The Director-General is an ex officio member of the Board of RTÉ, which is charged by the Irish Government with overseeing the activities of the RTÉ Group. 2 ANNUAL REPORT & GROUP FINANCIAL STATEMENTS 2009 What We Do RTÉ operates two complementary free-to-air RTÉ provides independent, accurate and impartial television channels: news and current affairs programming, in both • RTÉ One - the home of authoritative television languages, across all services, including Radio, news and current affairs coverage of national and Television and RTÉ.ie. international stories. A comprehensive range of home-produced Irish factual, entertainment, drama and lifestyle programming is complemented by selected acquired material. • RTÉ Two - a mixed-genre channel appealing to niche audiences across the schedule. During daytime its primary focus is children and sports; in the evening it targets viewers of a young mindset with innovative drama, entertainment and key acquisitions. RTÉNL (RTÉ Transmission Network Limited) provides a national transmission network, for RTÉ Radio and Television, TG4, TV3 and Today FM. It also rents tower space on its masts to local radio stations and a range of entities involved RTÉ Radio operates four primary national stations and in broadband, mobile phone networks, the seven exclusively digital stations. Primary stations emergency services, etc. are available on FM, on digital radio (DAB) and online; digital stations are available on digital radio and online. RTÉ Radio 1 is also available on LW. As audience needs changed and evolved, RTÉ, together with the independent sector, rose to the challenge to ensure that quality Irish content was produced to inform, educate and entertain. From factual to entertainment, lifestyle, cláracha gaelige, drama, comedy and young people’s, the sector responded to unprecedented changes to daily life in Ireland and across the world to produce relevant and distinctive content. Audiences in Ireland connected with Irish content in increasing numbers across all genres, with RTÉ’s all-day share of TV viewing increasing by 1.7% to 27.2%1. RTÉ delivered 43 of the top 50 programmes on Irish television in 2020, with 14 being produced by the independent sector. Independent productions such as Ireland on Call and RTÉ’s Home School Hub played a pivotal role in meeting new audience needs and complemented News & Current Affairs content across TV, online and radio. As well as creating innovative new content and formats to meet these needs, the independent sector demonstrated great agility by adapting production models to comply with public health advice and restrictions. Series such as Ireland’s Fittest Family and Operation Transformation used best-practice production methods to ensure their safe return to screens, while new programming such as Gardening Together with Diarmuid Gavin, No Place Like Home and Open for Business reflected shifts in audience lifestyle and needs during the pandemic.

Yet the noises of war – everything from swords clanging to modern machine guns and bombs – have fascinated musicians and composers for centuries. For his mix «shots were fired» for the section «war» from the Norient exhibition Seismographic Sounds the Irish radio journalist Bernard Clarke combined radio news samples with musically deconstructed war sounds. «shots were fired» is a deeply personal response to a tragedy and farce played out in a Paris dripping with blood and a media whipping up a frenzy; to and of the forgotten victims in France and around the world; and of and to the so-called world leaders who seized on this outrage for a media opportunity, a «selfie». Western societies are not the havens of rationalism that they often proclaim themselves to be. The West is a polychromatic space, in which both freedom of thought and tightly regulated speech exist, and in which disavowals of deadly violence happen at the same time as clandestine torture. And yet, at moments when Western societies consider themselves under attack, the discourse is quickly dominated by an ahistorical fantasy of long- suffering fortitude in the face of provocation. Yet European and American history are so strongly marked by efforts to control speech that the persecution of rebellious thought stands as a bedrock of these societies. Witch burnings, heresy trials, and the untiring work of the Inquisition shaped Europe, and these ideas extended into American history as well and took on American modes, from the breaking of slaves to the genocide of American Indians to censuring of critics of «Operation Iraqi Freedom».

    DIRECTORATE GENERAL FOR INTERNAL POLICIES POLICY DEPARTMENT C: CITIZENS' RIGHTS AND CONSTITUTIONAL AFFAIRS CIVIL LIBERTIES, JUSTICE AND HOME AFFAIRS A comparative analysis of media freedom and pluralism in the EU Member States STUDY Abstract This study was commissioned by the European Parliament's Policy Department for Citizens' Rights and Constitutional Affairs at the request of the LIBE Committee. The authors argue that democratic processes in several EU countries are suffering from systemic failure, with the result that the basic conditions of media pluralism are not present, and, at the same time, that the distortion in media pluralism is hampering the proper functioning of democracy. The study offers a new approach to strengthening media freedom and pluralism, bearing in mind the different political and social systems of the Member States. The authors propose concrete, enforceable and systematic actions to correct the deficiencies found. It has engaging storylines that bring the leading characters through awkward situations and extreme jeopardy. There are many laughs along the way, the kindling of romance and consequent broken hearts for some but not all. The coming season will continue to delight, excite and engage audiences with cliffhanging drama, deception, deceit, death and of course romance and humour. In its unique natural style, Ros na Rún deals with the many social issues which face rural communities in today’s world and excels in the exposure of such matters with insightful writing and acting. Following on from the end of season showdown in the woods, audiences wait to see the fate of Bobbi Lee and Andy and will be intrigued to find out if he was left for dead. Tadhg, the series lynchpin is seriously threatened this season but will he get away with it, or must he spend the rest of his life looking over his shoulder? The season opens with much treachery and drama, and viewers will once again be glued to their seats as the season unfolds and death hits the coastal village, depriving the community of one of its long-time residents. Wakes and weddings are part of rural life and a Christmas wedding could be on the cards bringing the village some much needed romance and happiness. With tales of affairs, theft, controversial pregnancies, break-ins and break-ups viewers will have plenty to guess at and gossip about every Tuesday and Thursday night at 8.30pm on TG4 with the omnibus on Sundays at 10.30pm.
