In January 2009, Secretary of the Treasury Timothy Geithner placed further restrictions on the ability of lobbyists to contact executive branch officials responsible for dispersing Emergency Economic Stabilization Act (EESA, P.L. 110-243) funds. Subsequently, President Barack Obama and Peter Orszag, Director of the Office of Management and Budget (OMB), issued a series of memoranda between March and July 2009 that govern communication between federally registered lobbyists and executive branch employees administering American Recovery and Reinvestment Act of 2009 (P.L. 111-5) funds. Most recently, in October 2009, the White House directed executive agencies to prohibit, when possible, the appointment of federally registered lobbyists to federal advisory bodies and committees. The Recovery and Reinvestment Act lobbying restrictions focus on both written and oral communications between lobbyists and executive branch officials. Pursuant to the President’s memoranda, restrictions have been placed on certain kinds of oral and written interactions between federally registered lobbyists and executive branch officials responsible for Recovery Act fund disbursement. The President’s memoranda require each agency to post summaries of oral and written contacts with lobbyists on dedicated agency websites.

But managing crises is nothing new for Kathleen. She has plenty of experience doing just that as Governor of Kansas, and that expertise has enabled her to hit the ground running. We just had an excellent and informative Cabinet meeting. Secretaries Clinton and Gates provided an overview of our current national security posture. Secretary Geithner discussed some of the—both promise and peril of our current economic situation. But we spent a large portion of our time discussing the critical importance of health care reform. This is an issue that touches on all of the agencies that are represented at this table. Hilda Solis at the Department of Labor understands that it is very difficult for workers to obtain raises of any significance if increased productivity is all going into increased health care costs. Gary Locke at the Department of Commerce is constantly hearing stories from businesses, small and large alike, about ever escalating premiums and the need to get control of our health care costs. Bob Gates—one of the biggest parts of his budget is—are his health care costs. And so we all understand that this is an issue that the country is ready to deal with. As I said last night, I am confident the plan that we've put forward is the right plan for the American people. I continue to be open to suggestions and ideas from all quarters: House Members, Senate Members, Democrats, Republicans, outside groups. What we cannot do is stand pat. What we can't do is accept a status quo that is bankrupting families, businesses, and our Nation.

The by-invitation-only conference, which runs from April 3 to 5, will include a wide range of presentations from government leaders around the world, who will share their solutions and strategies on "Leading in the Information Society." Government leaders and officials from over 90 countries are registered for the conference. Taylor will be the opening keynote speaker on April 5, and will speak about the implementation of Alberta's Information and Communication Technology Strategy, its plans to build a high-speed network to all Alberta communities within three years, its work on providing electronic access to government services, and the province's commitment and investments in research and development in technology. Taylor is the only Canadian representative invited to speak at the conference. Other speakers at the conference, which focuses on how government can use technology to "educate, empower and improve the lives of their citizens", include William Daley, the U.S. Secretary of Commerce, Washington Governor Gary Locke, Vice President of Peru Cesar Paredes and Bill Gates, Chairman and Chief Software Architect of Microsoft. September 25, 2009 The Honorable Hillary Clinton Secretary of State United States Department of State 2201 C Street, NW Washington DC 20520 Dear Secretary Clinton: As trade associations representing the fiber, textile, apparel, import, and retail industries whose members do billions of dollars in trade with Honduras and employ tens of thousands of workers who are dependent on this trade, we are writing to ask you to take immediate steps to help restore stability in that country. The crisis has caused commercial traffic to falter dramatically and textile and apparel plants in United States and Honduras are already being idled and workers told to go home. We urge the U.S. government to work with the Honduran government in order to ensure that commerce is fully restored in the region before the textile and apparel sectors of the U.S. and CAFTA region are further harmed. The U.S.-Central America textile complex is a large interconnected textile platform where yarns, fabrics and other components often cross multiple country borders before the final garment is produced. A typical example is that within days of a retail order being placed, a cotton bale from Texas will be opened and spun into cotton yarn in a North Carolina textile mill, that yarn will then immediately be shipped to Honduras for knitting and then that knit fabric will be sent to a garment plant in El Salvador for sewing and shipping to the United States. The entire process takes only a matter of weeks – this quick turnaround time is a key strategy that textile and apparel producers have adopted to compete against Asia.
