LIST OF INCIDENTS

The use of administrative resources 1. On Thursday, 18th July, the Minister of Internal Affairs, Gheorghe Papuc, paid a working visit to Rascani town. He talked to police officers and employees about the situation in the country established after the elections, about the damage caused by the opposition parties during 7th and 8th April 2009, and about the positive effect of the appointment of Iurie Rosca as Vice Prime Minister. He also paid a special attention to the manner in which police officers and police veterans should act during the electoral period, especially with regard to the monitoring of the visits on the ground paid by the opposition parties as well as to the discussions they would have with the citizens. He explained that all these measures were necessary in order “not to let the power slip through their fingers”.

2. On 30th June 2009 in the festival hall of the Division for Population Record (State Enterprise “Registru”) from Balti municipality there took place a meeting between Zinaida Greceanii and directors and representatives of businesses from that municipality. Other members of PCRM, including Vasile Panciuc, mayor of Balti municipality, Vladimir Vitiuc and Valentin Guznac, also participated therein. The event was organised by a member of PCRM, director of the State Enterprise “Registru” of Balti municipality, Andrei Ciornii. Although the meeting was open and public, some people still had limited access to the hall for the reason that they were not on the list and that, according to Andrei Ciornii, “without being invited, how can one drop in just like that?”. (Here two representatives of local mass media are meant. They had voice recorders on them). During the registration of invitees as well as during the whole meeting the situation was monitored on distance by six well fit men. The media was not allowed to attend the event. Zinaida Greceanîi spoke about the economic situation in the country as well as about that “disaster” created by the opposition on 7th April. She also answered questions asked by directors of enterprises. At the end of the meeting the mayor of Balti municipality reminded the attendees that the meeting was not organised for no reason, but that it regarded the parliamentary elections to be held on 29th July, he also encouraged the citizens to make the right choice. From 1st July 2009 members of PCRM started their “working visits” to the institutions of Balti municipality (enterprises, banks, etc.). The visits were carried out in a centralised manner according to a schedule drawn in advance. 1

3. On 30th June 2009 the Prime Minister, Zinaida Greceanii, had a meeting with medical employees from the North of the country, during which she granted them 18 ambulance lorries.

4. On Saturday, 4th July, the Vice Prime Minister, Iurie Rosca, leader of PPCD, paid a visit to Balabanesti village, Criuleni rayon, for electoral purposes. During that visit Mr Rosca stressed the position he held and the possibilities he had, du to which, it would be possible to solve different problems faced by the citizens, thus, bringing about the electoral advantages to PPCD.

5. Stefan Voda rayon. On 30th June 2009 in a meeting with Iurie Rosca and the voters, when the chair of the meeting included also Valeriu Beril, president of Stefan Voda rayon, he spoke discriminatorily in relation to the opposition parties, calling on and encouraging the attendees to vote for PPCD and PCRM.

6. The activity of mayors from Stefan Voda rayon during the election campaign was monitored. Observers state that the representatives of PPCD and PCRM, who hold the positions in the local public administration on level I and II, use their offices to organise the electoral activities after the end of a working day.

7. According to the information provided by the LTO (long-term observers) from Cimislia, the employees of the Joint-stock firm “Cimislia” have been sent through town to make propaganda in favour of communists, while other employees had another mission, and namely to control whether the former implement the tasks given by the administration conscientiously.

8. Riscani rayon. The Prime Minister, Zinaida Greceanii, had several working visits and meetings with the voters from that rayon, having used the service car and bodyguards for this purpose.

9. Mayors from Riscani rayon, who are members of PCRM, promised that they would persuade the villagers to vote for PCRM by means of individual discussions. Also at a rayon conference they promised to instruct the heads of agricultural enterprises to pay out salaries, thus, campaigning the voters in favour of PCRM.

10. Drochia. The mayor of Drochia town, Grigore Melnic, has suspended his duty service for the period of the election campaign in order to make propaganda in favour of AMN. However, at a 2 meeting with he was present in the chair representing the “rayon public administration”. Mihail Moscalciuc, deputy mayor of Drochia town, makes electoral propaganda and organises meetings for PCRM, without being relieved from his service duties.

11. The screen projector device which belongs to the District Council of Donduseni has been used by PCRM in the election campaign.

12. Soldanesti. The mayor of Soldanesti, Mr Tinica (PPCD), has boasted that thank to the current leadership, but particularly to the support of Iurie Rosca, the reconstruction works of the water sewerage system have begun, with the costs of over 40 mln lei.

13. Floresti. On 1st July 2009 there were placed posters on a fence surrounding a commercial market in Floresti town, including the informative message about the electoral meetings with Iurie Rosca, president of PPCD.

14. Police officers from Telenesti rayon, specifically district inspectors, walk the localities and record students who have come home for holidays (this information was received from the employees of respective mayoralties).

15. On 7th July 2009 at 6 p. m. at the premises of the Culture Centre in Causeni there took place a meeting with voters held by the Vice Prime Minister and president of PPCD (as it was mentioned in all posters glued on fences throughout town), Iurie Rosca. That meeting was attended by people from all localities of the respective rayon. Mayors of the following villages: Ciuflesti, Salcuta and Tanatari, used service cars to get to the place. Also the meeting was attended by the president of Stefan Voda rayon, Valeriu Beril, who drove a silver-coloured “Skoda” no. RMA 179. That car was parked in a square of Causeni town until 11.30 p. m. After the meeting in the same square there was organised a concert that lasted till midnight.

16. On basis of lists drawn up by local leaders the attendees of that meeting (30-35 persons from every locality) were given bags with the following products therein: one bottle of Sweetwater, one bottle of beer, peanuts, crackers and croutons. These products were brought to Causeni by a truck CAI 731 and stored at the hotel Causeni. At 11.30 p. m. in the square of Causeni there were minors, also from villages, who would drink beer and disturb the public order. 3

17. In accordance with the information provided by the LTO from Basarabeasca, Miron Gagauz, Director of the Railways of , together with Ilie Cernauteanu, president of Basarabeasca rayon, both members of PCRM, had a meeting with social assistants from the rayon aimed at advancing electoral propaganda on Tuesday, 14th July 2009, at 10 a. m. at the Creation Centre from Basarabeasca.

18. From 6th until 12th July 2009 Dumitru Ciolac, member of the electoral staff of PCRM, co-ordinated with the authorities of Baccealia village the organisation of a meeting with the holders of agricultural land lots which had been let to the Kelley Grains company, requesting the permission to invite citizens and to use the hall free of charge. On the set date Mr Ciolacu came to the locality together with a PCRM candidate, Iurie Munteanu, and held an electoral meeting. The attendees were outraged, because they were interested in finding out what was the state of affairs in the company that was managing the land lots.

19. Donduseni. On 12th July the Prime Minister, Zinaida Grecianii, met with the voters from Donduseni rayon, having used service cars, such as: “Mercedes”, registration number RM 001, and “Skoda” SP 053, which are the property of the car park of the Government of the Republic of Moldova. The employees of the rayon hospital and policlinics and other persons engaged for work in the rayon localities, who cannot speak openly, were forced to participate in that meeting. All social assistants from the rayon were instructed and sent to their districts to go house by house and make electoral propaganda in favour of PCRM.

20. Drochia. At meetings held by Zinaida Greceanii with the voters from Pelinia and Drochia, the attendance was ensured on phone by the employees of the District Council. Public officers from the Division for Education, Territorial Cash Office of Social Insurance, Division for Finance, Agriculture and other organisations were obligatorily brought to the meeting using service cars. In town, one hour after the beginning of the meeting, people started leaving the room, because they were uninterested. One voter even fell asleep in a chair nearby. When asked why he didn’t listen to what was spoken, he said that he was tired, because he had heard the Prime Minister’s speech in Pelinia, then at the hospital, and at the moment, in the afternoon, he was exhausted. Still Zinaida Greceanii was to be voted for.

21. Floresti. On 8th July 2009, at 1 p.m. at the premises of the Centre of Family Doctors, 3rd floor, in 4 the hall, there were brought chairs and by means of a screen projection device there was shown the film directed by Constantin Staris “Atac asupra Moldovei” (“The Attack on Moldova”). The audience, about 60 people, consisted of medical personnel and patients, who were bound to stay at the showing of the documentary propagandistic film as long as the doctors watched. The activity of the Centre in the first half of the working day was basically paralysed for the reason of long duration of the film and its intended review in rush work hours for that medical institution.

22. On 10th July 2009 at the premises of a music school from Ocnita town, between 10 a.m. and 11 a.m. , PCRM showed the film “The Attack on Moldova”. Doctors from the Centre of Family Doctors attended the film review, with many patients being bound to wait in the halls for them to come back to their work.

23. Drochia. Many voters were outraged with regard to meetings organised with Zinaida Greceanii, as well as at the fact that they were brought to those meetings in an organised manner. Yet, the most outraged was Grigore Melnic, mayor of Drochia, electoral candidate on the lists of AMN, relieved from his service duties. He addressed the Municipal Electoral Council 14, promising them to make a sensational appeal: why the administrative resources and staff are used? Why are the employees brought to meetings in an organised manner and massively during the work hours to fill up these rooms? An employee from the Educational Division acknowledged that she would want to take part also in meetings of other political parties, but that they were not allowed to do that during the work hours.

24. On 11th July 2009 Vladimir Voronin and Dorin Chirtoacă had meetings with the voters. For comparison: while the Deputy President of PL arrived at the place of the electoral meeting by his own car “Opel Astra” and not a single police officer was present there to ensure the public order, during the visit of Vladimir Voronin one can observe the opposite: there were used service cars and several crews of the road police and of the guard service, and in the locality there appeared more police officers. What is the locality?

Promoting aggression and discord

1. The staff of the mayoralty of Zaim community, Causeni rayon, as well as the staff of the Causeni Rayon Division for Social Assistance and Family Protection pay visits to every house, calling on the 5 citizens to vote for PCRM. People are intimidated that otherwise there will take place the union with the “Romanian gipsies” and that in Moldova a war will be unleashed, people will die of hunger, they will not receive their pensions and salary payments.

2. On 3rd July 2009 at the centre of the Causeni rayon hospital there took place an electoral meeting of a candidate of PCRM for the position of deputy, Munteanu Nicolae. He spoke with hatred and scorn about the representatives of the opposition, blaming them for having provoked the early elections, for having destroyed the buildings of the President’s Palace and of the Parliament. It was mentioned that the opposition parties had no sense of responsibility and that PCRM was the only power able to govern the country.

3. In Leova rayon the electoral contenders representing PCRM, AMN and PLDM behaved aggressively, accusing each other of the events that had taken place after 5th April 2009; the same happened in the localities of Vulcanesti rayon.

4. In the independent rayon newspaper “Cuvantul liber” (“Free Word”) from Leova (no 25 (512) of 26.06.2009) one can read the article entitled “Papagalii” (“The Poll Parrots”), in which the editor-in- chief of the newspaper, Ion Mititelu, treats the governing of PCRM with insult, calling it “the mediocre practitioners”; where the Prime-minister, Zinaida Grecianii, is called “the machine-gunner lady, an unaccomplished and failed politician”, etc.

5. Balti. During the electoral meetings organised by PCRM there were frequently made accusations addressed to the opposition parties (particularly with regard to the actions and consequences of the events of 7th April 2009). Same attitude could be observed at the meeting of Zinaida Greceanii with the representatives of businesses, during the visits paid by local councillors from the behalf of PCRM to enterprises, state institutions and municipal banks. Zinaida Greceanii made intimidating statements addressed to and Dorin Chirtoaca, and also during the visits in Riscani rayon.

6. Briceni. PCRM distributes the newspaper "PULS", provoke hatred and enmity among the electoral contenders.

7. Edinet. The PCRM newspaper “PULS”, distributed on Saturday, 11th July, at the residences of citizens, had on the front and second page an article in which most directly the electoral candidate 6

Dorin Chirtoaca was called a fascist and PLDM a pro-fascist organisation.

8. During the meeting with the employees of the Joint-stock company “Cimislia” organised on 14th July, at 10 a.m., Igor Dodon insulted the teachers and accused them of being the organisers of the acts of violence of 7th April.

9. Telenesti. Candidates from AMN who had electoral meetings on 8th July 2009 made lots of accusations at the address of the governing party and of the electoral contenders, Marian Lupu and Iurie Roşca.

10. Edineţ. From some members of PCRM, namely veterans of the party, there could be heard defamatory statements addressed to the sympathisers of other political parties, which can be treated as instigation to hatred, discrimination on ground of national origin and language.

Electoral visibility

1. In Orhei town some unidentified people destroyed the billboard of the Democrat Party.

2. In Criuleni rayon, in the following villages: Slobozia Duşca, Bălţata, Dolinnoe, and Coşerniţa, there were observed cases of placing electoral visibility of PCRM in unauthorised places, such as electricity pillars and beams, etc.

3. In Ialoveni rayon, the electoral posting of PCRM is placed on public transport, and some drivers of minibuses distribute electoral leaflets among their passengers. A good example of this can be viewed on the Costesti-Chisinau route.

4. Also the electoral posting of PCRM is placed on electricity pillars in the suburbs of Chisinau, like: Bubuieci, Stăuceni, Ciorescu, Cricova and Truşeni.

5. In the localities of Zaim and Cirnateni from Causeni rayon there are no authorised placed for electoral advertising. The electoral propaganda is posted on windows of the mayoralties, on walls of buildings in the centre of the villages.

6. On 12th July in Chisinau, on Petru Movila St. there was seen electoral visibility of PL, PCRM, AMN, PLDM, PDM and PPCD placed on a fence.

7. On 13th July in Chisinau, on Calea Iesilor St. there was damaged an advertising billboard of PLDM.

8. On 11th July in Chisinau, on Mircea cel Batrin St. the electoral visibility of PCRM, PL, PPCD, AMN, PLDM and PDM was posted on fences.

9. On 11th July in ATU Gagauzia, Congaz village, the electoral visibility of PCRM was posted on beams and electricity pillars.

10. In Chisinau on Vasile Lupu St. the electoral visibility of PDM was posted on a fence.

11. Although in the localities of Vulcanesti rayon the mayoralties authorised special places for electoral visibility, the electoral contenders form the behalf of PCRM and PPCD posted their electoral visibility in other places than only advertising billboards.

12. Edineţ. The electoral posters of PDM are posted in unauthorised places, like: commercial booths, beams, stations for passenger urban transportation.

13. Balti. In the night from 30th June 2009 to 1st July 2009 acts of vandalism were exerted on the electoral advertising billboards of the Democrat Party of Moldova placed on following addresses: Decebal St. (in the surroundings of the Hotel “LIDO”); Caraciobanu St. (in the surrounding of the bar “Gruzia”); 15 Independence St. (headquarters of the party). The police station from Balti was warned about eventual acts of vandalism already in the evening of 30th June 2009, however no necessary measures were taken.

14. Balti. Electoral propaganda materials in favour of PCRM are posted on urban transport from the municipality. The posters do not include data regarding the day of publications, name of the printing shop, neither the payment from the electoral fund of PCRM.

15. In Soldanesti the electoral propaganda material are posted on electricity pillars and on walls of some buildings. 8

16. Drochia. By 1st July 2009 PDM prepared an electoral meeting with Marian Lupu. For this purpose there were put posters with 3 roses on all beams and all booths in Drochia town, with the town billboard being fully covered with the electoral visibility. PCRM did not leave this unanswered and posted consecutively by one PCRM poster over one PDM poster.

17. Balti. In the night from 8th July 2009 to 9th July 2009 the advertising billboards of the Democrat Party of Moldova were subjected repeatedly to acts of vandalism by the following addresses: intersection between Alexandru cel Bun St. and Bulgara St. (“Fidesco” shop) – one advertising billboard; 164-168 Decebal St. (“Lido” hotel) – on both sides; Caraciobanu St. (in the surroundings of the bar “Gruzia”) – on both sides.

18. Edineţ. In Cupcini locality the PLDM electoral billboards have been damaged or glued over with PCRM posters starting from 10th July for three days in a row. The local leader of PLDM notified the Cupcini mayoralty and the local police station about this, yet no measures have been taken.

19. Two young girls from Orhei were fined by 200 lei each for having stained with paint three electoral billboards and for having glued electoral visibility in unauthorised places. According to police the young girls admitted their guilt. They declared at the police station that an unknown man suggested paying them 500 lei, if they glued 30 electoral posters and stained with paint the electoral billboards in the town. They received an advance payment in the amount of 100 lei and also 6 boxes of black paint. The case is under investigation.

20. Three persons, who damaged the advertising billboards of the Democrat Party, were identified in Balti.

21. In Capriana village, the Straseni rayon, several young men wrote insulting messages on fences addressed to the Communist Party. These persons have not yet been identified. However, one person was fined by 400 lei for having posted without permission some material with negative connotation against PCRM.

22. Rezina. The representatives of PD stuck electoral posters with the image of Marian Lupu on the town bus stations. 9

23. On 13th July in Soroca, on a bus station from Grigorauca village there were seen electoral billboards of PLDM.

24. In Balti AMN stuck electoral materials in unauthorised places on the whole territory of the municipality, for example on Conev St. (at the entrance of dwelling-houses) and Ciprian Porumbescu St. (on every electricity pillar).

25. In Balti the electoral visibility of PCRM is posted on the external side of the urban transport, thus, violating the regulations of the road police, and also on booths located in the surroundings of the municipal market from Puskin St, on windows of “Furset” supermarket, etc.

26. In Edineţ the electoral posters of PDM and of PPCD are posted on the whole territory of the rayon in unauthorised places, like: commercial booths, beams, stations of passenger urban transport and gates; while the posters of PDM are glued even on the doors of the Edinet mayoralty.

Intimidation of the electoral contenders

1. On 29th June 2009 at the premises of the mayoralty of Orhei there was to take place an electoral meeting between local voters and the candidate of PD, Marian Lupu. From the sources at police station and at fire emergency service it was announced that the room was mined. After thorough investigations the facts were not confirmed and the meeting took place after all.

2. In the night from 2nd to 3rd July unknown persons set on fire the headquarters of the in Orhei town. Police officers and leaders of the PL rayon organization came to the place. The case is under investigation of the Police Commissariat.

3. On 5th July 2009, at 4.20 p.m., some unknown persons threw two boxes of brown paint in a car parked in the centre of Chiperceni village, the rayon of Orhei . The car was the property of a PL leader in Orhei, Sergiu Miron, wholodged a corresponding complaint to the police.

4. On Friday, 26th June 2009, Vasile Iovv (PCRM deputy), warned the mayor of Miclesti village, the rayon of Criuleni, Iurie Buga (PD) not to get involved in the elections to the detriment of PCRM. 10

5. From the very beginning of the election campaign a police car is parked daily (for example on 6th June 2009 the registration number of the police car was MAI 0526) nearby the headquarters of PLDM; it makes video recordings and takes pictures of every person entering the headquarters of this party.

6. In Donduseni, Rotaru Serghei, an activist of PLDM from Frasin village, for the activity of electoral propaganda in favour of this party, was called by a district police officer from Frasin village, who warned him not to make any more propaganda for this party, at the same time playing with a metallic stick in front of him. Later Sergiu Rotaru was called by a representative of the Government, Gugurin V., at the Donduseni Rayon Council. The latter warned him that a criminal case file would be initiated against him, if he continued to advance propaganda for PLDM.

7. On the insistence of Mrs Mayor of the village (member of PCRM) the PLDM activists from the villages of Criscauti and Donduseni were paid a visit by the ecology commission, which set a penalty for them.

8. On 10th July, at 9.40 a.m., an initiative group of PL, located in Corbu village for the purposes of electoral propaganda, was attacked verbally by Lucia Cordulean, secretary of the grass-root organization of PCRM, who suggested it to cease the electoral activity in the village.

9. On 11th July, at 12.30 p.m., an initiative group of PL, which was distributing electoral materials on the territory of the Bus Service Station in Donduseni, was treated indecently by the head of the Service Station, Bodorin Valeriu, who warned the group with physical intimidation, if they didn’t leave the place at once.

10. On 11th July after a visit of the Head of the State to Dubasarii Vechi, Radu Vasilita (an activist of AMN) was given a warning by an unknown person (sitting in a car) not to get involved in politics, otherwise he will get it. 11. There were made attempts to hinder the carrying-out of an electoral visit of Dorin Chirtoacă in Dubasarii Vechi. Thus, the sympathizers of PCRM, in the state of alcoholic intoxication, came in the front to ask provocative questions and to accuse Dorin Chirtoaca of having committed various illegal actions. 11

11. The same activities were repeated also during an electoral meeting held by Vlad Filat (PLDM) in Criuleni in the evening of 7th July. Thus, a ceratin Mr Mocan (local councilor of PCRM) and some other instigators attempted to jeopardize the good development of the meeting.

12. In Ungheni a supporter of PCRM from the village of Radenii Vechi, Donici D. A., threatedned the sympathizers of the opposition parties that they would be locked in cellars after the election day.

Intimidation of local officials

1. On 7th July 2009 in Causeni in the following villages: Firladeni, Opaci and Ursoaia there took place meeting with voters with the Minister of Economy, Igor Dodon, and the Vice-minister Iurie Munteanu. They travelled with two vehicles “Skoda” no CKI 211 and no CMX 80, and accompanied by the state guard. To have the meetings organized the head of the Section of Social Assistance and Family Protection from Causeni, Eudochia Golan, made telephone calls to social assistants and obliged them to ensure the attendance of 15 persons at these meetings, otherwise they would be dismissed.

2. In Soroca the mayor of the community Tatarauca Veche, Raischi Liviu, gave an order to the head of the Community Centre from Niorcani village to vote for the party he would name. That discussion took place on 13th July 2009 after the ending of an ordinary working meeting at the mayoralty.

Intimidation of voters and businesses

1. On 5th July 2009 between 2 and 3 p.m. members of PL were inviting the residents of Pohrebeni village, Orhei rayon, to watch a film about the events of 7th April 2009. At the same time from a white car, VAZ 2107, registration number of Floresti, people were intimidated by means of a loudhailer against the participation in the review of the respective film.

2. In Badicul Moldovenesc village, Cahul rayon, people are greatly intimidated, misinformed and manipulated by the mayor Vicol, an active member of PCRM, and their fear does not let them make any declarations. The villagers do not trust anyone, they only say that “you come and go, but we stay here and live”. They are afraid of what may happen to them, if the communists win the elections, 12 saying that there is nobody to protect them from the mayor and his wife’s anger, according to the sayings of a medical worker from the village. Often the villagers repeat “He who has the power, is right”.

3. In Edineţ during this week the PCRM crew for electoral propaganda showed the film “The Attack on Moldova” in the localities of Edinet rayon as well as it presented a programme with the participation of the national stars. The whole crew was accommodated in a private hotel “Nica” from Edinet town, and the leader of the crew exerts pressure on the hotel manager demanding free-of- charge accommodation for the whole team, because they represent the governing party.

4. On 3rd July 2009 in Balti the Liberal Party organized a seminar entitled “A New Election Campaign of the Liberals – a Challenge and a Chance” for the party members and for its supporters. Tatiana Poting, the president of PL branch in Balti, complained about great difficulties in renting a room for the development of the activity taking into consideration that all municipal businesses were warned by the district police officers not to let rooms to electoral contenders of the opposition. However, after all, the seminar took place at the premises of the restaurant “Moldova” from Balti.

5. On 2nd July 2009 in Donduseni, in Elizavetovca village, a representative of PLDM, Dumitru Ciubasenco, editor-in-chief of the newspaper "Moldavschie Vedomosti" (“Moldovan News”), had a meeting with the voters. After the meeting the mayor of Elizavetovca village, Valeriu Miscisin, member of PCRM, called those about 20 attendees of the meeting and threatened them that their houses would be set on fire and they would be severely beaten for the participation in such meetings.

6. On 12th July in Donduseni the Prime Minister Zinaida Greceanii met with the voters from Doduseni rayon. Two reporters from the newspaper "Moldavschie Vedomosti" were not allowed to the meeting, and at the exit they found that the wheels of their cars were down.

7. On Friday, 10th July, Zinaida Greceanii arrived in Drochia as an electoral contestant. A bodyguard at the entrance door of the Culture Center did not let a reporter of an independent newspaper "Glia Drochiana", Cebotari V. enter the meeting room (beforehand they saw him taking pictures outside and asked who he was). 10 minutes after the beginning of the meeting another bodyguard approached V. Cebotari and told him that he could enter the meeting room on condition that he 13 would not take pictures.

8. The Councillor, S. Arabadji, from Ciorescu community threatens the citizens that if they do not vote for PCRM, Goian village will not be ensured with water.

9. Students of the Border Patrol Military College from Ungheni have access only to the following publications: "Comunistul" and "Moldova Suverană". Last week when the students were brought together upon the pretext of organizational matters in the meeting room, they were forced to watch the film “The Attack on Moldova”.

Electoral gifts

1. On 30th June 2009 Taisia Voronin came in Dubasari rayon, where she distributed humanitarian aid among the voters. Also Taisia Voronin offered a ship excursion along Nistru, stressing that the excursion was organized thank to the support of the Communist Party.

2. On 6th July during a meeting with the voters in Opaci village, the PCRM candidate, Igor Dodon, made a promise to citizens that the state would offer them aid to solve the problems they face. Within the next 2 days the PCRM leader, Gavrilas Maria, received 1 km of hose (pipe for an aqueduct). The hose was stored at the place of an adept of PCRM and was divided among citizens by ordinances of M. Gavrilas. When requested by the mayor, she refused to provide the acceptance acts as well as the conformity acts.

3. Causeni. Following a visit of Igor Dodon, a land leveller from the Causeni Division of Roads works in the locality; it was sent there by an indication of Igor Dodon, with all repair works to be paid for from the state budget.

4. On Sunday evening, 12th July, on the central square of Causeni town there took place a concert with the participation of the following artists: Silvia Grigore, Mihai Ciobanu, Ana Puica, Lenuţa Gheorghita – which is a gift from the behalf of PCRM for the town’s birthday. During the celebrations the candidates for the position of deputies from behalf of PCRM, Munteanu Iurie, Grigoriev Ştefan and Nicolae Munteanu would chant “Let’s protect Moldova!”, “Moldova advances!” or “Vote for PCRM” , which were followed by firecrackers i.e. another gift from PCRM for the citizens. Young men 14 streamed red flags; one of them even acknowledged that he was engaged in the propaganda for PCRM in exchange for a promise to be given a job.

5. According to the information provided by the mayor of Hirtop and Cimislia, Midoni Vladimir, there took place manifestations on the occasion of the birthday celebration of Valea Perjei village on 12th July. Olga Ciolacu performed at the celebration, this being a gift from the behalf of PCRM for the locals. At 4 p.m. Igor Dodon, candidate from PCRM, congratulated the citizens and (from his own behalf as he claimed) donated equipment for a gym, costing 35 thousands lei.

6. Drochia. On 12th July 2009 Zinaida Greceanii paid a visit in Dorchia, where she stated to have come in 2 guises: as the Prime Minister and as an electoral contestant. Greceanii took part in the official opening of a radiological cabinet with a high-performance digital device. Greceanii also mentioned that at a previous meeting doctors from Drochia asked to be promised a financial support for the refurbishment of the maternity unit, and that the Government had allocated 3,5 mln lei for this purpose and that for the time being she was so rejoiced when going through the rooms that the maternity unit in Drochia was about to have. Mrs Greceanii spoke about all those investment programs at a meeting with the voters which took place at the premises of the Culture Centre.

7. PLDM organised concerts for the residents of Ciorescu, Budesti and Bacioi communities.

9. Riscani. Humanitarian aid for elder people and other categories of socially vulnerable citizens is distributed in the rayon. The Division for Social Assistance is dealing with the distribution of the aid, which is accompanied by electoral message in favour of PCRM.

Electoral lists

1. Causeni. The Municipal Electoral Council did not bring to the knowledge of the local public administration the new template of electoral lists, and the mayoralties from Causeni rayon drew up the lists on basis of the old template. This was discovered only after the presentation of the lists at the Municipal Electoral Council and for this reason the timeline for submission of lists to CEC was exceeded.

2. In Causeni town there were not taken any measures for the checking of the correctness of electoral lists. During a meeting held on 3rd July 2009 with a candidate for deputies from the behalf of PCRM, Nicolai Munteanu, the staff of Causeni rayon Hospital declared that the mayoralty was not taking measures to improve the lists, regardless of the fact that during the previous elections the number of voters who used the suffrage at the polling station no. 1 on basis of supplementary lists was equally high as the number of voters from the lists drawn up by the mayoralty. On the other hand, the mayoralties of Saiti and Tocuz drew up the lists without filling the section concerning the number of the voters’ identification cards.

3. For the reason of power cut-off on 6th July 2009 the mayoralties of Baccealia and Firladeni did not have the possibility to send the electoral lists by e-mail to CEC on that day.

4. In the majority of localities from Leova rayon the electoral lists are drawn up on basis of registry books of the mayoralty. The checking at the place of one’s residence is not carried out because of the lack of human and financial resources needed for this.

5. Many mayors from Cahul rayon refuse to co-work with LADOM observers and to give them any information. For example the mayor of Badicul Moldovenesc village spoke in a gross manner with an observer because the latter was interested in the manner of lists checking and drawing-up and also offered his services for this purpose.

6. Working with the electoral lists is a laborious and inefficient process. The situation of the previous elections repeats itself. Although in accordance with the provisions of the Election Code the mayoralties shall bear the responsibility for the drawing-up of these lists, they invoke lack of human resources needed for the checking of lists of voters at their place of residence. The timeline is very short, the workload is very high, and for these reasons we cannot expect to see huge changes in the lists. On the other hand, the mayoralties received CDs including only the information provided by the branch ministry about the inclusion of 18-year old people and of those who changed their place of residence and, correspondingly, the exclusion of the people who left and of those deceased. To exclude from the list a deceased person it is necessary to attach a copy of his/her death certificate, and in cases when there is no such document the person will still appear in an electoral list. For example the LTO from Drochia together with the secretary of the Municipal Electoral Council 14 examined a great part of electoral lists. There were detected very many inaccuracies, repetitions, one 16 and the same person would be enlisted under two surnames (the surname of Ganziuc and Moscalu, polling station no 7, Drochia, etc.).

Child involvement in the election campaign

1. According to the information provided by the LTO from Causeni on 4th July minor pupils (from 9th forms) from the Russian lyceum “Puskin” were convoked for a party meeting which took place at the elevator from Causeni (the PCRM staff). Children were given newspapers and posters of electoral propaganda in favour of PCRM, which they were supposed to distribute to every house.

2. During a meeting (held on Sunday, 12th July) between Marian Lupu and the voters from Trinca commune, Edinet rayon, the kindergarten personnel prepared children for a concert performance. The justification they provided was this: “We need a heater here at the kindergarten and maybe Mr Lupu could help us somehow”.

3. On 5th July 2009 in Salcuta village, Causeni rayon, there took place an electoral meeting of the Deputy Minister of Economy, Iurie Munteanu, candidate on the list of PCRM. Mr Munteanu arrived at the place alongside with two minibuses filled with minors (pupils from Causeni) dressed in red t- shirts, chanting PCRM-supportive slogans and distributing electoral propaganda materials.

4. The head of the veterinary service, Ion Antohiev, also participated in an electoral meeting with the voters from Urosoaia village, and he used the service duty transport to get to the place. The electoral contenders were accompanied by a minibus full of minors - pupils from the lyceum “Puskin” from Causeni. When asked about the reason of involving minors in the election campaign, the representatives of PCRM stressed that these children are young communists (komsomolets) and they implement public activities.

Differentiated treatment towards electoral contenders

1. In Chetrosu, Drochia, the first meeting of the electoral contestants with the voters took place on Sunday, 28th June 2009. The voters met with , candidate on the electoral lists of PDM. The event was carried out in the Culture Centre and the leasing of the meeting room was not 17 paid, even though already during the previous elections the mayor, also a representative of PDM, issued an ordinance stating that 1500 lei should be charged per one meeting.

2. Soldanesti. Meetings with the voters are convoked mainly during the work hours. When the opposition representatives are to go on the ground, they are demanded to submit respective applications 5 days in advance, otherwise they will not be allowed to use the room. In this context the communist mayor of Cobilea rebelled against the coming of Vlad Filat without even bringing that fact to his knowledge. On the other hand the representatives of the POWER (deputy Miron) gather people together in small groups as often as they like. Thus, a meeting of Marian Lupu with the voters from Soldanesti was scheduled during the work hours (and namely at 3 p.m.), it being authorised by the mayor, Alexandru Tinica (PPCD).

3. Mass media belonging to the local authorities present the position of the party represented by the rayon administration (like in Donduseni, Floresti and Rezina) in advance. Here are some examples.

4. Floresti. The Rayon newspaper "Drapelul" (“The Flag”), a publication of the Floresti Rayon Council, favours PCRM in an open manner. Therefore, the issue of 26th June 2009 covers development of a press conference regarding the topic “Early Elections and the Moldovan Statehood” given by Vladimir Voronin on 24th June 2009. It includes only few statements like “The Communist Party treats the problem so radically namely because on 7th April the opposition, through its actions, has put under question the existence of Moldova as a state."

5. Donduseni. The readership of the rayon newspaper "Pasul Nou" (“New Step”) knows only one political party, and namely PCRM. Thus, in the issue published in the first week of June the activity in the rayon was covered in the light of people’s political belonging to PCRM.

6. Rezina. In the newspaper of the rayon Council “Farul Nistrean” (“The Nistru Lighthouse”), issue of 3rd July 2009, two articles were taken from the "Moldova Suverană" (“The Sovereign Moldova”) (from 16th June 2009 and from 11th June 2009), in which only the governing party and its leaders are presented in a positive light.

7. Floresti. In the issue from 26th June 2009 the newspaper “Drapelul” published “An Address to Veterans”, without any mentioning of the names of those members of the Association of Veterans 18 on whose behalf the address was made. The article refers to a recent plenary meeting of veterans of Floresti rayon, during which there was approved a call on all veterans “to participate in early elections for the Parliament of the Republic of Moldova on 29thth July and to vote for stability”, with the message that “everything changed when the Communist Party of the Republic of Moldova came to power and brought stability and revived economic and social sectors”, etc.

8. The headmaster of the lyceum “Nicolae Donici” from Dubasarii Vechi village, Andrei Zgircu, was in favor of the participation of the lyceum students, who have already passed the bachelor exams, in an electoral meeting with Vladimir Voronin, at the same time hindering their participation in a meeting with Dorin Chirtoaca. Thus, Mr Zgircu called the lyceum students to be handed their diplomas in the morning of 11 July. He, however, did not hand the diplomas, but called them to participate in the meeting with Mr Voronin. After the meeting, by a special procedure, he scheduled the handing of diplomas for noon so that the lyceum students would not be able to attend the visit of Dorin Chirtoaca.

9. On Saturday, 11 July 2009, the incumbent President, Vladimir Voronin (PCRM), and (2 hours later) Deputy President of PL, Dorin Chirtoaca, arrived in Dubasarii Vechi village to pay electoral visits. At 10 a.m. the meeting room of the Culture Centre of this locality was made available for the President of PCRM, while the candidate from the behalf of PL was bound to hold the electoral meeting in the yard of a bar. Dorin Chirtoaca was refused the permission to use the meeting room of the Culture Centre for the reason that after the visit of Vladimir Voronin there would be given a concert (which, however, did not take place after all).
