National Parks Sub-Committee 427 21.9.2000 National Parks NATIONAL PARKS SUB-COMMITTEE Minutes of the proceedings at a meeting of the Sub-Committee held in the Council Chamber at South Lakeland House, Kendal, on Thursday, 21 September 2000, at 10.00 a.m. Present Councillors Miss K.M. Atkinson (Chairman) M.C. Bentley Mrs E.M. Braithwaite J.W. Curwen S.A. Shine D.M. Vatcher Apologies for absence were received from Councillors Mrs D.G. Cranwell, Mrs J.H. Hoyle, G. Jenkinson, D.F. Miller, E.J. Robinson and R.T. Yates. 922 MINUTES RESOLVED – That the Chairman be authorised to sign, as a correct record, the minutes of the meeting of the Sub-Committee held on 17 August 2000. 923 DECLARATIONS OF INTEREST RESOLVED – That it be noted that the Chairman, Councillor Miss K.M. Atkinson, and Councillor M.C. Bentley declared an interest in Minute 925 (Planning Application Nos.7/00/5405 and 7/00/5461 respectively). 924 LAKE DISTRICT NATIONAL PARK AUTHORITY SITE VISITS The Sub-Committee received an oral report on site visits attended by Members of the Lake District National Park Authority. RESOLVED – That the report be received. 925 APPLICATIONS FOR RECOMMENDATION TO THE LAKE DISTRICT NATIONAL PARK AUTHORITY RESOLVED – That the Lake District National Park Authority be informed that this Local Planning Authority is of the opinion that the under-mentioned applications should be determined in the manner set out below:- 7/00/5375 LAKES: St. Mary's Church, Ambleside. New Church Hall. (Listed Building Adj.) (The Parochial Church Council) ACCEPT subject to negotiation in relation to height, drum-towers and parking, including disabled spaces. 428 21.9.2000 National Parks 7/00/5405 CLAIFE: Institute of Ecology at Ferry House, Windermere Laboratory, Far Sawrey. Extension – two-storey plus basement to accommodate storage, offices and laboratories. (The Centre for Ecology and Hydrology, Windermere) Note – The Chairman, Councillor Miss K.M. Atkinson, declared an interest in this item of business and left the Council Chamber during the discussion and voting thereon. Councillor Mrs E.M. Braithwaite took the Chair in her absence. Change of use of part agricultural land to extend yard area, re-shaping existing loose rock features and replacement of make-shift incinerator with purpose made unit. (Hadwins) GRANT subject to:- Landscaping conditions. To protect the character of the area. 7/00/5428 LAKES: Rydal Road, Ambleside. Workshop extension. (Listed Building) (Conservation Area) (Adrian Sankey Glass) If the Lake District National Park Authority is minded to approve, then suggest a site visit to assess the unneighbourliness. Query accuracy of designation of the adjoining building to the north as "café". 7/00/5429 LAKES: Proprietors' accommodation at Riverside Lodge, Rothay Bridge, Ambleside. Use as independent dwelling. (Mr and Mrs A. Rhone) REFUSE The accommodation is too small with little amenity space and too closely integrated with the hotel to be able to be used as an independent dwelling. 7/00/5431 WINDERMERE: Residential annexe, Hillside, Oakthwaite Road, Windermere. Use as independent dwelling. (Mrs H. Coward) REFUSE The proposal would result in a dwelling with restricted amenity and parking facilities inappropriate for independent use. 7/00/5433 WINDERMERE: Boathouse, Beech Cottage, Storrs Park, Bowness-on- Windermere. Replacement boathouse and work on two existing jetties. (Mr T. Knowles) REFUSE The proposal would be out of keeping with the character of the area and be of an unnecessary scale in this sensitive lakeside location. 7/00/5435 HAVERTHWAITE: Plot C, Finsthwaite Lane, Backbarrow, Erect one pair semi-detached houses for residential use. (Mr D. Simons) GRANT but recommend:- (1) Omission of main windows on the side boundary. (2) The approval of precise levels. 430 21.9.2000 National Parks 7/00/5437 SATTERTHWAITE: Graythwaite Hall, Low Cat Crag, Graythwaite. To erect 25 metre high tree structure with six antennae, two microwave dishes and equipment cabin. (Telecom Securicor Cellular Radio Limited) REFUSE as being inappropriate development in this sensitive lakeside location. 7/00/5442 HAVERTHWAITE: Brow Edge Transmitting Station, land adjacent to Low Gate, Bigland Hall Estate, Backbarrow. 2 x dual polar antennae, 2 x 0.6m dishes, 1 x equipment cabin (for One to One), 6 x sector antennae, 4 x 0.6m dishes, 1 x equipment cabin for Orange, 1 x 30m tower and associated cabling. (Crown Castle Limited) REFUSE The structure would detract from a prominent site and would be contrary to Policy UT7. If the Lake District National Park Authority is minded to approve, then recommend a site visit. 7/00/5444 WINDERMERE: Fair Rigg, Ferry View, Bowness. Change of use to Guest House. (Tim Bell) REFUSE The development would be over-intensive and detrimental to highway safety.     FOLK SONG IN CUMBRIA: A DISTINCTIVE REGIONAL REPERTOIRE? A dissertation submitted in partial fulfilment of the degree of Doctor of Philosophy by Susan Margaret Allan, MA (Lancaster), BEd (London) University of Lancaster, November 2016 ABSTRACT One of the lacunae of traditional music scholarship in England has been the lack of systematic study of folk song and its performance in discrete geographical areas. This thesis endeavours to address this gap in knowledge for one region through a study of Cumbrian folk song and its performance over the past two hundred years. Although primarily a social history of popular culture, with some elements of ethnography and a little musicology, it is also a participant-observer study from the personal perspective of one who has performed and collected Cumbrian folk songs for some forty years. The principal task has been to research and present the folk songs known to have been published or performed in Cumbria since circa 1900, designated as the Cumbrian Folk Song Corpus: a body of 515 songs from 1010 different sources, including manuscripts, print, recordings and broadcasts. The thesis begins with the history of the best-known Cumbrian folk song, ‘D’Ye Ken John Peel’ from its date of composition around 1830 through to the late twentieth century. From this narrative the main themes of the thesis are drawn out: the problem of defining ‘folk song’, given its eclectic nature; the role of the various collectors, mediators and performers of folk songs over the years, including myself; the range of different contexts in which the songs have been performed, and by whom; the vexed questions of ‘authenticity’ and ‘invented tradition’, and the extent to which this repertoire is a distinctive regional one.

    Furness Peninsula Department of History, Lancaster University Victoria County History: Cumbria Project ‘Jubilee Digests’ Briefing Note for Furness Peninsula In celebration of the Diamond Jubilee in 2012, the Queen has decided to re-dedicate the VCH. To mark this occasion, we aim to have produced a set of historical data for every community in Cumbria by the end of 2012. These summaries, which we are calling ‘Jubilee Digests’, will be posted on the Cumbria County History Trust’s website where they will form an important resource as a quick reference guide for all interested in the county’s history. We hope that all VCH volunteers will wish to get involved and to contribute to this. What we need volunteers to do is gather a set of historical facts for each of the places for which separate VCH articles will eventually be written: that’s around 315 parishes/townships in Cumberland and Westmorland, a further 30 in Furness and Cartmel, together with three more for Sedbergh, Garsdale and Dent. The data included in the digests, which will be essential to writing future VCH parish/township articles, will be gathered from a limited set of specified sources. In this way, the Digests will build on the substantial progress volunteers have already made during 2011 in gathering specific information about institutions in parishes and townships throughout Cumberland and Westmorland. As with all VCH work, high standards of accuracy and systematic research are vital. We, the Local Government Boundary Commission for England, having carried out our initial review of the electoral arrangements for South Lakeland district in accordance with the requirements of Section 63 of, and Schedule 9'to, the Local Government Act 1972, present our proposals for the future electoral arrangements for that district. 2. In accordance with the procedure laid down in Section 60(1) and (2) of the T972 Act, notice was given on 19 August 1974 that we were to undertake this review. This was incorporated in a consultation letter addressed to the South Lakeland District Council, copies of which were circulated to Cumbria County Council, parish councils and parish meetings in the district, the Members of Parliament for the constituencies concerned and the headquarters of the main political parties. Copies were also sent to the editors of local newspapers circulating in the area and of the local government press. Notices inserted in the local press announced the start of the review and invited comments from members of the public and from interested bodies.

    Windermere Station Risk Review / Profile This document assesses the specific performance and risk within the fire station area. It provides more defined risk profiling down to Lower Super Output Area (LSOA) level. The risk profiling process by its very nature provides evidence of the fire risk within each geographical LSOA using detailed known risk and demographic information. The risk formula used to inform our fire risk profile was devised following the Intervention Standards Review, full details are available on our website: www.cumbria.gov.uk/fire The review also identifies other significant risks in the area that need consideration so that our resources are appropriately allocated across the county. As well as looking at county wide issues and trends in the main Integrated Risk Management Plan (IRMP), this individual station risk profile considers: • Current resources • Appliance availability • Operational response activity • Fire risk profile • Next nearest supporting appliances • Location specific risks including: heritage risk, environment risk, site specific risks: flooding risks, rurality and resilience risk. Resources Windermere currently has 13 firefighters on the station working the on call duty system. These firefighters crew one fire engine and one Land Rover appliance fitted out with equipment to improve our response to the predicted increase in wildland fires. The Land Rover replaced the 2nd fire appliance and was introduced in 2010 as a result of the implementation of our Integrated Risk Management Plan. Although the original intention was to improve our response to wildland fires the Land Rover has been extensively used during flood incidents and its four wheel drive capacity enables it to offer resilience in severe wintry conditions.
