The Portrayal of Female Officials in Hong Kong Newspapers
Constructing perfect women: the portrayal of female officials in Hong Kong newspapers Francis L.F. Lee CITY UNIVERSITY OF HONG KONG, HONG KONG On 28 February 2000, the Hong Kong government announced its newest round of reshuffling and promotion of top-level officials. The next day, Apple Daily, one of the most popular Chinese newspapers in Hong Kong, headlined their full front-page coverage: ‘Eight Beauties Obtain Power in Newest Top Official Reshuffling: One-third Females in Leadership, Rarely Seen Internationally’.1 On 17 April, the Daily cited a report by regional magazine Asiaweek which claimed that ‘Hong Kong’s number of female top officials [is the] highest in the world’. The article states that: ‘Though Hong Kong does not have policies privileging women, opportunities for women are not worse than those for men.’ Using the prominence of female officials as evidence for gender equality is common in public discourse in Hong Kong. To give another instance, Sophie Leung, Chair of the government’s Commission for Women’s Affairs, said in an interview that women in Hong Kong have space for development, and she was quoted: ‘You see, Hong Kong female officials are so powerful!’ (Ming Pao, 5 February 2001). This article attempts to examine news discourses about female officials in Hong Kong. Undoubtedly, the discourses are complicated and not completely coherent. Just from the examples mentioned, one could see that the media embrace the relatively high ratio of female officials as a sign of social progress. But one may also question the validity of treating the ratio of female officials as representative of the situation of gender (in)equality in the society. -

"APRES MoI LE DELUGE"? JUDICIAL REvIEw IN HONG KONG SINCE BRITAIN RELINQUISHED SOVEREIGNTY Tahirih V. Lee* INTRODUCTION One of the burning questions stemming from China's promise that the Hong Kong Special Administrative Region (HKSAR) would enjoy a "high degree of autonomy" is whether the HKSAR's courts would have the authority to review issues of constitutional magnitude and, if so, whether their decisions on these issues would stand free of interference by the People's Republic of China (PRC). The Sino-British Joint Declaration of 1984 promulgated in PRC law and international law a guaranty that implied a positive answer to this question: "the judicial system previously practised in Hong Kong shall be maintained except for those changes consequent upon the vesting in the courts of the Hong Kong Special Administrative Region of the power of final adjudication."' The PRC further promised in the Joint Declaration that the "Uludicial power" that was to "be vested in the courts" of the SAR was to be exercised "independently and free from any interference."2 The only limit upon the discretion of judicial decisions mentioned in the Joint Declaration was "the laws of the Hong Kong Special Administrative Region and [to a lesser extent] precedents in other common law jurisdictions."3 Despite these promises, however, most of the academic and popular discussion about Hong Kong's judiciary in the United States, and much of it in Hong Kong, during the several years leading up to the reversion to Chinese sovereignty, revolved around a fear about its decline after the reversion.4 The * Associate Professor of Law, Florida State University College of Law. -

A concluding chapter suggests some possible means of resolving or minimising the difficulties which have been experienced. IN HONG KONG Ian Scott is Emeritus Professor of Government and Politics at Murdoch University in Perth, Australia and Adjunct Professor in the Department of Public and Social Administration at the City University of Hong Kong. He taught at the University of Hong Kong between 1976 and 1995 and was Chair Professor of Politics and Public Administration between 1990 and 1995. Between 1995 and 2002, he was Chair Professor of Government and Politics at Murdoch University. Over the past twenty-five years, he has written extensively on politics and public administration in Hong Kong. August 2011 in Hong Kong 31.8.2011 / No 92 A condensed press review prepared by the Consulate General of Switzerland in HK Economy + Finance Vice-Premier boosts HK role as yuan trade hub: Vice-Premier Li Keqiang announced a raft of more than 30 measures to boost the local economy by encouraging two-way investment and trade between Hong Kong and the mainland and strengthening the city's role in the internationalisation of the yuan. The business community and trade organisations generally welcomed Li's proposals, made on a visit to HK, hoping they would improve gloomy market sentiment. Of the measures he announced at a forum on the nation's 12th five- year plan, 12 are related to financial services and the development of the offshore yuan market. One key scheme to support the stock market is to allow mainland investors to invest in HK stocks by launching the long-awaited index-tracking Exchange Traded Fund backed by a portfolio of HK stocks. The fund, to be listed on the stock exchanges in Shenzhen or Shanghai, will allow mainlanders to invest in Hong Kong stocks. Several other measures will encourage expanded use of the yuan. One is a 20 billion yuan (HK$24.4 billion) quota for HK companies to invest in securities on the mainland via a yuan-denominated Qualified Foreign Institutional Investors (QFII) scheme. This could help achieve a better return for the 554 billion in yuan now sitting as low-yielding deposits in banks in HK. A scheme allowing companies to settle trades in yuan, currently limited to 20 provinces, is being expanded nationwide. -

Quite a number of Hong Kong permanent residents who are South Asians have relayed to me that they were not offered appointment to the civil service because they failed to meet the Chinese language proficiency requirements. In this connection, will the Government inform this Council: (a) among those persons applying for civil service vacancies at junior, middle and senior ranks in the recent three years, of the respective numbers of Hong Kong permanent residents of South Asian descent who had been appointed and rejected; (b) whether any of the permanent residents of South Asian descent in (a) were not appointed solely because their Chinese language proficiency did not meet the appointment requirements; if not, of the reasons why they were not appointed; and (c) of the details of the amendments made by the Government since the reunification in respect of the Chinese language proficiency requirements for appointment as civil servants (including expatriate civil servants) at different levels?
