Energy Policies and National Agendas In recent years, the topic of energy has captured the atten­ tion-if not the imagination-of policymakers in the ad­ vanced industrialized countries of the West. The reason is obvious. Energy considerations have become central to the most pressing problems ofmodern society: economic growth, employment, and inflation. Economic growth in particular is intimately linked with energy consumption. Over the past thirty years, economic expansion in Western Europe, North America, and J apan has been fueled by an exponential increase in the consumption of oil. As long as oil supplies remained abundant and cheap, this development occasioned little concern. Once supply became problematical and prices skyrocketed, however, the implications for economic growth, employment, and inflation were forcefully brought home to policymakers and general public alike. More recently, questions of environmental degradation have become prominent on political agendas. The most im­ mediate worry has been the pollution of air and water, largely caused by current energy

C'est un homme de conviction et de passion que nous accueillons ce matin. Je suis absolument certain que nous aurons les traces, au cours de son exposé ce matin, de ce militant de la cause environnementale depuis les années 68. Part 300.905 explains, in detail, the categories and specific requirements of how a product is classified under one of the following categories: dispersants, surface washing agents, bioremediation agents, surface collecting agents, and miscellaneous oil spill control agents. Products that consist of materials that meet the definitions of more than one of the product categories will be listed under one category to be determined by the USEPA. A manufacturer who claims to have more than one defined use for a product must provide data to the USEPA to substantiate such claims. However, it is the discretion of RRTs and OSCs to use the product as appropriate and within a manner consistent with the NCP during a specific spill.
