BIOGRAPHICAL SKETCH

Beverly Hess was a resident of Lancaster County prior to the accident at Three Mile Island, Unit 2. After the accident, Beverly Hess became heavily involved in the local anti- nuclear movement. She was a founding member of the Susquehanna Valley Alliance, and the Public Interest and Resource Center. As the first president of the Public Interest and Resource Center, Hess helped to coordinate the efforts of the multiple anti-nuclear groups formed in the Susquehanna River Valley after the TMI-2 Accident. Beverly Hess actively participated in all areas of citizen protest against Three Mile Island. She led fund-raisers, gave speeches, recruited new members, wrote letters to politicians and the press, planned and participated in protests against both TMI and the Nuclear Regulatory Commission, and read and gathered a great deal of material on nuclear power and the effects of radiation. Her activities with regard to TMI apparently waned in the late 1980’s due to the failing health of her husband.

COLLECTION DESCRIPTION

The Beverly Hess Collection consists of the various papers, newspaper clippings, books, audiotapes, and photographs collected by Hess during her most active period of involvement with local anti-nuclear groups. The collection is divided into 22 series, and an appendix of books is attached. The majority of the series deal with papers from the various organizations with which Hess had contact. Series 1 – General Correspondence contains Beverly Hess’s personal correspondence as well as copies of correspondence unconnected with a particular organization. Series 2 – Personal Papers contains materials of Beverly Hess unrelated to her work with any particular organization. Series 3 through Series 14 contain the materials relating to individual organizations involved in the nuclear power controversy. The first two organizations are the two with which Beverly Hess was personally connected. The remainder of the organizations follow in alphabetical order. Series 15 – Miscellaneous Organizations contains the papers of multiple organizations which have been organized together due to size. Series 16 – Legal/Judicial Papers contains documents relating to acts of legislature, and court cases not involving any organizations represented in the rest of the collection. Any legal/judicial papers belonging to a represented organization can be found with the organization’s papers. Series 17 – Scholarly Papers and Official Studies, Series 18 – Journal and Magazine Articles, Series 19 – Miscellaneous Printed Materials, and Series 20 – Newspaper Articles contain various printed items collected by Beverly Hess. Series 21 – Audio Cassettes contains recorded commercials and television programs as well as interviews, lectures, and speeches. Series 22 – Photographs contains all the photographs, negatives, and slides from the collection with notations on the documents to which they were originally connected. An Appendix has been attached which lists the books belonging to the Beverly Hess Collection. These are listed alphabetically by author with the catalog numbers included. The books are alternately available through the Dickinson College Library. More detailed series descriptions appear before each series inventory.

SERIES 1 – GENERAL CORRESPONDENCE

The General Correspondence series contains letters written by and to multiple persons. This series is divided into Personal and General. Personal Correspondence contains the letters of Beverly Hess. General Correspondence contains the letters of other people unconnected with the organizations represented within the Hess Collection. Included under General are the letters of Charles Leising, and letters to and from political figures concerning Three Mile Island. All letters are organized by the last name of the important party, then into letters sent and letters received by date with undated letters coming first. Any correspondence pertaining to an organization is listed under that organization’s series. SERIES 2 – PERSONAL PAPERS

The Personal Papers series consists solely of the papers of Beverly Hess that can not be placed with a particular organization. This series is further divided into 4 sub-series: Ephemera, Notebooks, Speeches, and Conferences. Ephemera contains some personal information as well as papers relating to Hess’s personal protest against Pennsylvania Power & Light (PP&L) for the building of a new nuclear plant on the Susquehanna River. Notebooks contains day planners, address/telephone books, and a notebook used in a Grantmanship Training Program. Speeches contains notes, typed or written, for unidentified speeches. Conferences contains papers relating to a conference at the Massachusetts Institute of Technology (MIT) in which Beverly Hess participated in a panel discussion as a private citizen, rather than as a representative of any particular organization.

SERIES 3 – SUSQUEHANNA VALLEY ALLIANCE

The Susquehanna Valley Alliance, or SVA, was established shortly after the incident at TMI in March 1979. The group membership was comprised of area citizens who were concerned about the psychological, physical, and economic ramifications that the incident, and subsequent restart of the unaffected reactor, would have on them and their families. SVA became one of many local grassroots organizations to take part in the Public Information Resource Center (PIRC). Beverly Hess was one of the founding members of SVA, serving as its president before becoming heavily involved with PIRC. The SVA papers are dated from 1979 until 1985, and are organized into four sub-series: Correspondence, General Papers, Printed Materials, and Legal Papers. The Correspondence is further divided into letters sent and received as well as mailing lists used by the group. The General Papers contains miscellaneous general business materials such as meeting minutes, organizational history data, and materials relating to affiliations with religious organizations. The Printed materials sub-series includes the SVA newsletter, press releases and statements, as well as publications produced by the group for informative and fundraising purposes. Finally, the Legal Papers sub-series contains materials relating to the various lawsuits in which SVA was involved, including case transcripts and correspondence with the group’s legal team.

SERIES 4 – PUBLIC INFORMATION RESOURCE CENTER

The Public Information Resource Center, or PIRC, was established as a liaison group between the major anti-nuclear groups formed in Central Pennsylvania. Their goal was to coordinate all efforts against TMI: legal actions, protests, and financial actions. Member organizations contributed funding and personnel, while receiving information and coordination services. This was to promote the strength of greater numbers, and to stop harmful overlapping of individual and group efforts. Beverly Hess served as President of PIRC during its early years, while maintaining her association with the SVA. The PIRC papers range in date from 1980 to early 1986, and are divided into four sub- series: Correspondence, General Papers, Financial Papers, and Printed Materials. Correspondence is further divided into letters sent, letters received and internal memoranda. General Papers contains organizational business, including meeting minutes, committee information, proposals, and personnel information. Financial Papers deals primarily with fund raising materials and grant applications. Printed Materials includes papers created by PIRC or reprinted by PIRC such as newsletters, press releases, public statements, and other miscellaneous papers.

The TMI Legal Fund series contains papers relating to the founding, funding, and work of this organization dedicated to the forwarding of legal suits against TMI. The papers are divided into four sub-series: Correspondence, General Business, Financial Papers, and Printed Materials. Correspondence is broken into letters sent, and letters received, with items being arranged chronologically under each heading. General Business is further divided into proposals for the creation of the Legal Fund, agreements and by-laws, meeting minutes, reports, and organizational history. Within each smaller group, items are arranged chronologically. Financial Papers contains budget materials, funding reports, and a funding proposal to the Rockefeller Family Enterprises; items are arranged chronologically under those headings. SERIES 6 – PUBLIC HEALTH FUND

The Public Health Fund was established as a result of TMI litigation, Civil number 79- 0432. The Fund was administered by Judge Silvia Rambo, the Berger Firm, and a select group of scientists. The Fund was charged with completing studies on the psychological, physical, and economic effects of the TMI accident. This series is further divided into 3 sub-series: Correspondence, Legal Papers, and Printed Materials. Correspondence is divided into letters received and letters sent, and are arranged chronologically. Legal papers are arranged into meetings, proposals, and official documents relating to the court case. Printed Materials contains various printed materials produced by the Health Fund. The Harrisburg chapter of the Labor Committee for Safe Energy and Full Employment helped to plan the March 28th Rally on the second anniversary of the TMI Accident. Its series is divided into five sub-series. Correspondence contains copies of letters from the national organization as well as the Harrisburg chapter. Fact sheets are divided by items that the organization produced themselves and items borrowed or received from other related labor/environmental groups. The First National Conference, the March 28th Rally, and the Second National Conference, each received their own sub-series. All papers pertaining to the particular event are included in their group of papers.

The Nuclear Information and Resource Service (NIRS) series is divided into three sub- series: Correspondence, Miscellaneous Project Papers, and Printed Materials. Correspondence contains letters sent and letters received, and is arranged chronologically. Included within the Correspondence is a letter by W. A. Lochstet that reviews “The Zirconium Connection.” (see Pisello, D. M., Scholarly Papers and Official Studies). Miscellaneous Project Papers contains drafts of comments on nuclear proposals and reading/viewing lists for allied organizations. Printed Materials contains two newsletters produced by the NIRS as well as various fact sheets and informative brochures on nuclear energy.

The Nuclear Regulatory Commission (NRC) is an official United States’ government body charged with promoting and controlling the nuclear energy plants within the US. The papers contained within this series originate in the NRC, and are divided into three sub-series: Correspondence, Legal Papers, and Printed Materials. Correspondence includes letters sent, letters received, and internal memos, and are arranged chronologically. Legal Papers contains documents relating to various proposals and petitions brought before the NRC, testimonies and affidavits, and materials relating to two legal cases that involved the NRC. Papers within this sub-series are arranged chronologically. Printed Materials contains one copy of “The Federal Register,” an undated copy of NRC regulations, and press releases, and are arranged chronologically.

The Susquehanna Alliance (SA) series is not to be confused with the Susquehanna Valley Alliance (SVA) series. The SA series contains papers from this distinct organization, mainly from the early 1980s. This series is further divided into two sub-series: Printed Materials and Workshops. Printed Materials contains newsletters, press releases, statements, and articles published by the SA. These papers are arranged chronologically. Workshops contains papers relating to a workshop at which preparations were made to protest the Berwick Nuclear Power Plant in January 1980.

SERIES 13 – THREE MILE ISLAND ALERT

Three Mile Island Alert (TMI Alert) is an organization founded by concerned citizens of the Susquehanna Valley area when the Three Mile Island nuclear plant was under construction in 1977. The organization became more active after the accident at the TMI-2 reactor, and continues to publish materials on the potential dangers of nuclear power and TMI. The TMI Alert series is divided into four sub-series: Correspondence, General Business, Legal Papers, and Printed Materials. Correspondence contains letters sent and letters received from 1980 to 1985, and are arranged chronologically. The General Business materials include minutes of meetings and other miscellaneous papers relating to the affairs of the organization. The Legal Papers sub-series contains documents related to TMI Alert’s lawsuit against the NRC. The Printed Materials consists of the organization’s newsletters, various mailings, press releases, and statements.

SERIES 14 – UNION OF CONCERNED SCIENTISTS

The Union of Concerned Scientists (UCS) series is divided into five sub-series: Correspondence, Legal Papers, Miscellaneous Project Papers, Essays-Reports-Papers, and Printed Materials. Also see Photographs for a picture of Robert Pollard, director of the UCS, and Audio Tapes for recorded speeches of Robert Pollard. Correspondence consists of letters sent and received by the UCS and is arranged chronologically. Legal Papers are further divided into Correspondence (legal), Draft Comments, Cases/Proposals, and Statements and Testimony. Within the Correspondence (legal) are letters pertaining to the legal suits brought about by the UCS and its allies. Draft Comments are responses written by the UCS on various bills and laws proposed after the TMI-2 Accident. Cases/Proposals consists of legal documents regarding the various lawsuits in which the UCS participated. Statements and Testimony contains legally binding testimony, presentations made to the NRC and Congress, and formal responses to NRC actions/proposals. The papers in this sub-series are listed in chronological order. Miscellaneous Project Papers consists of non-legal projects completed by the UCS. These include personnel papers of Robert Pollard, rough drafts of TV commercials, a proposed agenda for a joint meeting with PIRC, and internal information sheets. Essays-Reports-Papers consists of the various published and unpublished works of the UCS as an organization, and of its employees that are more scholarly in nature. The series is divided into four sub-series: Acts, Bills, Court Cases, and Testimony. The Acts sub-series consists of materials relating to various acts of legislation relating to nuclear power and its consequences. The Bills includes proposed legislation in the Pennsylvania State government. The Miscellaneous Printed Materials series is further divided into ten sub-series: General Papers, Book Excerpts, Fact Sheets, Newsletters, Pamphlets, Policy Statements, Press Releases, Statements, Survey Reports, and Transcripts. The General Papers includes various items of relevance to the Anti-Nuclear movement, including an evacuation map for Cumberland County, and a role-playing game. Book Excerpts are photocopied portions of books, and are arranged in alphabetical order by title. The Fact Sheets sub-series includes one or two page items, usually with no apparent author and no publication date. Newsletters includes any newsletter produced by an organization not listed above; they are arranged in alphabetical order according to title. Pamphlets are listed in alphabetical order by title. Policy Statements are official statements by organizations not listed elsewhere in the collection about TMI and/or nuclear power. Press releases are official documents released to the press for immediate publication/report. They are arranged by the name of the organization responsible for their release.
