In 2009, President Obama issued a Memorandum on Consultation (Memorandum) to agency heads regarding consultation with Indian tribes. Since the President’s memo in 2009, the Administration has worked to ensure regular and meaningful consultation, collaboration, and communication between Indian tribes and the federal government. We believe that the Presidential Memorandum on Job-Driven Training represents an important opportunity for a nation-to-nation consultation and discussion. We would appreciate an opportunity to discuss with you how we can best structure such discussion in late summer or fall and explore how best to pursue the job-driven training theme in pertinent education and training programs in Indian country. In 2017, college graduates earned 65% more than non-college- educated workers and were twice as likely to be employed. This proposal recognizes the simultaneous need for more college educated workers and also for a higher level of labor market skill among non-college educated individuals. We propose to invest in the upskilling of the American workplace by better leveraging the potential of the community college sector.

If you want to see how she’ll oversee a $10 billion government agency, look at her own wealth redistribution record. Most notoriously, Pritzker headed up subprime lender Superior Bank. Even after it went under in 2001 and left 1,400 mostly poor and minority customers destitute, Pritzker was pushing to expand its toxic subprime loan business. As I’ve reported previously, Pritzker and her family escaped accountability by forking over a discounted $460 million settlement over 15 years after the bank collapsed. One of the Obamas’ oldest Chicago friends and an intimate confidante of Chicago Mayor Rahm Emanuel, Pritzker served as a top national finance chairwoman and bundler for the 2008 presidential campaign. She is an heir to the Hyatt Hotel and Pritzker family fortunes. According to Forbes, her grandfather and his sons also created the industrial conglomerate Marmon Holdings, which the family sold to Warren Buffett’s Berkshire Hathaway for $4.5 billion. To protect her family’s multibillion-dollar fortune, Pritzker’s enterprises park their money in the very same kind of offshore trusts Obama attacked GOP rival Mitt Romney over.

In January 2009, Secretary of the Treasury Timothy Geithner placed further restrictions on the ability of lobbyists to contact executive branch officials responsible for dispersing Emergency Economic Stabilization Act (EESA, P.L. 110-243) funds. Subsequently, President Barack Obama and Peter Orszag, Director of the Office of Management and Budget (OMB), issued a series of memoranda between March and July 2009 that govern communication between federally registered lobbyists and executive branch employees administering American Recovery and Reinvestment Act of 2009 (P.L. 111-5) funds. Most recently, in October 2009, the White House directed executive agencies to prohibit, when possible, the appointment of federally registered lobbyists to federal advisory bodies and committees. The Recovery and Reinvestment Act lobbying restrictions focus on both written and oral communications between lobbyists and executive branch officials. Pursuant to the President’s memoranda, restrictions have been placed on certain kinds of oral and written interactions between federally registered lobbyists and executive branch officials responsible for Recovery Act fund disbursement. The President’s memoranda require each agency to post summaries of oral and written contacts with lobbyists on dedicated agency websites.
