    District Disaster Management Plan (North Goa) Final Report ,October 2012 Rev.1, November 2012 Goa Institute of Management Ribandar, Goa District Disaster management Plan, 2012-13,North Goa FOREWORD Goa though blessed by not being affected by any major disaster till date is still vulnerable to the natural calamities like Flood, Cyclonic Storms, Earthquake, Landslide, Mining hazards and Sea Erosion. Apart from these natural hazards there are chances of man-made disasters like major fire, industrial accidents, terrorist attacks etc. Goa being a small state has 2 Districts namely North Goa and South Goa and it comprises of 11 Talukas. The total area of the state is 3700 Sq. km having a population 13, 43,998 with 50.23% living in rural areas and 49.7% of the population residing in urban areas. The aim of this project is to formulate the District Disaster Management Plan, North Goa, in the context of Preparedness/ Mitigation, Incident Response System & Rehabilitation from natural disasters. This Plan should be useful to tackle the multi-hazard vulnerabilities to population buildings livestock crop area, industries, civil facilities and infrastructure and should be based on the factors like ever-growing population, the vast disparities of income, rapid urbanization, increasing industrialization, development within high risk zones, environmental degradation, climate change, state and national security, economy and sustainable development. The objective of the District Disaster Management Plan, Goa is to facilitate execution of activities for prevention and preparedness, response operations, coordination, rehabilitation and community awareness and involvement. In preparing the Plan, the existing manual has been studied; the prevailing documents and various stakeholders were consulted.

This chapter deals with the solid waste generated by hotels, households and market places and economic and environmental loss due to uncollected solid waste. Chapter 3 describes the air and water pollution due to industries, households and transport. Air pollution abatement costs are considered and methodology has been developed. Water pollution status of various rivers are described and pollution for industries. Chapter 4 describes forestry sector of Goa state. Forests cover more than 50 percent of land area.

It was a reference point for the vessels coming from Europe at that time. This old Portuguese fort stands on the beach south of Candolim, at the shore of the Mandovi River. It was initially tasked with defense of shipping and the nearby Bardez sub-district. A freshwater spring within the fort provided water supply to the ships that used to stop by. This is how the fort got its name: Aguada, meaning watery in the Portuguese language. Crews of passing ships would often visit to replenish their freshwater stores. On the fort stands a four-story Portuguese lighthouse, erected in 1864 and the oldest of its kind in Asia. Built in 1612, it was once the grandstand of 79 cannons. It has the capacity of storing 2,376,000 gallons of water, one of the biggest freshwater storages of the time in whole of Asia. This fort is divided in two segments: the upper part acted as fort and watering station, while the lower part served as a safe berth for Portuguese ships.

My Government has now completed 137 days in Office since 8th November, 2014 with the firm belief that the first claim on development belongs to the poor. 2. Sir, Goa’s Per Capita Income is now amongst the highest in the country and our Human Development Indicators including literacy, maternal and infant mortality rates and life expectancy at birth are much better than other states and the national average. 3. In order to achieve still higher GDP and further improve our quality of life, we are laying ever greater emphasis on “Sabka Saath – Sabka Vikas” so as to ensure that the fruits of development fully percolate down to the less privileged and vulnerable sections of the society. 4. While the Government has made the social welfare initiatives much stronger, both in terms of accessibility and equity, we would dedicate the rest of our term to further strengthen them by giving a boost to the economy in areas of:- (i) Infrastructure, (ii) Sustainable Mining, (iii) Agriculture, Animal Husbandry and Fisheries (iv) Water Resources, (v) Tourism, (vi) Education and skill development, (vii) Affordable Housing (viii) Swach Bharat Nital Goa under Mission Mode, (ix) Women & child development, (x) Manufacturing, knowledge based industry and services sector 1 5. Our focus would be to institute schemes and formulate policies in each of the above areas which create entrepreneurship and employment opportunities for our youth.
