IThe Institute, established by the International Maritime Organization (IMO) in 1988, has taken its place in the elite of international educational centers and, through its quality and unique training, it has become a cornerstone of IMO’s Technical Cooperation Programme. As the United Nations (UN) specialized agency responsible for developing and providing the regulatory regime to ensure that the world’s oceans are safe and secure, while facilitating trade and safeguarding the marine environment, IMO has been successful in adopting a multitude of instruments which govern the maritime sector and allow it to thrive. We are nevertheless fully aware that IMO’s success can only be measured against the effective implementation and enforcement of these instruments. To effectively incorporate international instruments into domestic legislation, specialized national expertise is crucial. Therein lies indeed the raison d’être of IMLI. IMLI was set up thanks to the wisdom and foresight of its founding fathers, who realized that the uniform application of international rules required skilled and duly qualified human resources at a national level. Mettant en exergue un potentiel de 500 000 passagers par jour, le ministère des Transports compte faire de ce projet sa pierre philosophale pour désengorger les périphériques, les autoroutes et les axes routiers limitrophes au littoral. Aussi, les passagers auront à user de moins en moins des transports en commun déjà saturés pour se déplacer vers la capitale et leur lieu de résidence respectif. Les lieux de départ et d’arrivée sont, pour le moment, identifiés dans les infrastructures portuaires de Tipasa, Tamentfoust, Zemmouri, Sidi Fredj, El-Djamila, Dellys et Azeffoun. However the number of large fires (≥100 ha ) increases from year to year. Some provinces experience a periodicity of these catastrophic fires which generate significant losses in human and material means. Among them, the province of Tizi Ouzou which over 32 years (1986-2017), experienced 145 large fires (or 2.59% of the total) which covered 47,942 ha (48.45% of the total). Catastrophic fires (≥ 500 ha) represent 0.43% (24 fires) but they covered 23,372 ha, or 23.72% of the total. In terms of time, the results show that the month with the highest number of fires and the largest area burned is August. In spatial terms, the dairas most affected are that of Azeffoun (12,500 ha) and Azazga (12,000 ha). These large fires most often pass through the national forests forming maquis. It is the latter gaining momentum by the influence of several factors including climatic conditions, lack of human and material staff, lack of supervision and prevention strategy which makes the active fight more difficult and less effective. However, this paper deliberated on young professional's housing preference in affordability context by taking into account some attributes of housing preference criteria. Data was obtained through questionnaire survey among 50 respondents aged between 25 and 35 years old and working in various professional fields in Kuala Lumpur. Descriptive analyses were then undertaken on the data from the survey. The study found that security criterion is the highest priority in housing preferences among the respondents.     Tun Razak Dedicates Life for Nation, Despite Suffering from Leukaemia Bernama Jan 13, 2016 KUALA LUMPUR, Jan 13 (Bernama) -- Despite being diagnosed with a terminal illness of leukemia in 1969, Tun Abdul Razak Hussein continued to work as hard as possible for the country, said his son, Datuk Ahmad Johari. Ahmad Johari, 62, the second of five siblings, said his father persevered and lived longer to look after the rakyat, despite doctors giving him only two years to live after being diagnosed with the illness. Tun Abdul Razak succeeded Tunku Abdul Rahman Putra Al-Haj as Prime Minister on Sept 22, 1970. He died on Jan 14, 1976. "He had wanted very much to live longer. There were still so much he wanted to do. "To be Prime Minister and to look after the interest of the rakyat, while in the grip of a debilitating illness must have been hard to bear. He must have had superhuman courage to cope with it," Ahmad Johari told Bernama. The soft spoken Ahmad Johari, who read law, like his father, is a senior partner in a major law firm in Kuala Lumpur. Ahmad Johari said his father wanted to do, among others, to launch the third country's five-year economic plan, attend the ASEAN Summit in Bali, resolve the political conflicts following the prosecution of Datuk Harun Idris (former Selangor Menteri Besar), as well as to resolve the communist insurgency. Ahmad Johari, who obtained his law degree from the University of Kent, United Kingdom, recalled his last moment with his father. It was when Tun Abdul Razak went to London in December 1975 and was admitted to London hospital the following month.
