues of fundamental importance, related not only to the democratization of Romanian polity and politics, to the “great transformation” that is taking place in Central and Eastern Europe, but also to the make-over of the assumptions and prospects of their discipline. They hope to be joined in by those scholars in other countries who feel that the demise of communism calls for a new political science able to reassess the very foundations of democratic ideals and procedures.

Digital Media and the Arab Spring Philip N. Howard & Muzammil M. Hussain Philip N. Howard is associate professor at the University of Washington. He is the author of The Digital Origins of Dictatorship and Democracy: Information Technology and Political Islam (2010). Muzammil M. Hussain is a doctoral student in communication at the University of Washington. As has often been noted in these pages, one world region has been practically untouched by the third wave of democratization: North Africa and the Middle East. The Arab world has lacked not only democracy, but even large popular movements pressing for it. In December 2010 and the first months of 2011, however, this situation changed with stunning speed. Massive and sustained public demonstrations demanding political reform cascaded from Tunis to Cairo, Sana’a, Amman, and Manama. This inspired people in Casablanca, Damascus, Tripoli, and dozens of other cities to take to the streets to call for change. By May, major political casualties littered the ground: Tunisia’s Zine al-Abidine Ben Ali and Egypt’s Hosni Mubarak, two of the region’s oldest dictators, were gone; the Libyan regime of Muammar Qadhafi was battling an armed rebellion that had taken over half the country and attracted NATO help; and several monarchs had sacked their cabinets and committed to constitutional reforms. Governments around the region had sued for peace by promising their citizens hundreds of billions of dollars in new spending of various kinds. Morocco and Saudi Arabia appeared to be fending off serious domestic uprisings, but as of this writing in May 2011, the outcomes for regimes in Bahrain, Jordan, Syria, and Yemen remain far from certain.

Vi fördömer all politisk censur. Den Internetcensur som sker av spanska myndigheter är en oacceptabel kränkning av de mänskliga rättigheterna och de politiska friheterna, oavsett lagenligheten av den katalanska folkomröstningen och de secessionistiska grunderna. • Early History of Charged-Particle Traps
Appendix A Early History of Charged-Particle Traps Abstract Today, we see a broad variety of particle traps and related devices for confinement and study of charged particles in various fields of science and indus- try (Werth, Charged Particle Traps, Springer, Heidelberg; Werth, Charged Particle Traps II, Springer, Heidelberg; Ghosh, Ion Traps, Oxford University Press, Oxford; Stafford, Am Soc Mass Spectrom. 13(6):589). The multitude of realisations and applications of electromagnetic confinement cannot be easily overlooked as the vari- ability of particle confinement and the vast number of experimental techniques avail- able has allowed traps and related instrumentation to enter many different fields in physics and chemistry as well as in industrial processes and applied analysis, mainly in the form of mass spectrometry (Stafford, Am Soc Mass Spectrom. 13(6):589; March and Todd, Practical Aspects of Ion Trap Mass Spectometry, CRC Press, Boca Raton). Here, we would like to give a brief account of the main historical aspects of charged-particle confinement, of the principles, technical foundations and beginnings that led to the realisation of traps and to the 1989 Nobel Prize in Physics awarded to Hans Georg Dehmelt and Wolfgang Paul ‘for the invention of the ion trap technique’, at which point we choose to end our discussion. Mainly, we will look at the work of the people who pioneered the field and paved the way to the first working traps. These can be seen as belonging to two different families of traps, Penning traps and Paul traps, each of these families nowadays with numerous variations of the respective confinement concepts.
