The Protocol entered into force on 1 October 1967, pursuant to its paragraph 5. E. In accepting the Protocol, India addressed a communication to the Director-General relating to its acceptance, a copy of which is attached to this notification. 5 In accepting the Protocol, Australia addressed a communication to the Director-General, a copy of which is attached. Record of Understandings Relating to the Acceptance by the Government of the Republic of India of the Protocol Extending the Arrangement of 1 October 1962 Regarding International Trade in Cotton Textiles The Government of the Republic of India accept the Protocol as drawn up by the Cotton Textiles Committee at its meeting held at Geneva on 3 April 1967 extending the validity of the Arrangement of 1 October 1962 regarding international trade in cotton textiles ending 30 September 1970. In accepting the Protocol without reservation, the Government of the Republic of India have been influenced by the clarification given by the Chairman of the Cotton Textiles Committee at its meeting held on 3 April 1967 contained in paragraph 69 of Cotton Textiles Committee document C0T/*V8 of 2 August 1967. The Government of the Republic of India hope that the bilateral arrangements envisaged with member countries will be satisfactorily concluded. The acceptance of the Protocol by the Government of the Republic of India is subject to the following understandings: 1. The Record of Understandings attached to the Arrangement of 1 October 1962 continues to be, mutatis mutandis, part of the extended Arrangement valid until 30 September 1970 inclusive. 2. The considerations relating to the less-developed countries set out in the preamble and in subsequent Ministerial Declarations and UNCTAD resolutions and recommendations in regard to the trade of less-developed countries will be borne in mind and acted upon. 3. iirrangements for administering agreed limitations will be mutually satisfactory and designed to assist smooth working and the realization of the objective of enlarging the export opportunities and exchange earnings of developing countries. COPY 29 September 1967 STATEMENT RELATING TO THE ACCEPTANCE OF THE PROTOCOL EXTENDING THE ARRANGEMENT REGARDING INTERNATIONAL TRâûE IN COTTON TEXTILES OF 1 OCTOBER 1962, DONE AT GENEVA ON 1 MAY 1967 BY THE GOVERNMENT OF AUSTRALIA "It continues to be the understanding of the Australian Government that the arrangement, as extended by the Protocol, does not prevent Australia taking measures consistent with the GATT in relation to a contracting party to the GATT and, similarly, that it does not limit Australia's recourse to similar action in relation to participants with whom Australia does not have GATT relations." .
