Minutes of the proceedings at a meeting of the Sub-Committee held in the Council Chamber at House, , on Thursday, 21 September 2000, at 10.00 a.m.

922 MINUTES

RESOLVED – That the Chairman be authorised to sign, as a correct record, the minutes of the meeting of the Sub-Committee held on 17 August 2000.

923 DECLARATIONS OF INTEREST

RESOLVED – That it be noted that the Chairman, Councillor Miss K.M. Atkinson, and Councillor M.C. Bentley declared an interest in Minute 925 (Planning Application Nos.7/00/5405 and 7/00/5461 respectively).

924 LAKE DISTRICT NATIONAL PARK AUTHORITY SITE VISITS

The Sub-Committee received an oral report on site visits attended by Members of the Lake District National Park Authority.

RESOLVED – That the report be received.

925 APPLICATIONS FOR RECOMMENDATION TO THE LAKE DISTRICT NATIONAL PARK AUTHORITY

RESOLVED – That the Lake District National Park Authority be informed that this Local Planning Authority is of the opinion that the under-mentioned applications should be determined in the manner set out below:-

7/00/5375 LAKES: St. Mary's Church, . New Church Hall. (Listed Building Adj.) (The Parochial Church Council)

ACCEPT subject to negotiation in relation to height, drum-towers and parking, including disabled spaces. 428 21.9.2000 National Parks

7/00/5405 CLAIFE: Institute of Ecology at Ferry House, Laboratory, Far Sawrey. Extension – two-storey plus basement to accommodate storage, offices and laboratories. (The Centre for Ecology and Hydrology, Windermere)

Note – The Chairman, Councillor Miss K.M. Atkinson, declared an interest in this item of business and left the Council Chamber during the discussion and voting thereon. Councillor Mrs E.M. Braithwaite took the Chair in her absence.

REFUSE The scheme as submitted would be over-intensive and detrimental to the character of the Listed Building.

(1) Identification of any stone of the existing building of archaeological interest.

(2) Re-use the existing stone where possible.

(3) Consideration of whether there would be any advantage in highway safety of setting back the garage front.

Landscaping conditions.

To protect the character of the area.

If the Lake District National Park Authority is minded to approve, then suggest a site visit to assess the unneighbourliness. Query accuracy of designation of the adjoining building to the north as "café".

7/00/5429 LAKES: Proprietors' accommodation at Riverside Lodge, Rothay Bridge, Ambleside. Use as independent dwelling. (Mr and Mrs A. Rhone)

REFUSE The accommodation is too small with little amenity space and too closely integrated with the hotel to be able to be used as an independent dwelling.

7/00/5431 WINDERMERE: Residential annexe, Hillside, Oakthwaite Road, Windermere. Use as independent dwelling. (Mrs H. Coward)

REFUSE The proposal would result in a dwelling with restricted amenity and parking facilities inappropriate for independent use.

7/00/5433 WINDERMERE: Boathouse, Beech Cottage, Storrs Park, Bowness-on- Windermere. Replacement boathouse and work on two existing jetties. (Mr T. Knowles)

REFUSE The proposal would be out of keeping with the character of the area and be of an unnecessary scale in this sensitive lakeside location.

7/00/5435 HAVERTHWAITE: Plot C, Finsthwaite Lane, Backbarrow, Erect one pair semi-detached houses for residential use. (Mr D. Simons)

GRANT but recommend:-

(1) Omission of main windows on the side boundary.

7/00/5437 SATTERTHWAITE: Graythwaite Hall, Low Cat Crag, Graythwaite. To erect 25 metre high tree structure with six antennae, two microwave dishes and equipment cabin. (Telecom Securicor Cellular Radio Limited)

REFUSE as being inappropriate development in this sensitive lakeside location.

7/00/5442 HAVERTHWAITE: Brow Edge Transmitting Station, land adjacent to Low Gate, Bigland Hall Estate, Backbarrow. 2 x dual polar antennae, 2 x 0.6m dishes, 1 x equipment cabin (for One to One), 6 x sector antennae, 4 x 0.6m dishes, 1 x equipment cabin for Orange, 1 x 30m tower and associated cabling. (Crown Castle Limited)

REFUSE The structure would detract from a prominent site and would be contrary to Policy UT7. If the Lake District National Park Authority is minded to approve, then recommend a site visit.

7/00/5444 WINDERMERE: Fair Rigg, Ferry View, Bowness. Change of use to Guest House. (Tim Bell)

REFUSE The development would be over-intensive and detrimental to highway safety. If minded to approve, recommend a site visit.

7/00/5448 CROSTHWAITE & LYTH: Barn adjacent to Plane Tree Cottage, The Row, Lyth. Barn conversion into single dwelling and change of use of agricultural land to domestic garden. (Mr and Mrs Chambers)
