IN THE CONFERENCE HALL OF PRINCIPAL SECRETARY (ENVIRONMENT), 2 ND FLOOR, SECRETARIAT, PORVORIM – GOA. Item No.1: To confirm the minutes of the 122nd Meeting of the GCZMA held on 23/11/2015. The minutes of the 122nd Meeting of the GCZMA held on 23/11/2015 at 11:30 a.m. are enclosed herewith (Annexure ‘I’). The members may kindly give their comments / suggestions, if any and the same may be confirmed. The Agenda items / matters i.e. Agenda Item No. 4 and additional Agenda Item No. 5 of the 122 nd Meeting which were deferred in the said meeting held on 23/11/2015 are placed herewith for discussion and decision: Item no. 2 : Deferred Agenda Item No. 4 of the 122 nd Meeting To discuss and decide on the various applications received for erection of Temporary seasonal structures such as Shacks /Huts/Tents / structures in the Private Properties of the CRZ area. Item no. 3 : Deferred Additional Agenda Item No. 5 of the 122 nd Meeting Case No. 3.1: To discuss and decide on the Proposals for Construction / Repair / Renovation / Reconstruction of existing Residential Houses / structures in CRZ-III areas. Case No. 3.2 In addition to those proposals which were deferred in the 122 nd GCZMA meeting held on 23/11/2015, there are more proposals which have been received with regard to the same subject matter which are given herebelow: Case No. 3.2.1 NOC for repair and renovation of existing house bearing H. No. 1550/B in the property bearing Sy. No. 61/23 of Candolim village, Bardez Taluka by M/s. Rising Star Heritage Resorts Pvt. Ltd. Background: The Applicant has requested to carry out repair and renovation of existing house bearing H.No. 1550/B in the property bearing Sy. No. 61/23 of Candolim village, Bardez - Goa. The applicant has submitted a copy of the letter of the Village Panchayat Candolim dated 19/11/2015 wherein it is stated that the said house is in existance prior to 1991 as per the Panchayat records and the house tax is being paid regularly and also submitted a copy of deed of Page 1 of 18 sale between Mr. Candido Cicero Rosario De Nazareth (referred to as the Vendor) and Rising Star Heritage Resorts Pvt. Ltd. (referred to as the Purchaser). Also, a copy of license dated 19/11/2007 issued by the Department of Excise for sale and /or consumption of liquor in the premises and a copy of the NOC of Village Panchayat, Candolim dated 21/05/2007 for opening a Restaurant in the premises bearing H. No. 1550, Orda, Candolim. The applicant has also submitted house tax receipts.The plot area is 1897.00 sq.mts. The existing plinth area for the proposed repair and renovation is 371.78 sq.mts. Site Inspection Report: The site was inspected by Shri. Ragunath Dhume, Expert Members (GCZMA) on 17/11/2015. The inspection report indicates that there exist residential houses in the locality. There exists an access. The proposed plot falls within 100 mts. from the HTL of river Sinquerim. This is CRZ III area. Presently, there exists house bearing No. 1550. The house is in dilapidated condition and as per Candolim Panchayat record it is prior to 1991.Copy of the site inspection report is enclosed herewith as Annexure ‘II’. The Authority may deliberate and decide. Case No. 3.2.2 NOC for repair and renovation of the existing residential house(G+1) bearing No. 1534/A located in Survey No. 61/1-B, of Velim Village, Salcete Taluka by Mr. Marcus Francisco Fernandes (File No. GCZMA /S/13-14/71) Background: The Applicant has requested for repair and renovation of the existing structure bearing No. 1534/A located in Survey No. 61/1-B, of Velim Village, Salcete – Goa. The said structure is not shown on DSLR records and is registered with the Village Panchayat, Velim. The applicant has also submitted a copy of house tax receipt for the year 1995-96. The applicant’s name is reflected in Form I & XIV. The applicant belongs to the local community. The total plot area is 636.00 Sq. mts. Site Inspection Report: The site was inspected by Shri. Ragunath Dhume and Dr. Antonio Mascarenhas, Expert Members (GCZMA) on 09/04/2014. The inspection report indicates that there exists residential houses in the adjoining properties. The existing land use is residential. There exists an access. The plot is located within 100 mts. from the Sal river. There exists a residential house within the plot. The documents relating to existence of house are not submitted. House is not shown on DSLR survey plan. There is no proof that the relevant approvals were obtained to build the existing structure. It is not known when the house was built. Such cases should not set a precedent. Copy of the site inspection report is enclosed herewith as Annexure ‘III’. The Authority may deliberate and decide. Case No. 3.2.3 NOC for proposed residential building in the property bearing P.T.S No. 172 (Part), Chalta No. 297, Vasco, Mormugao – Goa by Mrs. Etelvina Rodrigues. Page 2 of 18 Background: The Applicant has requested for proposed residential building in the property bearing P.T.S No. 172 (Part), Chalta No. 297, Vasco, Mormugao – Goa. The applicant has submitted a copy of Deed of Family Partition. The name of Mr. Jose Rodrigues is reflected in Form D of Goa Land Revenue (City Survey) Rules, 1969. The applicant has also submitted a copy of death certificate of Mr. Jose Rodrigues. The total plot area is 894.00 Sq. mts. Net plot area is 580.0 Sq. m. Site Inspection Report: The site was inspected by Dr. Antonio Mascarenhas, Expert Members (GCZMA) on 07/04/2015. The inspection report indicates that there exists several houses in the adjoining properties. The existing land use is settlement. There exists an access by road. There exists scattered trees. The distance from the HTL is not known, not shown in DSLR plan. There exists an old house within the plot. The applicant is Mrs. E. Rodrigues. The property is in the name of Jose Rodrigues. The applicant wishes to construct a multistoreyed building in the property. The DSLR plan shows a structure which is to be demolished. Distance from the HTL is not shown. The proposed building needs to be in conformity with the TCP rules. The partition deed of the family needs to be checked by the GCZMA Lawyers. Copy of the site inspection report is enclosed herewith as Annexure ‘IV’. The Authority may deliberate and decide. Case No. 3.2.4 NOC/permission for reconstruction of the house bearing No. 48 located in the property bearing Sy. No. 63/1-A of Arambol Village, Pernem Taluka by Mr. Johnny D’Souza. Background: The applicant desire to carry out reconstruction of the house located in the property bearing Sy. No. 63/1-A of Arambol Village, Pernem - Goa. The applicant has submitted a copy of land use / zoning information Certificate bearing No. 23/ZI/TCP/PER/2014/64/216 dated 06/05/2014 issued by the Town & Country Planning Department wherein it is stated that as per regional plan for Goa 2001 (Reference Plan) the plot under reference is earmarked as Orchard Zone and as per regional plan for Goa 2021 (Plan on Hold) the plot under reference is earmarked as Settlement Zone. The applicant has also submitted a copy of Deed of Sale between Mr. Aleixo Manuel Rodrigues & Anr. (hereinafter referred to as ‘the Vendors’) and Mr. Johnny Santan D’Souza (hereinafter referred to as ‘the Purchaser’). The applicant has also submitted a copy of NOC bearing No. GCZMA/N/09- 10/82/307 dated 09/07/2010 for repair and renovation and change of roof to the existing house and also, a copy of NOC bearing No. GCZMA/N/09-10/82/765 dated 12/10/2011 issued by the GCZMA for reconstruction of house in Sy. No. 63/1-A of Arambol Village, Pernem Taluka. The applicant’s name is reflected in Form I & XIV. Site Inspection Report: The site was inspected by Dr. Antonio Mascarenhas, Expert Member (GCZMA). The inspection report indicates that the topography has degraded sand dunes (CRZ I) Page 3 of 18 and mangrove creek (landward side). There exists coconut / dune vegetation. The distance from the HTL is not shown on DSLR plan and is about 30 m from the HTL. This is a CRZ I area. There exists a house in the plot. An additional extension / toilet is built. The applicant (D’Souza) is the owner of the property as seen in Form I & XIV. A structure is shown on DSLR plan. The structure is located on a large sand dune field, and hence in NDZ. A tidal creek is found on the landward side mangroves lining the creek. The existing house is being used as a guest house; some guests were indeed seen residing there. The applicant had sought repair of roof in 2010 and again repair / renovation of house in 2011. It is not known how approvals were given for a house on a dune field in CRZ I. The new plans are for a G + 1 structure and typically resemble a construction for a hotel, with independent rooms. Floor plans and elevation do not match. New plans not signed / stamped by architect.

Apart from these natural hazards there are chances of man-made disasters like major fire, industrial accidents, terrorist attacks etc. Goa being a small state has 2 Districts namely North Goa and South Goa and it comprises of 11 Talukas. The total area of the state is 3700 Sq. km having a population 13, 43,998 with 50.23% living in rural areas and 49.7% of the population residing in urban areas. The aim of this project is to formulate the District Disaster Management Plan, North Goa, in the context of Preparedness/ Mitigation, Incident Response System & Rehabilitation from natural disasters. This Plan should be useful to tackle the multi-hazard vulnerabilities to population buildings livestock crop area, industries, civil facilities and infrastructure and should be based on the factors like ever-growing population, the vast disparities of income, rapid urbanization, increasing industrialization, development within high risk zones, environmental degradation, climate change, state and national security, economy and sustainable development. The objective of the District Disaster Management Plan, Goa is to facilitate execution of activities for prevention and preparedness, response operations, coordination, rehabilitation and community awareness and involvement. In preparing the Plan, the existing manual has been studied; the prevailing documents and various stakeholders were consulted.

It was a reference point for the vessels coming from Europe at that time. This old Portuguese fort stands on the beach south of Candolim, at the shore of the Mandovi River. It was initially tasked with defense of shipping and the nearby Bardez sub-district. A freshwater spring within the fort provided water supply to the ships that used to stop by. This is how the fort got its name: Aguada, meaning watery in the Portuguese language. Crews of passing ships would often visit to replenish their freshwater stores. On the fort stands a four-story Portuguese lighthouse, erected in 1864 and the oldest of its kind in Asia. Built in 1612, it was once the grandstand of 79 cannons. It has the capacity of storing 2,376,000 gallons of water, one of the biggest freshwater storages of the time in whole of Asia. This fort is divided in two segments: the upper part acted as fort and watering station, while the lower part served as a safe berth for Portuguese ships.

My Government has now completed 137 days in Office since 8th November, 2014 with the firm belief that the first claim on development belongs to the poor. 2. Sir, Goa’s Per Capita Income is now amongst the highest in the country and our Human Development Indicators including literacy, maternal and infant mortality rates and life expectancy at birth are much better than other states and the national average. 3. In order to achieve still higher GDP and further improve our quality of life, we are laying ever greater emphasis on “Sabka Saath – Sabka Vikas” so as to ensure that the fruits of development fully percolate down to the less privileged and vulnerable sections of the society. 4. While the Government has made the social welfare initiatives much stronger, both in terms of accessibility and equity, we would dedicate the rest of our term to further strengthen them by giving a boost to the economy in areas of:- (i) Infrastructure, (ii) Sustainable Mining, (iii) Agriculture, Animal Husbandry and Fisheries (iv) Water Resources, (v) Tourism, (vi) Education and skill development, (vii) Affordable Housing (viii) Swach Bharat Nital Goa under Mission Mode, (ix) Women & child development, (x) Manufacturing, knowledge based industry and services sector 1 5. Our focus would be to institute schemes and formulate policies in each of the above areas which create entrepreneurship and employment opportunities for our youth.
