Features Conference Reports GHI News ARNOLD TOYNBEE AND THE PROBLEMS OF TODAY TOYNBEE LECTURE, DELIVERED AT THE ANNUAL MEETING OF THE AMERICAN HISTORICAL ASSOCIATION, DENVER, JANUARY 6, 20171 Jürgen Osterhammel UNIVERSITY OF KONSTANZ It is one of the greatest possible privileges for a speaker to give a surprise address under nothing but a formal title. In this lecture, gratefully overwhelmed by an award that is much too big for someone who is anything but a “typical” global historian and who represents no particular tendency or school, I am going to take Arnold Toynbee as my guide. The same role might have been played by several others on the list of illustrious recipients of the Toynbee Prize: by Sir Christopher Bayly in whose memory I had the sad privilege to speak in Cambridge last June; by Dipesh Chakrabarty whose turn to issues of climate change will become even more urgent and important in the future; by Ralf Dahrendorf whose books have had an enormous impact on me since my fi rst encounter with them in 1968 and whose lectures I followed at the London School of Economics in 1977; or by Raymond Aron who was one of the most astute observers of the twentieth century. Aron, perhaps even more so than the other scholars and intellectuals men- tioned, was a truly universal mind — in the universe of universalisms the very opposite of Toynbee, though there were certain proximities in their respective comments on the age they lived in. 02_EHQ 30/4 articles 25/8/00 1:00 pm Page 493 Marnix Beyen A Tribal Trinity: The Rise and Fall of the Franks, the Frisians and the Saxons in the Historical Consciousness of the Netherlands since 1850 To the question ‘Who were the most ancient inhabitants of our country?’, the only possible answer for Dutch schoolchildren in 1848 — the year in which the realm of the Netherlands received its first Constitution and in turn became a modern nation-state — was ‘The most ancient inhabitants of our country were the Frisians and the Batavians.’1 The emphasis however was cer- tainly on the latter tribe, the Batavians. Whereas the Frisians until then played a minor role in the historical consciousness of the Dutch,2 references to the Batavian ‘ancestors’ had, from the very beginning of the Dutch republic, served as a powerful foundation myth. Batavi was a Latin name for a fairly small tribe which probably lived in the ‘Betuwe’ — a region situated at the Northern border of the Lower Rhine in what is now the province of Guelders (Gelderland) — when the Romans arrived during the first century AD. Near the beginning of the Christian era, they acquired the status of a gens foederata in the Roman Empire, which implied that they provided the Empire with troops for the fleet and for the Imperial Guards (corporis custodes) but were exempt from paying taxes. In AD 69, during the advance on Rome of the counter-emperor Vitellius, a Batavian army, allied with other tribes of the region, ignited a rebellion under the lead of Gaius Iulius Civilis. -

Whereas historians of science often focus on the functions performed by “fathers” of a discipline – more concretely, on the legitimization of scholarly practices through mythic genealogies – this article studies the meanings attributed to historians honored as fathers of history. In particular, it focuses on intentional meaning, that is, on meanings those employing the metaphor sought to convey. Focusing, then, on four historians honored as “fathers of history,” I examine how the metaphor meant different things to different historians and underwent a number of significant metamorphoses between the sixteenth and the twentieth centuries. While granting that father figures helped legitimate scholarly practices of various kinds, I try to show that “father of history” has been a particularly rich metaphor, able to be adapted to different situations. Contributing, along these lines, to a historicization of the father of history metaphor, I conclude by commenting on the striking fact that many historians nowadays try to avoid genealogical language in their reflections on the discipline’s past. If this suggests that many historians no longer regard the father metaphor as meaningful, I argue that historians nonetheless still legitimize their work under reference to their predecessors, thereby reiterating one of the functions traditionally performed by the father of history metaphor. When Robert Fruin in 1894 retired from his professorship at Leiden University, in the Netherlands, he was honored as “the father of modern Dutch historiography”1. -

Arnold J. Toynbee's Twentieth Century
‘Time of Troubles’: Arnold J. Toynbee’s twentieth century IAN HALL* Arnold J. Toynbee (1889–1975) was synonymous with the Royal Institute of Inter- national Affairs for the first half of its history.1 He held the post of Director of Studies from 1925 to 1954, and thereafter retained an office in Chatham House until his death. Throughout that half-century he combined the roles of scholar and public intellectual, using International Affairs—along with many other outlets— to communicate the fruits and findings of his research to policy-makers and the wider community. During his 50 years at Chatham House Toynbee contributed 19 essays to the journal—which must surely be the most of any individual author— and produced his two monumental multi-volume works, the Survey of international affairs, which he penned, edited or commissioned from 1925 until 1958,2 and A study of history, which appeared in twelve volumes between 1934 and 1961.3 He also published a further 50 books and hundreds of scholarly articles during his lifetime, as well as many interviews and lesser pieces. If one includes reviews of books by others, Toynbee’s complete works amount to almost 3,000 items.4 Toynbee served his country during and after both world wars, seeking to shape policy-making as well as to study it. During the first he worked for the Foreign Office’s Political Intelligence Department, having avoided the trenches on medical grounds,5 and joined the British delegation to the Versailles Conference. Together these three legal minds—who differed widely in temperament and approaches to law but possessed similar backgrounds as Jewish lawyers from the eastern European borderlands, developed concepts foundations to the Nuremberg Tribunal and, subsequently, modern international criminal law. By situating Trainin’s work with Lemkin’s and Lauterpacht’s, this dissertation acknowledges the central role Trainin played in the development of international criminal law on the international stage. -
